8070385 Refer to Solicitation Section H.1, Annual Reporting of Government Property. Is there a due date each year that the report is due to the website?

Please refer to the following OSD website and DOD procurement toolbox site at https://dodprocurementtoolbox.com/faqs/iuid-faqs/iuid-registry and it says under 4 - when is submission required.

Another guide for property can be found at:

https://www.acq.osd.mil/dpap/pdi/uid/data_submission_info https://www.acq.osd.mil/dpap/pdi/uid/data_submission_information.html rmation.html. Specific reporting of Government property will be specified at the task order level.

8070386 Refer to Solicitation Section H.1, Annual Reporting of Government Property. Please check the website address, we have been unable to access.

The government has checked the web site. It appears to be working as of 16 July 2019.

8070389 Reference Solicitation Section H.6, Letter of Authorization. Can the Government please provide more detail on what kind of travel would require Contractors to submit a LOA? Also, the website provided does not appear to have the correct address

This is task order dependent; however, we do not anticipate travel to, from, or within theaters of operations at this time.

8070399 Reference solicitation Section I, Contract Clauses, (b)(1)(iii) 52.204-23, Prohibition on Contracting for Hardware, Software, and Services Developed/Provided by Kaspersky Lab and Other Covered Entities.

The referenced Section 1634 of Pub. L. 115-91 states that no element of the federal Government can use Kaspersky Lab hardware, software, or services, but does not include contractors. Can the Government please confirm that contractors are going to be held to the same Contract Clause? Is this clause stating that we cannot utilize and product/service provided by Kaspersky Lab?

RESPONSE: This is

This is applicable for task orders. For this solicitation, only identified key subcontractor commitment letters are required. See section L8 on page count exclusions.

https://www.acq.osd.mil/dpap/pdi/uid/data_submission_information.html applicable for task orders. For this solicitation, only identified key subcontractor commitment letters are required.

8070411 Please confirm, an onsite visit is not a requirement for the Huntsville project?

A site visit is not required for this solicitation.

8070416 Reference Solicitation PWS, Section 1.5.1.3, OMPR Team Leader. Will the cost for the OMPR Team Leader be represented in the FFP portion of future Task Order pricing, or the OMPR CLIN of Task Order price?

This will be identified at the task order level.

8070418 Reference Solicitation PWS, Section 1.5.1.4, Departure of Key Personnel. Last sentence states: A permanent key position replacement shall be on site within thirty

(30) calendar days. Would it be proper to add the following: A permanent key position replacement shall be on site within thirty (30) calendar days after Government approval/acceptance?

The government has determined not to make any changes.

8070423 Reference Solicitation PWS, Section 1.5.7, Licensing, Qualifications & Experience Requirements. Will the qualifications and licensing presented in this section be required for all Task Orders, or will each Task Order RFP designate the qualifications/licenses required (i.e., contractor shall have at least one management level position, and two journeymen level positions participate in and complete OEM-sponsored training for covering the basic fundamentals of firestopping and proper selection of tested firestop systems.)

This will be determined at the task order level.

8070426 In past Task Order RFPs, it is sometimes difficult to understand at what date the transition/phase-in activities are expected to occur, versus the actual start date of full-service O&M. Could the Government consider adding a section within the PWS, possibly near, or in, the section documenting the base year POP and option year POPs, that would give an estimated phase-in timeframe?

This will be determined at the task order level.

8070428 Reference Solicitation PWS, Section 1.5.13, Reporting of Contractor Wage Rates for Unscheduled Work. This section states the following: "Consistent with all other contract terms, all Service Contract Act (SCA), Davis- Bacon Act (DBA), and professional wage rates in effect at the time of the award of the task order, and any awarded options, shall be held firm for the specified performance period. This includes labor costs for all preventive and unscheduled work, and any optional services, regardless of when funds are applied to the task order."

