About this file
This is a Limited Source Justification document pursuant to FAR 13.106-1 for the U.S. Army Corps of Engineers, Seattle District to acquire dormakaba CORMAX BEST equipment at the Hiram M. Chittenden Locks in King County, Washington. The justification approves sole source procurement for new dormakaba CORMAX BEST X15 cores and keys, X16 cores and keys, and BEST Access Systems 11B padlocks to replace existing X14 and older cores, keys, and padlocks at the facility.
The justification cites that sole source procurement from dormakaba CORMAX BEST is necessary because the Locks facility is already outfitted with their equipment and has signed authorization for use of their masterkey codes and patented cores. This ensures integration and compatibility with existing locks, enables use of existing government-owned equipment, and maintains efficient system maintenance. The document is signed by the Project Manager on 02/10/2025 and includes a fair and reasonable cost determination by the Contracting Officer Alex R. Marcinkiewicz, though the specific cost amount is redacted.

LIMITED SOURCE JUSTIFICATION PURSUANT TO FAR 13.106-1
1. CONTRACTING AGENCY: U.S. Army Corps of Engineers, Seattle District
2. DESCRIPTION OF ACTION: Approval is requested for a limited source justification to acquire exclusive dormakaba CORMAX BEST equipment at the Hiram M. Chittenden Locks (Locks) in King County, Washington.
3. DESCRIPTION OF SUPPLIES/SERVICES OR NATURE OF CONSTRUCTION:
Contract is for purchase of dormakaba CORMAX BEST equipment. The total estimated cost for the equipment is
The purpose of the contract is to purchase new dormakaba CORMAX BEST X15 cores and keys, X16 cores and keys, and BEST Access Systems 11B padlocks to replace the existing dormakaba CORMAX BEST X14 and older cores, keys, and padlocks at the Locks.
4. AUTHORITY CITED: 10 USC 2304(c)(1) and FAR 13.106-1(b) Soliciting from a single source. (i) For purchases not exceeding the simplified acquisition threshold.
5. REASON FOR AUTHORITY CITED: Pursuant to FAR 13.106-1(b)(1)(i) “Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization.)”
Purchasing the equipment and services from dormakaba CORMAX BEST is necessary to ensure integration and compatibility with the existing locks at the Locks, enable use of existing Government owned dormakaba CORMAX BEST equipment, and to ensure sensible and efficient maintenance of the dormakaba CORMAX BEST lock systems at the Locks.
6. BASIS FOR RESTRICTING COMPETITION:
The Locks currently has dormakaba CORMAX BEST cores, keys, and padlocks installed and operating at all possible doors and gates across the operating project. The subject task order seeks to replace all the existing dormakaba CORMAX BEST X14 and older cores, keys, and padlocks at the Lock. There are other companies that supply cores, keys, padlocks, etc.
However, since the Locks is already outfitted with dormakaba CORMAX BEST equipment and has a signed authorization for the use of dormakaba CORMAX BEST masterkey codes and patented cores, it is necessary to procure dormakaba CORMAX BEST for purposes of management efficiency, system integration, equipment servicing, repairs, and cost efficiency.
