Solicitation Number: W912DY-17-R-0066
Questions:
1) Page 3, Proposal Instructions.
The solicitation states, "The applicable wage determination, WD 15-5484 (Rev -1); Revised 17 Jan 2017; Utah Counties of: Box Elder, Davis, Morgan, Weber, is available on the WDOL website:
http://www.wdol.gov/."
The information for WD 15-5484 is not available through the WDOL website. Will this be provided separately?
Response: Try https://www.wdol.gov/sca.aspx use Weber as the county
2) Page 18, I. Technical/Management Approach.
The solicitation states," Page Totals for A, B, and C below shall not exceed 20 pages."
Does this mean 20 pages for A, 20 pages for B and 20 pages for C. Or is this 20 pages total?
Response: 20 Page Total
3) Page 57, 3.5.7, Security Requirements.
The solicitation states, "The work to be performed under this contract may involve access to and handling of operationally sensitive material."
We are not familiar with this level of classification. Is this FOUO? Is there any level of security clearance required of contractor employees?
Response: Effectively this is FOUO as it could concern deployment information. No information security clearances are required (Confidential/Secret/Top Secret clearance not required)
4) Page 68, 4.2.1.4, Database Requirements The solicitation states, "Database; Contractor shall maintain a database of equipment under control of MECS which covers the equipment status, location and maintenance condition/schedule. Contractor shall provide a quarterly database report, with the ability to generate reports ad hoc."
Is this a Government- or contractor-provided database?
Response: A current database will be provided at the beginning of the contract.
5) Page 68, 4.2.1.4.1, GCSS-Army The solicitation states, "The Army is transitioning to a new tracking system for maintenance. The contractor shall maintain the MECS data within GCSS-Army and associated logistics data systems."
Has this transition to GCSS-Army already taken place at this location? If not, when is it scheduled to occur?
Response: GCSS-Army has been implemented, however, MECS cannot build or order Class VIII (84/85) parts in G-Army (CASCOM Directive: wait for DA G$ and MEDCOM guidance).

6) The following attachments are referenced in the solicitation but were not provided. Will these be provided?

Response: An Amendment to the solicitation will be issued with the attachments.
7) Is the $200,000 for CLIN 0002 and $100,000 for CLIN 0003 as provided in the Pricing Template for MECS Replacement spreadsheet provided as a "plug" for pricing purposes?
Response: These values are provided as not to exceed values. Contractor may bill as delivered for actual requirements.
8) Is there an incumbent contractor?
Response: Yes
9) Will a Past Performance format be provided?
Response: Respond to the RFP and include contact information
