The amendment extends the bid opening date from March 19, 2026 to March 31, 2026 at 2:00 PM EST and responds to bidder questions regarding project scope and specifications.

The project is a 100% Small Business Set-Aside with a NAICS code 237310 and size standard of $45,000,000. The contract magnitude ranges from $5,000,000 to $10,000,000. Key changes include: (1) revision of FAR Clause 52.236-1 reducing the contractor's self-performance requirement from 40% to 12%; (2) revision of FAR Clause 52.211-10 establishing a performance period of 550 calendar days from Notice to Proceed with completion by November 6, 2026 for Phase 1 (reopening the gate); (3) addition of a new specification section 101051 for the Gas Alley ACP Construction Geotech Data Report; and (4) inclusion of a geotechnical report in the bidding documents. The amendment also provides 83 questions and answers addressing conflicts in contract documents regarding period of performance timelines, active and passive vehicle barrier system specifications, underground conduit concrete encasement requirements, project phasing and traffic control, personnel qualification requirements, and various technical clarifications on drawings and specifications. Offerors must acknowledge receipt of this amendment prior to bid submission.

PROPOSER'S QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

Question 1

1. Reference Pg 36 of 116 of the solicitation, FAR clause 52.236-1 Performance of Work by the Contractor (Apr 1984) "The Contractor shall perform on the site, and with its own organization, work equivalent to at least 40% percent of the total amount of work to be performed under the contract". This specific project consists of only several specialized primary scopes, being hot-mix asphalt paving, site lighting / electrical work, passive & active vehicle barriers, pavement markings, and supporting earthwork, and therefore there is limited self-performance scope potential. We request that the FAR 52.236-1 self-performance requirements be adjusted to 12%, as permitted in FAR 36.501(a), considering the amount of specialized primary scopes.

Answer 1

12% is acceptable.

Question 2

"2. There are numerous conflicts regarding the period of performance for this project. The first page of the issued solicitation states under Box 11 that work shall be complete within 365 calendar days after receiving NTP, and in Box 13 that the Gov has up to 120 calendar days to accept proposals.

Considering the current March 3 2026 bid date, this would imply an award on 7/2/2026 and a period of performance from ~7/22/2026 to 7/1/2027 (assuming 2-week wait for NTP). Solicitation Pg 112 of 116 'Overall Contract Delivery Period' provides Delivery Dates for all Base Bid & Option CLIN items, which all state a Delivery Date On Or Before 24 Feb 2027. Specification 01 11 00, Section 1.1.a states "The

Contractor is required to.. ..(iii) complete the entire work ready for use, not later than 550 calendar days after the date the Contractor receives the notice to proceed". Specification 01 14 00, Section 1.3 states "The gas alley gate must be substantially complete and turned over to the Government to re-open for vehicular access by 6 November 2026. The work for the Active Vehicle Barrier (AVB) system, paving and all associated components must be tested and fully operations, including all safety items, lighting, signage and passive vehicle barriers". Drawing CS-002 Note 2 states "They Gas Alley Gate must be substantially complete and turned over to the Government to re-open for vehicular access by 6 November 2026".

Are we to follow the first page of the solicitation in regards to the Gov's proposal acceptance period of 120 calendar days and period of performance of 365 calendar days following NTP? Are any specific milestone dates being requested on top of the stipulated period of performance (asphalt paving & pavement markings being complete by end of calendar year 2026 for example)? Please further clarify / confirm the intended period of performance and all milestone dates required for this project."

Answer 2

Period of performance is 550 days per 011100 1.1a. On 6 Nov the ACP needs to be reopened for in/out bound traffic from Rt 26 and snow clearing opps. Contractor may implement temporary controls to complete work after 6 Nov. Temporary controls and a traffic plan must be coordinated with Ft. Drum and USACE after contract award. Contractor is responsible for all snow clearing in areas shut down due to temp traffic controls. Access to 4800 should be maintained during all phases of construction.

Question 3

3. Reference Specification 01 11 00, Section 1.4 regarding the intended Base Bid and Option CLIN items. The Base Bid CLIN 0001 item states "All work associated with active vehicle barrier infrastructure, foundations and passive vehicle barriers and all related controls, sensor systems.. ..(Please note that the cost to provide the four (4) Active Vehicle Barriers shall be provided in CLIN 0007, Bid Option #6)".

The Bid Option #6 CLIN 0007 description states "All work required to provide four (4) Active Vehicle Barrier units as indicated on drawings and specifications". Please confirm if the Gov intends on Bid Option #6 CLIN 0007 being only the procurement and delivery of the (4) EA Active Vehicle Barrier units, without any installation costs? Please confirm the Gov intends on Base Bid CLIN 0001 including all supporting infrastructure (concrete foundation, electric, controls), and please confirm the Gov intends on the Base Bid CLIN 0001 including the setting / installation / testing / startup of the Active Vehicle Barriers?

