questions:
1. PWS 3.10.2 Vehicle and Self-Propelled Equipment Operator License. During the site visit, it was identified that the contractor personnel would be responsible to operate fork lifts, including Kalmar along with various government vehicles to support contract operations. The list contained in the mentioned PWS paragraph includes, dump trucks, locomotive, front end loaders, lawn mowers, and bobcats. Can the government confirm that none of these specific pieces of equipment will be operated during the performance of the contract?
Response: Operations of dump trucks, locomotive, front end loaders, lawn mowers, and bobcats is not required during the performance of the contract.

Response: Attachments have been uploaded to FBO.
3. PWS 3.17.7 Personal Protective Equipment (PPE). During the site visit, it was noticed that there was a cabinet that contained various PPE and Safety items (hard hats, ear plugs, protective eyewear). Can the successor contractor anticipate this will be left in place or require replacement?
Response: It will be left in place.
4. PWS 4.2.1.6 Annual Inventories. Can the government provide the current and upcoming quarters' projected inventories for developing our project schedule?
Response: The requirement is for 100% inventory annually. The current effort should be at 100% during this 4th quarter of the current FY. A new inventory year will begin with the new contract award.
5. PWS 4.2.2.1 The contractor shall operate warehouse and storage operations.
Our assessment is that other LCATs would be better suited to the daily operation. Is the contractor limited to the labor categories listed in the pricing sheet?
Response: The Labor Categories provided in the template for the Warehouse and Storage Operations are suggestions. The offeror my use other categories as long as the required skills are met and DoL laws/regulations are complied with.
6. RFP Proposal Instructions, para 1 and 88th RSC MEC Questions Set 1 Responses.pdf. The Government clarified in its Questions Set 1 Responses that the originally cited WD (15-5484, Rev 1) was incorrect and to use Weber County instead.
QUESTION: Can the Government confirm that the correct WD for Weber County is 2015-5483; REV 1, dtd 17 JAN 2017?
Response: No, in the cited response the correct path to WD 2015-5484 was provided. The correct Wage Determination is WD 2015-5484 (Rev.-1), dtd 01/17/2017
7. RFP Proposal Instructions, para 1 and para 3.5.3. The Wage Determination (WD) for Weber County UT, (2015-5483; REV 1, dtd 17 JAN 2017) cites that there are 11 authorized holidays for this location.
QUESTION: Will the Government revise the PWS to reflect the 11 days authorized?
Response: PWS Section 3.5.3 has been revised.
8. RFP Proposal Instructions, para 1 and para 3.5.3 and Pricing Template for MECS Replacement;
The Wage Determination (WD) for Weber County UT, (2015-5483; REV 1, dtd 17 JAN 2017) cites that there are 11 authorized holidays for this location.
QUESTION: Will the Government revise the Pricing Template for MECS Replacement to reflect the change in productive hours (from 1920 to 1912) authorized by the WD?
Response: To avoid confusion, the 1920 number will remain in the template. All offerors will be using the same quantity of hours.
9. WD 2015-5483; REV 1, dtd 17 JAN 2017; The current applicable WD (15-5483) states that if Executive Order (EO) 13706 applies, then offerors must provide at least 56 hours per year of sick leave. QUESTION: Will the Government be applying EO 13706 to this contract?
Response: The Executive Order applies. Under the Executive Order and proposed regulations, the paid sick leave requirements apply to a new contract that is: (1) a procurement contract for construction covered by the Davis-Bacon Act (DBA); (2) a contract for services covered by the Service Contract Act (SCA); (3) a contract for concessions, including any concessions contract excluded from coverage under the SCA by Department of Labor regulations at 29 CFR 4.133(b).
10. WD 2015-5483; REV 1, dtd 17 JAN 2017 and RFP Proposal Instructions, para 1 and para 3.5.3 and Pricing Template for MECS Replacement; QUESTION: If the Government applies EO 1376 to this contract, will they revise the PWS and the productive hours in the price file to account for the corresponding reduction in productive hours?
Response: Response to question 8 above applies here also.
11. 11 JUL Site Visit; QUESTION: Can the Government provide the list of attendees for the 11 JUL Site Visit?
