PART 1 GENERAL

1.1 DEFINITIONS

Access Roster: A list of all personnel (contractor, subcontractor, government, vendors, etc.) who have been vetted by the Government and Site Security Manager, and are authorized to have access to the construction site.

Access Log: The daily log of all personnel who have accessed the construction site.

Cleared American Guard (CAG): SECRET security cleared personnel whose job is to control access of personnel and materials onto the construction site and into the Secure Area and Secure Storage Area.

Cleared Escort (CE): SECRET security cleared personnel whose job is to escort and monitor all uncleared workers in the Secure Area or Secure Storage Area.

Cleared Personnel: Cleared personnel are individuals listed on the Access Roster who have been validated by the SSM as having a SECRET or TOP SECRET security clearance and are authorized to have access to the construction site.

Local Guard (LG): Vetted, uncleared personnel whose job is to control access to the construction site during work hours. The LGs work under the supervisor of a CAG.

Secure Area: The area on the second floor of the facility that is comprised of Room 235 Vault/Intelligence Office only.

Secure Storage Area (SSA): A secure area within the fenced construction site for the temporary storage of building materials until required for installation within the Secure Area. The SSA shall be steel CONNEX or SeaLand containers. The SSA containers shall have GSA high security locks. Access to the SSA is limited to CAG and cleared personnel.

Site Security Manager (SSM): The Government official who has been designated as the person responsible for the overall management of construction security in accordance with ICS 705.1 and ICS/ICD 705 .

Uncleared Personnel: All personnel who do not possess, at minimum, a SECRET security clearance, but have been vetted to be on the construction site. All uncleared personnel working within the Secure Area must be escorted and observed by a Cleared Escort or CAG while working within the Secure Area or adjacent spaces.

U.S. Citizen: A person born or naturalized as a U.S. Citizen.

U.S. Person: A person who has been lawfully admitted for permanent residence into the U.S as defined in 8 USC 1101 (a)(20) or who is a protected individual as defined by 8 USC 1324b (a)(3).

Vetted/Vetting: The process of performing a background check on someone before offering them employment or allowing them access to the construciton site. For this contract, vetting also includes the process of verifying U.S. Citizenship or legal residency within the United States.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.4 CONSTRUCTION PERSONNEL

An Access Roster of all construction personnel requiring access to the construction site shall be provided to the Contracting Officer (COR) and SSM. This roster will include the full name and clearance level of each worker (i.e., Cleared, Uncleared, U.S. Citizen, U.S. Persons).

The Access Roster shall be maintained and updated by the Contractor until the new facility is accepted by the Government. As new personnel are added or removed, an updated copy of the Access Roster shall be resubmitted to the COR and SSM.

The SSM will provide the Contractor with a list of all Government personnel authorized to access the site and to be included on the Access Roster.

1.5 CONTACT PERSONNEL

Submit a list of contact personnel for the Contractor and subcontractors -- including full names, addressess, and telephone numbers -- for use in the event of an emergency. As changes occur and additional information becomes available, resubmit the list to the COR and SSM. The list shall be marked "Confidential-FOUO".

1.6 DAILY REPORTS, DELIVERY REPORTS, AND ACCESS LOGS

The Contractor's Daily Reports, Material Delivery Reports, and Access Logs shall be provided to the Contracting Officer and SSM at the end of each work day.

1.7 CITIZENSHIP REQUIREMENTS

Design and construction under this contract is restricted to U.S.

companies using U.S. Citizens or U.S. persons. The free online E-Verify website shall be used to verify the status of all design and construction personnel. E-Verify is available at WWW.USCIS.GOV.

1.8 IDENTIFICATION BADGES

All employees and guests must obtain either a RAPID identification badge or visitor's pass to obtain access to the site. For additional information, see Section 01 14 10 SUPPLEMENTARY REQUIREMENTS FOR JOINT BASE LEWIS-MCCHORD. Immediately report any instances of lost or stolen badges to the SSM and Contracting Officer. Visitors shall be granted access to the site only after being vetted by the SSM.

1.9 GUARD SERVICES

Provide guard services during work hours. Provide a minimum of two guard personnel, with at least one being a Cleared American Guard (CAG), for each work area during construction work hours. Provide as required, additional local guards and/or CAGs above the minimum to meet the work load demands and to maintain the project schedule.

1.9.1 Cleared American Guards

Cleared American Guards are required to provide oversight for access to

SECTION 01 14 00 Page 4 SECTION ADDED the construction site and to maintain access control of the perimeter of the Secure Area and Secure Storage Area during construction work hours.

