Final Date: April 26, 2019

1. GENERAL DISCUSSION

1.1. Project Identification

1.1.1. Project Title: REPAIR CANTONMENT FENCE

1.1.2. IJO Number: DQA000283J

1.1.3. Project Package Number: PB1835

1.2. Description of Work

1.2.1. The contractor shall supply all supervision, labor, equipment, and materials to perform all work in strict accordance with the contract, contract specifications, this statement of work, and identified drawings to repair & clear the cantonment fence on JBLM Lewis-North.

1.3. Area Description

1.3.1. Location

1.3.1.1. The Cantonment Fence on Joint Base Lewis-McChord, Lewis-North is located North / North West of I-5 adjacent to Lewis-Main. This fence line surrounds the Lewis-North Cantonment Area and accounts for over 10 miles of fence line. See drawing A1 - Cantonment Fence for the delineation of which areas are involved with each CLIN.

1.3.2. Known Existing Site Conditions:

1.3.2.1. The JBLM Cantonment Fence on Lewis-North is located on improved and unimproved grounds.

The terrain varies from flat and smooth to hilly and rutted. There are obstacles like fallen trees, ditches, discarded concrete, rail road tracks, etc. that may pose tripping or falling hazards.

Vegetation varies from maintained grass to extremely thick heavy vegetation. Additionally, there are water hazards such as American Lake, creeks, and wet lands within close proximity to the fence line. The fence is adjacent to Military Family Housing, Motor Pools, busy roads and the I-5 interstate, etc.

1.4. General Items to be Accomplished under CLINs 0001-0003:

1.4.1. Contractor shall repair all damage to the cantonment fence on JBLM Lewis-North. Damaged fence parts will include, but are not limited to, posts, brace rails, top rails, bottom rails, truss rods, chain-link fabric, extension arms, barbed wire, tension wire, hog rings, and tie wires or clips. All repairs to the Cantonment Fence shall be made utilizing the security fence construction standard that was utilized during construction for said security fence ensuring that security standards are maintained.

(See drawings A2, A3, A4, and A5 for Security Fence and Gate Details).

1.4.1.1. All gaps over 2 inches (2”) between the bottom of the fence fabric and the surface of the ground shall be filled with base coarse material and compacted until the base coarse material is uniform and flush with the bottom of the fencing fabric. For example, there are numerous locations where animals have dug passages under the fence fabric. If organic material has built up at the bottom of the fence and there is no gap in the fence, the contractor shall not take any action to remove excess material.

1.4.2. Contractor shall clear/cut all vegetation that falls within 10 feet (on both sides) of the Cantonment

Fence on JBLM Lewis-North unless otherwise noted.

1.4.2.1. All vegetation (excluding trees) within the ten foot (10’) clear zone shall be cleared/cut to a height no higher in length than four inches (4”) on improved grounds and no higher than eight inches (8”) on rough unimproved ground. All vegetation that penetrates the chain-link fabric shall be removed from the chain link fence; manually if necessary, and the bottom edges of the chain link fence shall be trimmed to meet the applicable specification noted above.

1.4.2.2. Contractor shall ensure that most debris from cutting/clearing the 10’ clear zone (grass, scots broom, briar & berry bushes, etc.) are picked up and removed according to the following specifications:

a. Unimproved Grounds: Debris created from removal of weeds, scotch broom, etc. shall be removed. However, small quantities may remain if they: 1) are ground using a mechanical grinder so their dimensions are no greater than 5” to 8” in length, 2) spread out on the surface of the ground to a depth no higher than 2” to 3” from the surface of the ground, 3) spread out evenly in a uniform manner so that no piles are evident.

b. Improved Grounds: All excess debris shall be removed, no piles or spreading of debris is allowed. For example, mowed grass does not have to be removed but briars, berry bushes, scotch broom, etc. shall be removed.