Answer 3

Cost for CLIN 07 shall be the wedge ABV and installation. Base bid captures the supporting infrastructure. Federal purchasing mechanisms require this breakdown and the contractor must deliver a complete and usable project.

Question 4

4. If Bid Option #6 CLIN 0007 is intended to be only the procurement and delivery of the (4) EA Active Vehicle Barrier units, and this Bid Option #6 is not awarded, there is no appropriate way to turnover a concrete foundation with no barriers inside of it. The barriers need to be set, conduits / drain lines tied in, and then the entire assembly needs to be embedded within concrete. If we pour and finish a concrete foundation with box-outs for the AVB's (so that a separate hole is formed in the foundation for each AVB), there will be no way to 'drop-in' the AVB afterwards and appropriately tie-in all conduits / drain piping. If we are expected to turnover a foundation with large voids in it (due to no AVB's), how will traffic flow function? Furthermore, if Bid Option #6 is not awarded and we install an entire AVB system without the actual barriers, how are we expected to test the system prior to turning the project over to the Government? If we install a partial system from a specific manufacturer as part of this project, turnover this partial system upon completion of this project, then the Government will be seemingly locked in to that same manufacturer regardless to provide the barriers later. The barriers themselves are not even the majority of the cost relative to the entire furnish only package of the whole AVB system. We suggest that the Government removes Bid Option #6 and incorporates the entire AVB system procurement and installation as part of the Base Bid CLIN 0001 for this project.

Answer 4

Cost for CLIN 07 shall be the wedge ABV and installation. Base bid captures the supporting infrastructure. Federal purchasing mechanisms require this breakdown and the contractor must deliver a complete and usable project.

Question 5

5. From the Solicitation document, the Gov has 120 calendar days to review and accept an offer and an additional 90 calendar days to review and accept any bid option. With a current proposal due date of March 3, 2026, the Government would have until July 1, 2026 to make an award and September 29, 2026 to award any option. If Bid Option #6 CLIN 0007 is not awarded until September 29, 2026, then the lead time for the AVB's would not allow for installation until winter months. The AVB's would need to be set first, then embedded in with concrete. This work can be completed in the winter (less efficiently), but the bigger concern is the HMA paving that would intersect the new AVB foundation on both sides. HMA plants will not be producing asphalt in the winter months. Due to potential conflicts with the HMA paving, would the Gov expect that temporary concrete paving be placed surrounding the foundation for turnover of Phase 1, and then removal and replacement of this temp concrete with HMA come spring? Please further clarify / confirm.

Answer 5

Intent is to award as soon as possible after bid opening. PoP will remain 550 days. The gate will need to be reopened to traffic from Rt. 26 on 6 Nov.

Question 6

6. Specification 01 30 00, Section 1.6.1 Project Manager Qualifications states "The Contractor's Project Manager will attend all job meetings and must be on site a minimum of three (3) days per week during all electrical work and runway pavement work". Please confirm if the electrical work and runway pavement work statement is correct for this project? Please revise and reissue this Section if required.

Answer 6

In specification 01 30 00, section 1.61, Replace the following text "The Contractor's Project Manager will attend all job meetings and must be on site a minimum of three (3) days per week during all electrical work and runway pavement work." with "The Contractor's Project Manager will attend all job meetings and must be on site a minimum of three (3) days per week during all job meetings and critical phases of construction as needed."

Question 7

7. The specifications do not directly address if the Site Superintendent, Site Safety and Health Officer (SSHO), and QC Manager have any shared roles. Please confirm for bidding purposes that the Site Superintendent, SSHO, and QC Manager are all required to be unique individuals and that no role or responsibilities can be shared (3 separate field personnel required).

Answer 7

Confirmed.

Question 8

8. Reference Specification 01 45 00, Section 1.6.5 Experience Matrix. The Civil QC Specialist area of work responsibility frequency states "Frequency of QC surveillance and inspection will be three times a week during installation and full weeks including final inspection". Please confirm if the surveillance and inspection for three times a week during installation is required to be fully continuous for all work hours during each day? Or will three separate fragmented observational visits during the course of a work week satisfy this specification requirement? Please further clarify.

Answer 8

QC Specialist is not required to be on site on at a full time basis but is required to satisfy all other requirements of the bid documents.

Question 9

9. Reference Specification 01 45 00, Section 1.6.5 Experience Matrix. The Civil QC Specialist area of work responsibility frequency states "Frequency of QC surveillance and inspection will be three times a week during installation and full weeks including final inspection". Please confirm that the full week at final inspection requirement is intended to be fully continuous for the entire week, and that observational visits would not be accepted? Please further clarify.

Answer 9

Civil QC specialist is required at inspection and final walkthroughs

Answer 13

This is acceptable with proper maintenance

Question 14

14. Reference the scale on drawings ED-101 thru E-303, and E-601 thru E-604. The scale is stated to be 1" = 50' which seems to be correct, but the 120' mark is incorrect. Please confirm that the 120' mark should be 100'.