Response: No
12. PWS para 1; The third bullet of paragraph 1 states “The contractor and its subcontractors shall not participate as an offeror, subcontractor, or consultant on any procurement conducted by the prime contractor or its subcontractors under this Task Order.” This statement is very confusing as written. QUESTION: Can the Government clarify what it means by this statement as to how it applies to this service contract?
Response: As an example, if your subcontractor also represents a manufacturer of medical equipment and you bought parts through the subcontractor, that would be a conflict of interest.
13. RFP para III Price; QUESTION: Can the Government confirm that the $1.5 million referenced as the “Not to Exceed” value for Parts/Consumables and Tools/Equipment are the actual “plug” numbers to be used for these CLINS by all offerors as opposed to just the “Not to Exceed” amount?
Response: RFP revised to address the correct amount of $300,000.00 per year. This number is a fixed not to exceed number and is not part of the selection consideration.
14. RFP para III Price; QUESTION: Can the Government confirm that all the Tools and Equipment on site belong to the Government (vs the incumbent contractor)?
Response: Yes
15. Pricing Template for MECS Replacement: The Hands-On-Training (Weekend Support) Instructions state that “The rates for the individuals working this support would be for two 8 hour days above a normal 40 hour week.” QUESTION: Since these hours are above a 40 hour work week and would normally constitute an OverTime requirement, can the Government please relabel the Price file to reflect Overtime pay for this requirement as they have done for the Mobilization/OPTEMPO section?
Response: It is expected that overtime pay would be applicable. Populate the template with the rate you are proposing.
16. PWS para 5 (Deliverables); This chart indicates that the Employee Roster is due at NTP -2 days.
We believe this is a typo such that the correct date would be something like NTP + 2 days.
QUESTION: Can the Government clarify the correct suspense date for the Employee Roster?
Response: The PWS has been corrected to reflect NTP +2 days.
17. RFP: Representations and Certifications; The Government does not specify a location (such as a General Documents Volume) for where they want offerors to include their Reps and Certs data.
QUESTION: Can the Government clarify where they would like offerors to include this data (e.g.
Cover letter)
Response: Reps and Certs should be completed annually via System for Award Management (SAM) located at https://www.sam.gov/portal. If the offeror has not completed the annual Reps and Certs in SAM the offeror shall complete paragraphs c thru u of provision 52.212-3 listed in the solicitation and submit as a separate document that will not count against the page limit restriction.
18. RFP: Qualifications of Key Contractor Personnel (para D): The Government states that “the contractor is expected to field the personnel identified in their proposal for the duration of the contract.” QUESTION: Will the Government consider requiring Letters of intent for these key personnel in order to ensure their availability upon contract award?
Response: Letters of intent are not required. However, the offeror will be held to provide the personnel as proposed.
19. Pricing Template for MECS Replacement; The Govt states in the Standard Operations section of the Instructions Tab that “Technical requirements; The Key personnel of Lead Biomedical Equipment Technician and Medical Equipment QA Specialist fall within this group with eight BMETs the base year, nine in option year 01, ten in option year 02 through option year 04.” QUESTION: Can the Government clarify that this means the Lead BMET and the Medical Equipment QA Specialist are included as part of the 8 total BMET requirement in the Base Period (that they are not additive to this requirement)?
Response: The Lead BMET and QA Specialist are not included in the count of BMETS in base and option years.
20. Pricing Template for MECS Replacement; The Government has identified a Labor category requirement for Forklift Operator(s) but they used the SCA Labor Category (LCAT) of 21410 to describe this position. SCA Code 21410 is the WD code for a Warehouse Specialist. QUESTION:
Can the Government clarify whether it actually wants to use the Forklift Driver LCAT (21020) or Warehouse Specialist (21410) for this requirement?
Response: The LCATs listed in the Pricing Template are the categories were the Governments approach to the task. If the offeror uses a different LCAT, as long as the skillset matches the requirements, it is permissible.
