About this file
This is Standard Form 30, Amendment 0006 to solicitation W912DS26BA006 for the Gas Alley Access Control Point (ACP) project at Fort Drum, New York, issued by the U.S. Army Corps of Engineers (USACE), New York District. The amendment is effective March 23, 2026, and was issued by contracting officer Orlando Nieves. The bid opening date remains March 31, 2026, at 2:00 P.M. EST and is not extended.
The amendment revises five drawings (ED-102, ED-103, E-202, E-203, and E-303) and adds Drawing Addendum 1 and a PFAS Addendum. No specification sections are added, deleted, or revised. The amendment responds to bidder questions regarding two key issues: (1) passive cable barrier modifications for corners less than 40 feet, clarifying that any non-preapproved barriers must undergo crash rating testing by the USACE Protective Design Center, with acceptable gaps not exceeding 4 feet and overlaps permitted; and (2) sanitary force main (FM-1) sizing, confirming that FM-1 should be revised from 4-inch HDPE to 6-inch HDPE with 6-inch fittings. Wage rates have also been updated. Bidders must acknowledge receipt of this amendment prior to the bid opening date and time using one of three specified methods or face rejection under FAR 14.304.

PROPOSER’S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
Question 1 The passive cable barrier is specified as “configuration identical to the as-tested”. There are several corners on the cable barrier system that are less than 40’. The shortest m50 p1 cable barrier on the DOD list is 40’. Is it acceptable for a company make site specific modifications for corners?
Answer 1 If a contractor modifies a preapproved barrier length, that barrier is no longer preapproved. Any barriers that are not preapproved will need to undergo testing to prove that it meets the required crash ratings. Acceptance of test results can only be approved by the USACE Protective Design Center. The passive barrier linework on the plans is theoretical and the final layout can (and is expected to be) modified. The contractor must submit the final layout shop drawings for approval. Overlaps of barriers is acceptable. Gaps in the barrier can be no more than 4’ to achieve compliance.
Question 2 Reference Drawings C-102 and C-106, the new sanitary force main relocation (FM1) is notated to be 4” HDPE with 4” fittings and the profile of FM-1 on C-106 notates tie-ins to ‘existing 4” HDPE Sanitary Force Main’ at the ends. Further past the tie-in locations on the C- 102 plan, the existing sanitary force main is labeled as 6” HDPE. Please confirm for bidding purposes that 4” HDPE is the correct sizing for FM1?
Answer 2 FM-1 should be revised to 6” HDPE and 6” fittings.
--END--