Would the Government please consider adding the following (that also appears in the Solicitation, Section A.6, Wage Determinations): "unless modified due to an increase in the Department of Labor wage rates" to this sentence: "Consistent with all other contract terms, all Service Contract Act (SCA), Davis-Bacon Act (DBA), and professional wage rates in effect at the time of the award of the task order, and any awarded options, shall be held firm for the specified performance period, unless modified due to an increase in the Department of Labor wage rates"?

The solicitation shall not be changed to add this language.

8070431 Reference Solicitation PWS, Section 1.5.13, Reporting of Contractor Wage Rates for Unscheduled Work. Would the Government consider putting in the Solicitation, instructions/directions on how to submit a request for pricing increase (Request for Equitable Adjustment [REA]) on a Task Order where the Department of Labor Wage Rates have increased and are now higher than the rates in place at time of award?

No change to solicitation. See 48 CFR 552.243-71 which explains the process for the submission of a claim.

8070432 Please confirm Governments Normal duty Hours, in one area it is stated as 0700 – 1600, and in others as 0730 – 1630.

This can vary slightly by work site and will be provided in the task order RFP.

8070605 Can the government provide an explanation or rationale for requiring Cost Accounting Standards (CAS) and other FAR Part 15 related clauses for this contract, in lieu of FAR Part 12 Acquisition of Commercial Items?

All CAS requirements have been removed from the solicitation.

CAS is not a required for this solicitation. Offerors shall disregard any CAS language.

8070609 A class deviation was implemented in a section of the National Defense Authorization Act for Fiscal Year 2018 to increase the dollar threshold under Cost Accounting Standards (CAS). Effective July 1, 2018, FAR 52.230-02 Deviation 2018-O0015 (May 2018) increased the threshold from $750K to $2M. Can the solicitation can be modified to include the new CAS deviation standard?

All CAS requirements have been removed from the solicitation.

CAS is not a required for this solicitation. Offerors shall disregard any CAS language.

8071113 Reference PWS Sections 4.1.6.1, 4.1.6.2, 5.6.5.1, 5.6.5.2, & 5.7.1. In some of these sections it states that the Unscheduled Maintenance Threshold is $500.00 or less, and in others it states $2,500.00 or less. Can the Government confirm that these dollar amounts would be the same, and will be Task Order Site Specific?

Yes the dollar amounts would be the same and would be task order specific.

8071303 Reference PWS Section 5.7.8, New Work. Section states “the Contractor may perform new work, within the contract maintenance team's capability, during normal duty hours providing all other O&M requirements and responsibilities within this task order are met. However, if these criteria cannot be met, the contractor shall provide new work as requested via a service order."

Is there a dollar threshold that the contractor would be responsible for providing new work, similar to the unscheduled Maintenance threshold?

This has typically referred to labor only during the normal duty day. Any specific requirement would be identified in a task order RFP.

8072195 The solicitation, as published, includes (by reference) FAR clauses 52.230-2, "Cost Accounting Standards OCT 2015", 52.230-4, "Disclosure and Consistency of Cost Accounting Practices --Foreign Concerns OCT 2015" and 52.230-6, "Administration of Cost Accounting Standards JUN 2010".

The scope of work outlined in this solicitation is provided by the service industry on a commercial basis, and would likely meet the definition of "commercial items", as referenced by FAR 2.101(6). The FAR states, "Services of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices for specific tasks performed or specific outcomes to be achieved and under standard commercial terms and conditions."

The current OMEE V contract has a similar scope of work and does not include Cost Accounting Standards by means of FAR provisions 52.230-2, 52.230- 4 and 52.230-6. These provisions are now referenced in the OMEE VI solicitation.

Task Orders are competed among the IDIQ holders and awarded on the basis of price competition. This Task Order competition and award process will be the same under this new contract thus satisfying adequate competition.

The solicitation incorporates FAR 52.212-4, "Contract Terms and Conditions – Commercial Items", and it's

All CAS requirements have been removed from the solicitation.

CAS is not a required for this solicitation. Offerors shall disregard any CAS language.

anticipated that bidders can propose under FAR Subpart 12, "Acquisition of Commercial Items".