21. Pricing Template for MECS Replacement; The Government has identified a Labor category requirement for a Heavy Equipment Operator (SCA Labor Category 23440). The Heavy Equipment Operator (HEO) is a very narrowly defined SCA position used to describe personnel who drive large, heavy, off-road equipment such as bulldozers, cranes, graders, etc. These operators normally do not drive this equipment on public roads. QUESTION: Does the Government intend for this HEO to drive any type of equipment on commercial roads?
Response: Heavy equipment operations are incidental to the mission at the MECS and are expected to only apply to transport of cargo containers within the compound or short distances over the road.
22. Pricing Template for MECS Replacement; Reference the Heavy Equipment Operator (HEO) (SCA Labor Category 23440). These operators normally do not drive this type equipment on public roads. QUESTION:
Does the Government require this HEO to drive any type of equipment that would require a Commercial Driver’s License?
Response: A CDL is required for incidental operation of cargo movement.
23. Pricing Template for MECS Replacement; Reference the Heavy Equipment Operator (HEO) (SCA Labor Category 23440). These operators normally do not drive this type equipment on public roads. QUESTION:
If the Government requires this HEO to drive any type of equipment on public roads, especially any equipment that would require a Commercial Driver’s License, request the Government select a more applicable labor category, such as the Heavy Truck Driver (SCA 31363) or Truck Driver Tractor-Trailer (SCA 31364) for this requirement.
Response: The operations requiring CDL are a minor part of the requirement. The offeror should consider this when developing the staffing plan.
24. Pricing Template for MECS Replacement; and On Site Briefing Slides; During the On-Site visit, the Government explained that the requirements had almost doubled during the current contract and that they expected the number of supported units to increase by 28 units from the 36 they currently have On-Hand, to 64 (based on the 4 units currently scheduled and 24 remaining). This equates to an almost 78% increase in the number of pieces stored and projected workload.
However, the Government has only programmed an additional 2 BMETS (an increase of only 25%) over the life of the contract to accommodate this workload increase. QUESTION: Will the Government reconsider its rationale for only increasing its maintenance workforce by 25% when the workload is anticipated to increase by over 75% to allow for a higher number of BMETS over the life of contract?
Response: The level of utilization of the MECS by the various eligible units is purely at the discretion of the unit commanders. There is no way to specifically identify the level of participation which will occur in the future. The staffing levels provided in this contract are based on what is considered a best estimate of the expected participation.
25. Pricing Template for MECS Replacement; The Government states in the Standard Operations section of the Instructions tab that “The level of Admin support is expected to remain constant for the life of the effort.”
With the anticipated workload almost doubling due to the addition of 24 more units, it would seem that the Supply Tech and Production Control requirements would substantively increase as well. QUESTION: Can the Government please relook its rationale for keeping the Supply and Production Control capability constant while the workload is projected to almost double during the life of the contract?
Response: The estimate is based on current experience, and projection of tools expected to be available in the foreseeable future. If the offeror considers the recommended levels to be insufficient, they should identify
26. RFP Proposal Submission; QUESTION: Request the Government provide at least 7 working days response time from the date they answer all offeror’s questions to the date the submission is due.
Response: 7 working days are provided. Proposals are due 31 July 2017.
27. PWS para 3.10.1; QUESTION: Can the Government clarify which positions require Commercial Drivers Licenses (CDLs)?
Response: The requirement for the CDL is incidental to normal operations. It is left to the Offeror how best to address this requirement.
28. RFP para 1 (Technical/Management Approach); QUESTION What “Project Schedule” is the Government referring to in this paragraph?
Response: This statement has been removed from the solicitation.
29. RFP Past Performance; QUESTION: Since this is a best value selection, will the Government consider allowing offerors to submit more than two past performances?
Response: In accordance with the solicitation, the contractor shall submit up to two (2) examples of recent and relevant past performance. Excess submitted examples will not be considered.
30. Pricing Template for MECS Replacement;; QUESTION: The government has stated there are two technical key personnel of Lead Biomedical Equipment Technician and Medical Equipment QA Specialist but on the build-up tab there are no lines to enter a fully burden rate for either labor category. Can the government update the template to include lines for each option year to provide a fully burden rate for the two key labor categories of Lead Biomedical Equipment Technician and Medical Equipment QA Specialist?
