About this file

This document is a presentation given at a virtual industry day event hosted by the U.S. Army Corps of Engineers (USACE) Seattle District regarding the Duckabush Ecosystem Restoration project located in Jefferson County, Washington.

The project aims to restore the natural function of the Duckabush Estuary by removing or modifying existing features to reconnect the Duckabush River with adjacent floodplains and wetlands. Key project features include constructing an elevated 1,613-foot long 36-foot-wide bridge to replace the existing U.S. Highway 101 causeway, replacing two culverts, demolishing existing highway and training berms, excavating channels, and placing engineered log jams. The estimated construction price range is $100M to $250M, with an estimated duration of 1,050 calendar days. The project will be procured using a competitive, firm-fixed-price design-bid-build contract under FAR Parts 15 and 36. Small business involvement is encouraged, with USACE's small business goals for the project discussed. The solicitation is anticipated to be released in Q1 FY2025 with award in Q3 FY2025.

DUCKABUSH ECOSYSTEM RESTORATION

4CUI

PROJECT PURPOSE AND NEED

Puget Sound Nearshore Ecosystem Restoration study authorized in 2016 for implementation

To restore the natural function of the Duckabush Estuary so that it can create and maintain estuarine habitat in a self-sustaining manner.

This is to be accomplished by removing or modifying existing features so that natural habitat forming processes can be restored.

This project will reconnect the Duckabush River with adjacent floodplains and wetlands by removing existing roadway fill.

5CUI

Improved tidal wetland habitat for fish and wildlife, including Hood Canal summer chum and Chinook salmon, a main food source for endangered Southern Resident Killer Whales.

Reduced backwater flooding.

Improved water quality resulting from increased wetland area for natural water filtration and new road run-off treatment areas.

Modernized road and utility infrastructure resulting in improved resiliency to climate change and natural disasters.

Creation of approximately 1,300 jobs throughout construction of the project.

Increased habitat connectivity and reduced wildlife-vehicle collisions by creating a wildlife corridor under U.S. Highway 101.

General Advice:

• Get engaged, EARLY o Understand anticipated SB involvement

a. Small Business Commitment Document

b. Subcontracting Plan – USACE goals are based on historical data, market info o Utilize SAM.gov and FPDS for subcontracting opportunities

• Build relationships, NOW o SBA SubNet – https://subnet.sba.gov/client/dsp_Landing.cfm o FPDS - https://www.fpds.gov/fpdsng_cms/index.php/en/ o Request agency info on recent awards with a subcontracting plan o Request assistance to source SBs (utilize your APEX Accelerators)

• Understand other than small contractor responsibilities under FAR 52.219-9 o Good Faith Efforts (FAR 19.705-7) o eSRS reporting requirements
