This Request for Proposal (RFP) solicits construction services for a Special Tactics Squadron operations facility at Joint Base Lewis-McChord near Lakewood, WA. The project includes construction of an 85,000 square foot squadron operations building with secure planning, logistics, medical, team rooms, simulator room, classroom, staff offices, vehicle maintenance shop, storage and staging areas. An integrated 12,000 square foot parachute drying tower and 8,000 square foot covered storage area will also be constructed. Demolition of five existing buildings and structures totaling 60,300 square feet is required. Site development incorporates 150 parking spaces, utilities connections, information systems, communications infrastructure, retaining walls, stormwater controls, landscaping and signage. The project provides anti-terrorism/force protection features and complies with DoD minimum antiterrorism standards for buildings. Coordination with public and private utilities is necessary.

1.3 QUALITY ASSURANCE
Submit Detail Drawings showing elevations of each door type, details of anchorage, details of construction, location and description of hardware, shape and thickness of materials, details of joints and connections, and details of guides and fittings. Include a schedule showing the location of each counter door with the drawings.
1.4 DELIVERY, STORAGE, AND HANDLING
Deliver rolling counter doors to the jobsite wrapped in a protective covering with the brands and names clearly marked thereon. Store rolling counter doors in accordance with the manufacturer's instructions in a dry location that is adequately ventilated and free from dust, water, or other contaminants, and in a manner that permits easy access for inspecting and handling. Handle doors carefully to prevent damage. Replace damaged items that cannot be restored to like-new condition.
1.5 WARRANTY
Provide manufacturer's standard performance guarantees or warranties that extend beyond a 1 year period. Submit no later than 30 days prior to final inspection.
PART 2 PRODUCTS
2.1 PRODUCT SUSTAINABILITY CRITERIA
This project requires LEED v4 certification. Comply with building product disclosure/optimization and low-emitting criteria per Section 01 33 29 SUSTAINABILITY REPORTING. Products and materials in this section may contribute to cumulative project requirements.
2.2 SYSTEM DESCRIPTION
Furnish rolling counter doors of the type, size, and design indicated on the Drawings. Provide the standard product of a manufacturer regularly engaged in the production of rolling counter doors. Provide each door with a permanent label showing the manufacturer's name and address and the model number of the door. Submit Manufacturer's descriptive data and catalog cuts.
2.3 BASIC COMPONENTS
2.3.1 Curtain
Fabricate the curtain of 22 gauge galvanized steel slats conforming to ASTM A653/A653M , Coating Designation G90. Provide thickness of slat material as required by width of opening or as required by specified fire-rating. Use slats approximately 1-1/4 to 1-1/2 inch wide with a depth of crown of 1/2 inch. Fit alternate slats with endlocks to maintain curtain alignment. Provide bottom of curtain with angle or tubular bar reinforcement matching the curtain, and fitted with a resilient bottom seal.