1.9.2 Local Guards

Uncleared Local Guards, under the oversight of a CAG, may maintain access control to the construction site during work hours. During construction work hours, the local guards or CAGs shall immediately notify the SSM and Contracting Officer of any security related incidents. Local guards cannot be used to perform access control for the Secure Area or Secure Storage Area.

1.10 PHYSICAL SITE SECURITY

1.10.1 Perimeter Security Fence

Install a temporary chain-link construction security fence around the construction site as indicated on the Civil drawings with lockable separate vehicle and personnel gates for each area. The secured storage areas shall be located within the fenced construction site.

Fencing shall be laid out in straight lines to permit unhampered observation. The fabric height shall be 6 feet with a minimum one foot top guard for a total height of 7 feet. The top guard shall consist of one foot outward sloping outriggers with 3 strands of equally spaced barbed wire.

1.10.2 Fence Materials

Chain-link fences must be constructed with 9-gauge or heavier galvanized steel wire mesh with mesh openings not larger than 2 inches per side, and have twisted and barbed selvages at the top and the bottom. The wire must be taut and securely fastened to rigid metal or reinforced-concrete posts set in concrete. It must reach within 2 inches of hard ground or pavement. On soft ground, it must reach below the surface deep enough to compensate for shifting soil or sand.

1.10.3 Gates and Entrances

The number and location of gates and perimeter entrances are indicated on the Civil drawings. Gates will be secured with GSA high security locks.

Semi-active entrances, such as less frequently used vehicular gates, must be locked from the inside when not in use. Care must be afforded against the ability to crawl under gates. Top guards, which may be vertical, are required for all gates.

1.10.4 Utility openings

Any trenches or culverts through the perimeter, and any other below-grade chases 10 inches or more in diameter, including any existing passages, must have security measures equivalent to that of the perimeter. Access to any below grade chases must be secured to prevent unauthorized opening.

1.10.5 Fence and Gate Maintenance

Any weaknesses or breaches in the fence as a result of weathering or damage must be reported to the SSM as soon as discovered, and must be repaired immediately. Any temporary repair measures must be replaced by permanent repairs within 24 hours. Any damage that may have been caused

1.11 ACCESS CONTROL

1.11.1 Construction Site Access

a. Rough grading and erosion control measures may commence prior to implementation of access control measures. Other than rough grading, perimeter security fences must be erected and access control measures enacted prior to any work within the building footprint. Work outside the perimeter security fence is not restricted.

b. Access control shall be maintained by Local Guards and/or Cleared American Guards, who shall verify all personnel, materials, and equipment entering the site, and which shall be recorded in the daily Delivery Reports and Access Logs. Individuals not on the Access Roster shall be denied entry until approved by the SSM. Materials and equipment without prior approval by the SSM shall not be allowed to enter the site.

c. It is recommended that the contractor's construction trailer be located outside of the controlled site for visitor access and vetting prior to entering the site.

1.11.2 Secure Area Access

a. The SSM shall mandate when access control of the Secure Area is implemented. Access control also includes any work in adjacent spaces within 2-feet of the Secure Area perimeter walls. Access shall only be limited to cleared personnel; no exceptions. All uncleared personnel shall be accompanied by Cleared Escorts. Additional Cleared Escorts will be required when workers cannot be visually monitored by a single escort.

b. Temporary barriers. As soon as the SSM mandates access control for the Secure Area, secure the perimeter walls with temporary plywood or OSB partitions and doors, or permanent metal stud and gypsum wallboard partitions with permanent doors.

All temporary plywood or OSB partitions shall be fastened to framing from within the SA. All doors shall be installed so the hinges are on the inside to preclude removal of the screws or the use of chisels or cutting devices. Pins in exterior hinges shall be welded, flanged, or otherwise secured to make them non-removable. Doors shall be 12-gauge hollow metal or 1-3/4 inch solid wood. Doors shall be secured with a GSA high-security lock.

c. Failure to maintain strict access control by CAGs and cleared escorts may result in demolition by the Contractor and subsequent reconstruction of a part of the work. If so, the SSM will make the determination as to the extent of demolition and reconstruction required, and this work will be performed at no cost to the Government.

1.12 ENTRY APPROVAL

Comply with the Government Construction Security Plan per ICS/ICD 705 to include, but not limited to, required physical barriers and signs at all entry points listing prohibited items. Expect random searches of personnel at entry and exit points. Failure to obtain entry approval for

SECTION 01 14 00 Page 6 SECTION ADDED personnel, materials, or equipment will not effect the contract price or time of project completion.

