About this file
This is a Pre-Solicitation notice for maintenance dredging services at the Hague Basin, U.S. Merchant Marine Academy (USMMA) in New York. The New York District of the U.S. Army Corps of Engineers is seeking a contractor to remove approximately 51,640 cubic yards of material from the basin. The project is divided into two areas: Area 1 requires dredging to 15 feet below Mean Lower Low Water (MLLW) with 2 feet overdepth, removing approximately 9,375 cubic yards; Area 2 requires dredging to 12 feet below MLLW with 2 feet overdepth, removing approximately 42,265 cubic yards, covering a total of 4.35 acres. The dredged material, expected to consist primarily of silt and clay, must be processed and transported to a contractor-furnished, State-permitted upland placement site. Due to restrictions from the New York State Department of Environmental Conservation (NYSDEC) Water Quality Certificate, work must be performed using a mechanical dredge with a closed clamshell environmental bucket, along with multiple barges and tugboats for dredging, dewatering, and unloading operations.
The contractor is responsible for obtaining all necessary federal, state, and local permits for transportation, transfer, dewatering, processing, and final placement of dredged material at the selected placement site. The apparent low bidder must submit copies of all required permits and approvals within 20 calendar days of notification as the apparent low bidder. The solicitation is issued by the Department of the Army Corps of Engineers Engineering District New York and is structured as a competitive sealed bid opportunity.