1.4.2.3. There are locations along the cantonment fence where the Contractor will encounter wet lands, creeks or American Lake. See drawing “A6 - Caution Areas” for locations.

a. Contractor shall not permit wheeled/motorized equipment within close proximity to wet lands if the land/earth will not sustain the weight of the vehicle or piece of equipment. If land will not sustain the vehicle/equipment weight without excessive rutting, hand work must be performed in these areas. Contractor will discuss working methods and restrictions with the Government Project Manager or Quality Assurance Representative (QAR) before actual work begins in each of these areas.

1.4.2.4. Some organic debris can be hauled to Earthworks, but Earthworks will not accept Scotch Broom.

All Scotch Broom shall be hauled off JBLM for disposal. DO NOT grind/chip Scotch Broom to include with your other organic debris for disposal at Earthworks. See drawing “A7 - Earthworks

Acceptance Criteria” for info on what can be disposed of at Earthworks. Contractor has the option of disposing any or all debris at any State Approved Facility.

1.4.2.5. All piles of organic vegetation that are approved for disposal at Earthworks shall be chipped / shredded into 5”-8” pieces and moved to JBLM Earthworks for composting. See drawing “A8 – Earth Works Location Map.”

1.4.2.6. Earthworks will not accept loads with excess dirt, trash, sod, stumps or slash.

1.4.2.7. Earthworks will not accept any wood chips that have been exposed to herbicide directly or potential herbicide overspray.

1.4.2.8. Any vegetation not meeting Earthworks criteria shall be hauled off base for recycling.

1.4.2.9. Earthworks will not accept any concrete or asphalt waste.

1.4.3. Contractor shall remove all trees that are located within the 10-foot clear zone on both sides of the fence-line.

1.4.3.1. All tree stumps shall be grinded flush with the natural contour of the surrounding grounds. The surrounding grounds are not the bulging grounds around the tree caused by the growth of the tree.

If there are any questions about this standard, please ask Government Project Manager or Quality Assurance Representative (QAR) for clarification.

1.4.3.2. All Merchantable Trees that are cut on Lewis-North shall be hauled to the Vancouver Log Deck

(see drawing “A11 – Vancouver Log Deck” for map). Contractor shall verify this location with the DPW Project Manager or QAR before any tree cutting operations commence.

1.4.3.3. All Firewood from trees on JBLM shall be hauled to the Vancouver Log Deck on JBLM Lewis-

North and placed /piled neatly in the Firewood area.

1.4.3.4. All Tree Limbs that are within the 10 foot clear zone on either side of the fence-line and within this zone, all tree limbs within 30 feet of the ground level shall be Removed/Trimmed. All tree limbs shall be trimmed to the face of the tree. See drawing “A10 - Tree Trimming Diagram.”

1.4.4. Contractor shall repair any damage caused during repairs to the Cantonment Fence Line. For example, rutted grounds, etc.

1.4.5. If the Cantonment Fence has to be disassembled so contractor employees can move in and out of the opening in the Cantonment Fence, the contractor shall ensure the following requirements are met:

1.4.5.1. If the opening will be utilized the following morning, the contractor shall ensure the chain-link fabric is reattached to the appropriate dimension line posts so the fencing is secure and will not blow over during inclement weather or high winds. For example, if any line posts have to be removed in order to make the opening a specific width, temporary line posts shall can be re-inserted into the ground overnight in order to secure the opening. The line posts do not have to be secured in ground with concrete if the opening will be accessed the next day. Chain Link Fabric shall be same dimension as adjacent (FE-6 or FE-7). Only enough additional parts such as tension wire, etc. shall be reinstalled to make the Cantonment Fence stable.

1.4.5.2. If the opening will not be accessed for FOUR (4) or more days, the opening shall be repaired to the applicable specification as noted in drawings A2 (FE6 Security Fence Details) or A4 (FE7 Security Fence Details).

1.4.5.3. If the fence is breached because the contractor is inside working, a contractor employee must keep watch and report to law enforcement any entrance by personnel through the area that is open.