Based on the details and statements provided above, and in light of the fact that it would be difficult to find subcontractors as needed who could also comply with the FAR clauses noted above (which would be required to flow down to them), would the government consider removing clauses 52.230-2, 52.230-4 and 52.230-6 from the solicitation?

8073982 Reference Solicitation Section L.9, Proposal Content, Volume III, Tab B, Key Personnel Qualifications.

8080241 Are there any Corporate Level Key Personnel requirements and if so, would any resumes required for submission.

See revised solicitation.

8080697 Reference "Offerors shall submit project experience forms in the format presented in Attachment 0004, Experience Reporting Form, for a minimum of five projects, or maximum of seven projects that demonstrate the Offeror's experience in the operation and maintenance of medical facilities."

Question: Do all five of the minimum required past performance projects need to demonstrate operations solely in a medical facility to be evaluated and accepted?

Will non-medical projects with similar task requirements count towards fulfilling the minimum of five projects?

All projects included for consideration must have started or completed within five years from the issued date of this solicitation. These projects will be evaluated for breadth and depth of experience in the operation and maintenance (O&M) of medical facilities. Accordingly, offerors other than small businesses must demonstrate experience, as a prime, providing O&M services at full service inpatient care medical treatment facilities, and the ability to perform multiple projects simultaneously across a large geographic area. Small businesses must demonstrate full spectrum O&M services performed at ambulatory care facilities.

8081582 Will the Government consider excluding diagrams/tabular charts from Volume III page count?

Specifically: (a) Organizational Chart, (b) Resource Chart, (c) Exhibits supporting Documentation Control/Code Compliance methods

No. Well-organized chats should reduce the need for accompanying text.

8081723 Paragraph L.8.c states "The use of hyperlinks in proposals is prohibited." Many proposal writers use hyperlinks to create tables of contents and lists of tables and figures. Otherwise, one must manually construct these lists and verify the page numbers. Can an except be page for tables of contents and lists of figure and tables?

The use of hyperlinks in the proposals is not allowed. The government will not utilize any hyperlinks or follow any hyperlinks in any submitted proposals. All responses to this solicitation shall be self-contained within the submitted proposal.

This same clause is also blank under Section I on page 77 of 158. If there are no alterations, should it be stated "None"? Or should there be an indication that it will be determined on the task order level? Please clarify

This clause may be used after contract award to detail the modifications to the contract. There are no changes to denote at this time.

8081726 Section I, page 73 of 158, FAR 52.236-4, contains what appear to be directional/guiding notes for the solicitation authors indicating various types of details to be inserted or provided. Other sections of the solicitation state that various specifics will be provided at the task order level;

we assume the same would be the case for FAR 52.236- 4? Please clarify and/or confirm

This information will be provided at the task order level.

The clause has been edited to indicate the applicable information will be determined at the task order level.

8081727 Section L begins on page 145 of 158 of the solicitation and is followed by Section M. Section L is also provided as Attachment 02; Section M, Attachment 03. There does not appear to be any noticeable differences between Sections L and M as presented in the solicitation and as they are presented in Attachments 02 and 03. Are there differences between them? If there are, which version is applicable? Please clarify.

The information in all of these documents is the same.

Sections L and M were provided as separate attachments for offeror’s convenience.

8081730 Section L.8 requires only one hard, separately bound copy of Volume IV. Block 9 of the SF 33 requires 4 copies. Please clarify.

(4) hard copies of Volume's [sic] I, II, and III, with each Volume separately bound, and include (in the binder) a CD containing a complete copy of the contents of that respective binder." Is a CD required for each individual copy (which would be 4 CDs for each volume, 12 CDs total) or is a single CD required for each volume (which would be 3 CDs total)? Please clarify

Each binder should have 1 CD copy of the binder contents.

Additionally, Offerors shall submit 1 CD that has the combined proposal (all binder volumes).

8081735 Section L.9, Volume III, Tab B, page 151 of 158, lists Key Personnel as the Program Manager, Project Manager, Contract Maintenance Manager I, and Contract Maintenance Manger II.
