About this file

This document is a Standard Form 30 (SF-30) Amendment of Solicitation for the Lake Washington Ship Canal (LWSC) Cores, Keys, and Padlocks Purchase, issued by the U.S. Army Corps of Engineers Engineering District Seattle. The solicitation seeks the procurement of CORMAX BEST 5 and 6 Series cores and keys (with M Series J Keyways and 6-pin cores) and BEST Access Systems 11B padlocks, all in satin brass finish with a medium security level. The government requires a total of 367 lock cores and 496 keys per series, including 20 padlocks with 2" shackles, 10 padlocks with 4" shackles, and 15 weather covers.

Key modifications in this amendment include extending the offer due date to 13 March 2025 at 10:00 a.m. PST, clarifying material descriptions, and adding specifics about key cutting services. The contractor must provide new equipment with engraved cores and keys marked "US Govn't" and "Do Not Duplicate", and include maintenance tools. Delivery is required within 90 days of purchase order receipt to the LWSC Warehouse in Seattle, with delivery restricted to working hours (8:00am - 4:00pm, Monday-Friday, excluding federal holidays). The keying will be determined by the government, and no additional installation, training, or key management system is required.

PURCHASE DESCRIPTION

PURCHASE DESCRIPTION

Material Purchase Specifications Lake Washington Ship Canal, Seattle, WA 98107

Keys, Cores, and Padlocks Purchase

1.0 INTENT: This acquisition is for the procurement of CORMAX BEST 5 Series and 6 Series cores and keys, to replace the current 4 Series with all new keyways, and BEST Access Systems 11B padlocks for use at Lake Washington Ship Canal (LWSC) and U.S. Army Corps of Engineers (USACE) in Seattle, WA.

2.0 REQUIREMENT/OBJECTIVE: Vendor shall provide 5 Series cores and keys, 6 Series cores and keys, and BEST Access Systems 11B padlocks with identified options and quantities specified in paragraph 3.0. Keyways are to be independent for each series. Vendor is responsible for supplying equipment that will withstand the intended use of life. All furnished equipment must be new and not refurbished, conform in strength, quality of material, workmanship, and sound engineering standards.

3.0 MATERIALS: Vendor shall supply the following to meet the intended use of the Government.

A. CORMAX 5 Series (M Series J Keyways, Core size (pin count of 6)) of the following quantities, all finishes to be satin brass (606):

1) 367 each of Keyway Combination Core (keying to be determined by government)

2) 496 total (367 keys with cores, plus additional 129 keys) keys (keying to be determined by government)

B. CORMAX 6 Series (M Series J Keyways, Core size (pint count of 6)) of the following quantities, all finishes to be satin brass (606):

1) 367 each of Keyway Combination Core (keying to be determined by government)

2) 496 total (367 keys with cores, plus additional 129 keys) keys (keying to be determined by government)

C. BEST Access Systems 11B padlocks (Security level= minimum of medium (grade 3)) and weather covers of the following quantities, all finishes to be satin brass (606):

1) 20 each padlocks w/ 2” shackle (11B772T)

2) 10 each padlocks w/ 4” shackle (11B782T)

3) 15 each molded durable PVC weather covers compatible with 11B padlocks

3.1 MATERIAL DESCRIPTION: A total of 367 New Lock Cores and 496 keys (per series) are needed in one new set. A complete list of core locks to be replaced will be provided by the government prior to production.

Note this quantity does not mean 367 different lock cores with all different key patterns. For example, there are sixteen of each of 4DA16X designation lock cores with twenty-five keys. This means twenty-five identical cut keys will open all sixteen 4DA16X lock cores. The government will provide exact quantity and details, prior to production.

Some key patterns are related to the other key patterns. Starting from the left most letter in the lock core designation, each additional character/letter represents a subset of the key pattern. For example, a 4D1 key can open both 4D1 lock core and 4D16X lock core. The 4D1 key acts as the supervisory key. A 4D16X key can open a 4D16X lock core. However, a 4D16X key cannot open a 4D1 lock core.

Another example. A 4W1 key can open a 4W10 lock core. However, a 4W1 key cannot open a 4W3 lock core. The 4W1 and 4W3 patterns are both three letter designations, and one is not a supervisory key of another.

The equipment provided by the contractor must meet or exceed applicable industry security standards and regulations (industry ANSI/BHMA A156 series standards).

New lock cores shall have series or identification engraved (or stamped) on the visible face. The engraving or stamp is also known as “Core Mark” in the industry. The engraving should be visible when lock core is installed.

New keys shall have the words “US Govn’t” and “Do Not Duplicate” engraved. The engraving can be on either side of the key blank. The new keys must be cut differently from the existing keys. In other words, the new keys cannot open the old locks, and vice versa.

Contractor shall provide maintenance tools to the government, for the purpose of replacing or removing the new lock cores.

4.0 OPERATIONAL AND MAINTENANCE SUBMITTALS: One (1) hard copy of descriptive materials, which shall include operators and maintenance manuals.

5.0 ACCEPTANCE OF MATERIALS: Materials will be inspected at the delivery point prior to acceptance. The contractor shall be responsible for maintaining the product’s condition as specified until the point of acceptance.

New equipment only; No remanufactured or “gray market” items.

6.0 DELIVERY SCHEDULE AND ADDRESS: All supplies and associated accessories shall be delivered FOB Destination to the following address within 90 days upon receipt of the purchase order.

U.S. Army Corps of Engineers Lake Washington Ship Canal ATTN: Warehouse 3015 NW 54th Street Seattle, WA 98107