2.3.2 Jamb Guides
Furnish guides of 13 gauge minimum thickness galvanized steel angles conforming to ASTM A653/A653M , Coating Designation minimum G40.
2.3.3 Counterbalance Shaft Assembly
Furnish the curtain coiled around a steel tube of sufficient thickness and diameter to prevent deflection exceeding 0.03 inch per foot. Provide a barrel containing oil tempered helical steel torsion springs capable of sufficient torque to counterbalance the weight of the curtain. Calculate the springs to provide a minimum of 7,500 operating cycles (one complete cycle of door operation will begin with the door in the closed position, move to the full open position and return to the closed position).
2.3.4 Brackets
Furnish brackets of a minimum 12 gauge thickness steel if flat plate, or 16 gauge thickness if there are a minimum of 3 returns of 3/4 inch width.
2.3.5 Hood
Provide a hood of 24 gauge galvanized steel conforming to ASTM A653/A653M , Coating Designation minimum G40.
2.3.6 Locks
Lock the curtain at both sides of bottom bar by a chrome-plated cylinder lock keyed into the building keying system. Locate lock on the room side of the counter door. Provide keying conforming to Section 08 71 00 DOOR
HARDWARE.
2.4 FIRE-RATED ROLLING COUNTER DOOR
Furnish fire-rated rolling counter doors, Class C (3/4 hr.) rated and conforming to the requirements specified and to NFPA 80 for the class indicated. Provide labels of a recognized testing agency for the doors, indicating the applicable fire resistance rating. The construction details necessary for labeled rolling counter doors will take precedence over details indicated or specified herein. Furnish door curtains, guides and hood of galvanized steel. Provide fire-rated rolling counter doors complete with hardware, accessories, and automatic closing device.
Provide rolling counter doors, in exit corridor walls, with perimeter smoke and draft control gasketing.
2.5 AUTOMATIC CLOSING DEVICE
Equip fire-rated counter doors with an automatic closing device which operates upon the fusing of a 165 degree F fusible link. Furnish fire and smoke doors that easily reset by the facility user after they have been released by the detection system. Resetting the door shall not require the use of special tools. Fusible link shall be provided at both sides of door and extend to bottom of roof structure above.
2.6 FINISH
Exposed parts of the counter door, including the curtain, bottom rail, guides, and hood shall be of uniform finish and appearance. Furnish steel
SECTION 08 33 13 Page 4 galvanized coating with a powder-coated Factory prime coat and field top coat finish. Give all other steel parts a shop coat of primer paint standard with the manufacturer.
PART 3 EXECUTION
3.1 INSTALLATION
Install doors in accordance with approved detail drawings and manufacturer's instructions. Accurately locate anchors and inserts for guides, brackets, hardware, and other accessories. Upon completion, doors shall be free from warp, twist, or distortion. Lubricate, properly adjust, and demonstrate doors to operate freely. Conform fire-door installation with NFPA 80 for the class indicated and the manufacturer's instructions.
3.2 OPERATION
3.2.1 Manual Operation
Provide curtain operated by means of manual push-up with lift handles or continuous full width lift bar.
3.3 FIRE-DOOR TESTS
Drop-test the fire doors in accordance with NFPA 80 to show proper operation and full automatic closure and reset in accordance with the manufacturer's instructions. Submit a written record of test.
3.4 FIELD FINISHING
Doors to receive field finishing shall be factory primed, as required, and then finished in accordance with Section 09 90 00 PAINTS AND COATINGS.
Provide color.
3.5 CLEANING
Clean doors in accordance with manufacturer's approved instructions.
Submit Manufacturer's preprinted installation and cleaning instructions.

2.1 PRODUCT SUSTAINABILITY CRITERIA

2.2 ROLLING SERVICE DOORS
Shall be spring counterbalanced, rolling type, and shall be designed for use on exterior or interior openings, as indicated. Doors shall be operated by electric-power with auxiliary hand chain operation. Doors shall be complete with guides, hardware, fastenings, operating mechanisms, and accessories. Doors shall be surface-mounted type with guides at jambs set back a sufficient distance to provide a clear opening when door is in open position. Doors, hardware, and anchors shall be designed to withstand a wind pressure of 20 pounds per square foot of door area in accordance with ANSI/DASMA 108 . Sound engineering principles may be used to interpolate or extrapolate test results to door sizes not specifically tested. Exterior doors shall be mounted on interior side of walls.
2.2.1 Operational Cycle Life
All portions of the door, hardware and operating mechanism that is subject to movement, wear or stress fatigue must be designed to operate through a minimum number of 100,000 spring cycles.
2.3 FABRICATION
2.3.1 Curtains
Shall be formed of interlocking G-90 galvanized steel flat slats of shapes standard with the manufacturer, except that slats for exterior doors shall be flat type. Curtain shall roll up on a barrel supported at head of opening on brackets and be balanced by a torsion spring system in the barrel. Slats shall be of the gauge required for the width indicated and the wind pressure specified above. Slats for exterior doors shall be insulated with not less than 11/16 inch thick polyurethane or polyisocyanurate foam insulation. Insulation shall have a maximum flame-spread and smoke-development indexes of 75 and 450, respectively, according to ASTM E84. Interior side of insulation shall be covered with interlocking G-90 galvanized steel slats not lighter than the standard thickness with the manufacturer. Slats for interior doors shall be non-insulated G-90 galvanized steel.
2.3.2 Endlocks and Windlocks
The ends of each slat or each alternate slat shall have malleable iron or galvanized steel endlocks of manufacturer's stock design. In addition to endlocks, exterior doors which are more than 16 feet wide or which have a design wind load of more than 20 pounds per square foot, shall have windlocks of manufacturer's standard design. Windlocks shall prevent curtain from leaving guide because of deflection from wind pressure or

