National Intrepid Center of Excellence (NICoE) Satellite Site

SECTION 01 10 00 Page 1 R0006

1.0 PROJECT OBJECTIVES

The objective of this Design-Build project is the design and construction of the site work, supporting infrastructure, and site features for the National Intrepid Center of Excellence (NICoE) Satellite Facility at Joint Base Lewis-McChord. The NICoE Satellite Facilities provide services to Service Members with a history of complex and co-existing medical conditions such as post-concussive symptoms, traumatic brain injury and behavioral health symptoms including Post-Traumatic Stress Disorder, pain, and/or other related co-morbidities. NICoE Intrepid Spirits provide evidence-based interdisciplinary assessment and intensive outpatient care for service members. This facility will serve as a center of excellence and provide comprehensive services in one main location. The building will be designed and constructed by others under a separate contract; it is not part of this project.

This project will bring the required utility support to within the five-foot line of the building. Supporting facilities include site development, utilities and connections, exterior lighting, parking, pathways and sidewalks, pavement, curbs and gutters, storm water management, information systems, landscaping, and signage. A concept site layout is provided for design and development purposes. The project site shall be developed for efficiency and to convey a sense of unity or connectivity with the adjacent buildings and with the installation as a whole.

Requirements stated in this contract are minimums. Innovative, creative, and life-cycle, cost-effective solutions which meet or exceed these requirements are encouraged.

2.0 SCOPE

2.1 TERMINOLOGY

Construction of the NICoE Satellite Facility is divided into two separate design-build contracts. Unless noted otherwise, the term “Contractor” refers to the Contractor. The term “Building Contractor” is used to distinguish those portions of the work that are described here for coordination purposes, but are not included in this work. The Building Contractor, Smith Group JJR, will be the Designer of Record (DOR) and Construction Manager for the building portion of the work. These documents describe the scope of work for the design and construction of the site portion of the work for the Contractor to be determined. Also see Appendix F - DEMARCATION MATRIX for additional information regarding the coordination of work between contractors.

2.1 GENERAL

The Contractor shall provide the design and construction of the functional and technical requirements necessary for the site to include, but not limited to, fill material, storm water infiltration, grading, soil compaction, pavement, erosion control measures, parking areas, electrical equipment, underground conduit, piping, and utility service lines and connections (electrical, communications, cable, water, SECTION 01 10 00 Page 2 R0006 sewer, storm, gas, mechanical) for the new National Intrepid Center of Excellence (NICoE) facility. The site planning and site civil, utilities, paving, storm water prevention plan (within the limits of construction), and landscaping design shall conform to the RFP project requirements including the publications referenced and the UFGS Guide Specifications referenced herein. The Contractor shall prepare site layout, grading and drainage, utility plans, and specifications, as well as construct the site and site utility features for the NICoE Facility.

The NICoE facility location is within the construction limits for this project. The Contractor shall coordinate the site design and development through the Contracting Officer’s Representative (COR).

The limits of construction are shown on the drawings provided in Appendix B.

Site development shall comply with applicable local, state, and national codes as well as Uniform Facilities Criteria (UFC) and Joint Base Lewis-McChord (JBLM) requirements. A geotechnical report is provided in Appendix A. Any additional geotechnical investigation shall be the responsibility of the Contractor.

Coordination with the building design shall be required to achieve Leadership in Energy and Environmental Design (LEED) certification. Coordinate with contractors of overlapping and adjoining construction to avoid conflicts and to construct a complete, integrated, and useable project.

2.3 SITE

The project site is located adjacent to the Madigan Army Medical Center on JBLM and bounded by Dearborn Avenue on the northwest, 5th Street on the southwest, and Gardner Loop Road on the southeast. The current temporary facility on the site, Building #09031, will be demolished under the installation funded Facility Reduction Program (FRP). The existing facility demolition will include removing the utility service connections from the building and capping at the nearest connection. All other utility demolition will be included in this Contract, as shown on the plans.

The primary environmental concern with the site is that it lies within the area of the Tacoma Smelter Plume. For almost 100 years, the Asarco Company operated a copper smelter in nearby Tacoma, WA.

Air pollution from the smelter settled on the surface soil over more than 1,000 square miles of the Puget Sound basin. Arsenic, lead, and other heavy metals are still in the soil as a result of this pollution. For additional requirements related to soil, refer to Appendix E.

Approximate areas available:

NICoE Facility: 0.575 acres

NICoE Site: 5.2 acres

2.4 DEMARCATION MATRIX
