About this file
This is Amendment 0003 to a federal solicitation for dredging services at Hague Basin, U.S. Merchant Marine Academy, issued by the U.S. Army Corps of Engineers (USACE), W2SD Endist New York, New York on April 7, 2026. The amendment revises the bid schedule, modifies specification Section 01 11 00 regarding dredging depth requirements, and provides responses to bidder inquiries.
The primary work requirement is CLIN 0002: Basic Work 1 - Dredging and Placement of Dredged Material. Contractors must remove 6,110 cubic yards (CY) of material above the plane of 17.5 feet below Mean Lower Low Water (MLLW) with zero allowable overdepth, placing dredged material at contractor-furnished, state-permitted, government-approved upland sites. The specification clarifies that all material above 17.5 feet MLLW must be removed and no material below 18.0 feet MLLW shall be removed. The contractor must achieve a minimum production rate of 1,500 CY per day for dredging, transportation, processing, and placement. Material dredged beyond 17.5 feet is non-payable, and dredging cannot exceed 18.0 feet depth. The amendment does not extend the bid opening date, which remains Monday, April 13, 2026. Offerors must acknowledge receipt of this amendment prior to the bid opening through completion of amendment items, acknowledgment on bid copies, or separate communication. The document includes thirteen bidder questions and government responses addressing turbidity curtain requirements, production rates, depth tolerances, site coordination with USMMA, vessel traffic, permit compliance, and schedule clarifications including boundary coordinates for separation between Basic Work 1 and 2. No further Requests for Information are accepted after April 7, 2026.

BIDDERS'S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "For Information Only" and do not revise the solicitation, plans or specifications.)
1) Ref. "Hague Basin Permit", special condition #5 - Please provide specifications on the required turbidity curtain style, i.e., type I, II, III, pervious or impervious.
Response: The type of turbidity curtain used shall be the discretion of the Contractor. The Contractor must abide by the NYSDEC WQC permit conditions.
2) Ref. "Specs 01 11 00, para 1.2b" - Will the Government consider allowing 1.5 days per 2500CY awarded in the options?
Response: In Amendment 0002, the minimum average production rate was updated to 1,500 CY per day for dredging, transportation, processing and placement at a contractor furnished, state permitted, Government approved upland placement site(s).
3) Ref. Amendment 1, - CLIN2 does not allow for overdredge to accommodate mechanical dredging grade tolerances. Will the Contractor be penalized for dredging beyond 17.5? Please note it is impossible to clear to 17.5 without breaching the plane of the 17.5.
Response: The Contractor is required to dredge as uniformly as practical to 17.5' by utilizing best management practices. Any material dredged past 17.5' is non-payable. The Contractor cannot dredge past 18.0'.
4) I would like to schedule a site visit to become familiar with the site conditions at Hague Basin.
Could you please provide me with a site contact I can contact to schedule a visit? Additionally, a minimum of two additional days are requested to evaluate this project.
Response: No formal site visits shall be offered prior to bid opening. The bid opening will remain on 13 April 2026.
5) There is an existing wave attenuator system with helical anchors not shown on the plans that is within the footprint of Option 1 dredging. Will this be removed by others prior to NTP?
Response: Contractors will need to coordinate with USMMA for dredging operations nearby and the potential removal of the wave attenuator system.
6) Please confirm in order to achieve 17.5 minimum requirement in the provided water quality certificate the dredger must over dig beyond -17.5 in order to achieve this, and that the dredger will not be compensated to over dig the material necessary to achieve -17.5. Additionally, please confirm the contractor will not be penalized while digging below -17.5 in order to achieve this minimum depth.
Response: The Contractor is required to dredge as uniformly as practical to 17.5' by utilizing best management practices. Any material dredged past 17.5' is non-payable. The Contractor cannot dredge past 18.0'.
7) What activities, if any, will be occurring in the dredge prism during dredging operations?
Response: Vessels will routinely leave/depart the basin. Coordination with USMMA by Contractors shall be performed as needed.
8) Will the area be clear of all vessels?
Response: There will be vessels leaving/departing from the basin during dredging in a limited capacity. Coordination with USMMA by Contractors shall be performed to schedule vessel movements.
9) Will the contractor be required to move on demand? For example, will the turbidity curtains need to opened and closed on demand throughout the duration of the dredging, and will these opening and closings be part of the one hour maximum per 24 hours?
Response: The contractor will be required to move on demand as needed and the turbidity curtain would need to be opened to allow vessel traffic. The Contractor must abide by the NYSDEC WQC permit conditions for turbidity curtain use.
10) Please confirm if a 24-hour turbidity curtain maintenance is required even when the dredge is not in operation during night shift.
Response: The turbidity curtain shall remain in place during dredging operations and for a time period of 2 hours after dredging has stopped. Maintenance of the curtain should be performed by the contractor as needed to ensure it remains functional and abides by the NYSDEC WQC permit conditions.
11) Please confirm if there will be any bid delay as the current bid date of 4/13/26 falls on a Monday, bid openings traditionally are on Tuesdays and Thursday of any given week.
Response: Bid opening will be on Monday, 13 April 2026.
12) The current bid date of 4/13/26 places the 20 day submission due on Saturday 5/2/26, if the apparent low bidder notification occurs on the bid date 4/13/26, will the 20 day notification date be extended up until Monday, 5/4?
Response: The 20 day notification date is set for 20 calendar days from the date the Apparent Low Bidder is notified of being the Apparent Low Bidder. Notification of the 20 day submission would be accepted on Monday 04 May 2026. Please see Specifications Section 01 30 00.
13) Please provide Coordinates for boundary separating Basic Work 1 & 2.