2.3.3 Bottom Bar
The curtain shall have a stainless-steel bottom bar consisting of two angles of equal weight, one on each side, or an equivalent extruded aluminum section, fastened to bottom of curtain. Do not use aluminum on doors more than 16 feet wide. In addition, exterior doors shall have a compressible and replaceable rubber, neoprene, or vinyl weather seal attached to bottom bar. Attach a combination compressible seal and reversing safety device for stopping and reversing the travel of the door to the bottom bar of doors that are electric-power operated.
2.3.4 Guides
Steel structural shapes or formed steel shapes fastened to wall with steel shapes not less than 3/16 inch thick. Guides shall be of sufficient depth or shall incorporate a steel locking bar to retain the curtain in place under the wind pressure specified. Provide continuous vinyl or neoprene weather seals on guides at exterior doors. Securely attach guides to adjoining construction with not less than 3/8 inch diameter bolts, spaced near each end and not over 30 inches apart. Steel guides to be steel, powder coat finish, color black.
2.3.5 Barrel
Steel pipe or commercial welded steel tubing of proper diameter and thickness for the size of curtain. Deflection shall not exceed 0.03 inch per foot of span. Close ends of barrel with cast-iron plugs, machined to fit the pipe and either pinned or attached with screws or welded in the spring barrel, except that drive end plug may be steel welded in place.
Install within the barrel an oil-tempered, stress relieved, helical, counterbalancing steel spring, capable of producing sufficient torque to assure easy operation of the door curtain from any position. At least 80 percent of the door weight shall be counterbalanced at any position.
Spring-tension shall be adjustable without removing the hood. Spring shall be heavy duty high cycle.
2.3.6 Brackets
Fabricate of steel plate to support the barrel, curtain, and operator and to form a supporting ring and end closure for the hood. Provide prelubricated, self-aligning ball bearings, shielded or sealed.
2.3.7 Hoods
G-90 galvanized steel, not lighter than 0.0209 inch thick 24 gauge formed to fit contour of end brackets and reinforced with rolled beads at top and bottom edges. Hoods for openings more than 12 feet in width shall have intermediate supporting brackets. Provide a weather baffle at the lintel or inside the hood of each exterior door.
2.3.8 Locking Device
For each manually operated exterior rolling door provide manufacturer's standard chain- or bar-type locking device on the inside. The locking device shall be of type to receive a padlock with a 5/16 inch diameter shackle.

2.3.9 Weather Seal
Equip each exterior door with weather stripping gaskets fitted to entire perimeter of door for a weather tight installation. Use replaceable, adjustable, continuous, flexible, 1/8 inch thick seals of flexible vinyl, rubber, or neoprene as recommended by overhead door supplier.
2.4 ELECTRIC OPERATION
2.4.1 Operator Features
Provide operators complete with components and other accessories necessary for proper operation. The operator shall be so designed that the motor may be removed without disturbing the limit-switch timing and without affecting the emergency auxiliary operators. Make provision for immediate emergency manual operation of door in case of electrical failure. The emergency manual operating mechanism shall be so arranged that it may be put into and out of operation from the floor, and its use shall not affect the timing of the limit switches. Provide an electrical or mechanical device which will disconnect the motor from the operating mechanism when the emergency manual operating mechanism is engaged. Emergency manual operating mechanism shall be hand-chain operation.
2.4.2 Motors
Shall conform to NEMA MG 1, high-starting torque, reversible type of sufficient horsepower and torque output to move the door in either direction from any position, and produce a door travel speed of not less than two-thirds foot per second or more than one foot per second, without exceeding the rated capacity. Motors shall be suitable for operation on current of the characteristics indicated. Install motors in approved locations.
2.4.3 Controls
Remote control switches shall be at least 5 feet above the floor line, and all switches shall be located so that the operator will have complete visibility of the door at all times. The control equipment shall conform to NEMA ICS 1 and NEMA ICS 2 . Control enclosures shall be NEMA ICS 6 , Type 12 or Type 4, for interior locations and Type 4 for exterior locations, except that contactor enclosures may be Type 1. Locate control switches inside the building unless otherwise indicated. Each switch control station shall be of the three-button type, with the buttons marked "OPEN", "CLOSE", and "STOP". The "OPEN" and "STOP" buttons shall be of the type requiring only momentary pressure to operate. The "CLOSE" button shall be of the type either requiring constant pressure to maintain the closing motion of the door or momentary pressure when installed with a monitored entrapment detection device which, upon failure of the device or any component of the control system, cause the door to return to its full open position.