1.13 SECURITY DURING NON-WORK HOURS

Site security for the construction site areas during non-work hours will be provided by the Government.

Non-work hours are defined as those times when no construction activity is taking place on the site or any individual area of the site. Work hours include any time when construction activities are occuring, including any overtime or times outside those defined in the Paragraph "Work Hours" in Section 01 14 10 SUPPLEMENTARY REQUIREMENTS FOR JOINT BASE LEWIS-MCCHORD.

The CAG for the site or any area of the site must ensure that all personnel have exited, the Secure Area is locked and secure, the SSA(s) are locked and secure, the perimeter is locked and secure, and the Government security personnel for non-work hours are present before relinquishing their responsibility for site security and departing for the day. Any additional required tasks and procedures for securing the site at the end of work days will be defined in the Site Security Plan and coordinated at the preconstruction meeting.

1.14 CONSTRUCTION MATERIALS

1.14.1 Prior Approval

All materials entering the construction area will have prior approval from the SSM and documentation of construction materials will be maintained on file at the construction site.

1.14.2 Secure Storage Area (SSA)

All materials for this project shall be procured by the contractor and stored within the controlled construction site. Materials for the Secure Area that will not be immediately placed within the Secure Area, shall be stored within the SSA.

The SSA will remain locked when not being accessed. Only a CAG may provide access to the SSA and must remain with personnel accessing the storage while it is unlocked. No personnel will be allowed to access the SSA without prior vetting by the SSM.

1.14.3 Selection for Use in the Secure Area

Bulk finish materials (drywall, floor tile, ceiling tile, etc.) will be randomly selected by the SSM for use in the Secure Area. The randomly selected materials shall immediately be stored within the SSA or the Secure Area itself.

1.15 ADDITIONAL RESTRICTIONS

1.15.1 Cell Phones and Cameras

Personal cell phones and cameras are prohibited from the construction site. If found, personal cell phones and cameras may be confiscated by the SSM. A limited number of contractor's cell phones for safety purposes may be used, but shall be approved by the SSM. Cameras required for progress photos shall be approved by the SSM and JBLM. No progress photos

1.15.2 Work Requiring Security Clearance

Construction personnel performing electrical, mechanical, and finish work (work that includes closing up wall structures, installing, floating, taping and sealing drywall; installing trim, molding, and floorboards;

painting; etc.) in the Secure Area shall only be performed by SECRET Cleared U.S. Citizens/Persons or escorted by Cleared personnel.

All communications infrastructure designated to process information at higher classification levels (JWICS, TS/SCI, Yellow, etc.) shall be installed by workers with a SECRET clearance.

1.16 SECURITY PROCEDURES COMPLIANCE

The SSM shall have complete access to the work site to ensure proper security procedures are maintained. The SSM will report all security inconsistencies or unauthorized work/materials found and any action taken to resolve the issue to the U.S. Army Corps of Engineers. The U.S. Army Corps of Engineers is authorized to hold the contract in abeyance pending resolution of any inconsistent security procedures based on the SMM's recommendation.

1.17 TEMPORARY FACILITY SPACE

Provide space sufficient for one person with a contractor supplied table within their temporary facility for either SSM provided by the government. The space shall be an open area and not a separate office, but will require around-the-clock accessibility to facilitate partnering with the Contractor concerning access control and material segregation oversight.

1.18 CONSTRUCTION PLANS AND DOCUMENTS

Store all construction plans and related documents in a GSA approved container when not in use. All drawings and specifications are to be treated as "For Official Use Only". If classification guides dictate, plans and related documents may require classification. Under no circumstance should plans, specifications, emails, or other documents that are identified for the construction of a Secure Area be transmitted or posted on unprotected information technology systems or Internet venues without file protection (i.e., password authentication, encrypted e-mails, etc.).

The term "SCIF" or ICS/ICD 705 shall not be used in any of the construction documents.

1.19 WEB CAMERAS & PHOTOGRAPHS

The use of construction site progress web cameras is not authorized for this project. In addition, it is a crime under 18 USC 795 to photograph or video defense installations without first obtaining the permission of the Commanding Officer of the installation. It is a crime under 18 USC 797 to reproduce, publish, sell, or give away any photograph, picture, or graphic reproduction of a defense installation without first obtaining permission of the Commanding Officer of the installation. Failure to follow the stated requirements is grounds for removal from the installation and confiscation of unapproved or prohibited items.
