About this file

This document contains questions and answers from an Industry Day event for the Duckabush Estuary Restoration project in Jefferson County, WA.

The Q&A reveals that the solicitation will be a Best Value Tradeoff with evaluation criteria including technical approach, schedule, past performance, key personnel, small business commitment, and price. The project will be a single contract phase with federal funding anticipated for FY2026 (not yet obtained), though non-federal sponsor funds from WDFW have been secured. WSDOT is providing pre-award design of US101, Duckabush Road, and Dark Road, along with cost estimates and specifications. USACE will oversee the construction contract and lead construction management. The solicitation period is tentatively 60 days, with a draft solicitation planned for industry input beforehand. Key technical details include: staging areas at WDFW parking and private land via Dark Road, contractor-designed temporary work platforms, removal of most of the existing causeway, and a requirement for a Project Labor Agreement. The new US101 alignment will be approximately 4 ft west of the existing alignment, with the bridge positioned 90-110 ft north of the current bridges.