Answer 14

Confirmed , the scale of the drawings is 1" =50'

Question 15

15. Reference Drawings C-102 and C-104. The new proposed fire hydrant being fed by lateral WL3 has some conflicting information for the size of the lateral. The top left WM1 water main profile indicates a 10x10x10 tee to the new fire hydrant (WL3), but the bottom right WL3 water lateral profile indicates a 10x10x6 tee with 6" HDPE piping. Please confirm that the WL3 lateral should be 6" HDPE piping, similar to all of the other fire hydrant laterals?

Answer 15

WL3 is a 6" lateral. Tee at WM1 should be 10x10x6.

Question 16

16. Reference Drawing C-102 regarding the existing sewer force main being abandoned in place following construction of the new FM1 force main. Please confirm if this existing force main to be abandoned needs to be cleaned and fully grouted, or just grouted at the ends and capped? Please further clarify.

Answer 16

The abandoned section of force main should be flushed clean and fully grouted.

Question 17

17. Reference the Drawing C-103 note stating "Contractor to excavate test pit to determine size and invert of existing gas line, report to COR and relocate as necessary to clear proposed storm sewer".

Please confirm that this test pit work is the only work required as part of Bid Option 2, and please confirm that if the gas line being referenced does require relocation then it will be handled as a contract modification.

Answer 17

Correct. The design intent was for the contractor's base scope to include the test pits, but not the relocation if required.

Question 18

18. Reference Drawing ED-102. On the plan east, there is a note stating "Carefully excavate around the existing underground communications conduits. Excavate under the conduits and lower slightly to maintain 12" of separation between storm pipe and conduits (Bid Option 2)". Does this note apply to all three comm conduit runs in the box? When lowering these comm conduits, are we to provide and install new concrete encasement around the conduits or are these to be direct buried conduits with bedding material surrounding them?

Answer 18 yes, the note pertains to all conduits within the box. all underground conduits are to receive concrete encasement.

Question 19

19. Reference Drawing ED-102. Plan east of the George Ave / Oneida Ave / 8th St W intersection, there is a note stating "Carefully excavate around the existing underground electric and communication conduits. Excavate under the conduits and lower slightly to allow for drainage ditch to be constructed".

Question 21

21. Drawing CS-002 identifies Phase 1 & Phase 2 boundaries for work, but this drawing does not state what the expectations are for turning over Phase 1 prior to commencing Phase 2. Phase 1 work would seem to include the AVB's and the new Overwatch Station, but Phase 1 work may not be fully completable due to new power and controls installations to the new Overwatch Station being installed in Phase 2 for example. Please confirm and/or outline the exact features of work in Phase 1 expected to be completed prior to Contractors commencing the Phase 2 portion of the project.

Answer 21

The intent of the phasing is to maintain vehicular circulation from 4800 area to Oneida/Ontario Avenues during construction. Infrastructure and utilities, including the AVB and associated facilities, within the phase one boundary shall be installed during phase 1. During Phase 2, the contractor shall continue the utility connection routing from phase 1.

Question 22

22. There are unique features (such as the wrong way detectors) that are part of the whole AVB system that are not being installed until Phase 2. The entire AVB system will not be fully installed and fully functional until the end of Phase 2. Please further clarify the Gov's expectation for testing and acceptance of the AVB system at the end of Phase 1, and the Gov's expectation for testing and acceptance at the end of Phase 2?

Answer 22

The complete ACP/AVB system testing will occur in phase 2.

Question 23

23. The Drawing CS-401 scale of 1" = 50'-0" under Plan Detail A1 and the graphic scale in the lower right of the plan sheet of 1" = 50' both agree; however, Drawings CS-402 thru CS-404 all show a scale of 1" = 80'-0" under Plan Details A1 and the graphic scale in the lower right of the plan sheets as 1" = 50'. Please confirm that the scales for plans CS-401 thru CS-404 should all be 1" = 50'-0".

Answer 23

Drawings CS-401 - CS-402 are all 1" = 50' scale.

Question 24

24. From our previous knowledge of this existing site, there was an old fuel recovery system installed within the unpaved median between alternating traffic lanes of Ontario Ave. Please confirm for bidding purposes that all existing on-site soil and any encountered groundwater is assumed to be clean and non-hazardous, as there is no mention of contaminated or potentially contaminated materials in the bidding documents.

Answer 24

Excavated soils are expected to be clean. In the event contamination is discovered notify USACE COR.

Question 25

25. Please confirm that all existing monitoring wells / fuel recovery wells have been fully decommissioned and removed within the limits of work for this project, and therefore there is no expectation of encountering any wells as part of the Contractor's work.

Answer 25

Monitoring wells are mostly removed with exception of three within the work area. These wells will remain and not impact construction.

Question 26

26. After just entering the Gas Alley Gate (to the west of the existing canopy on the inbound lanes), there was a previously existing X-Ray Building that was relocated to another location on base. Please confirm that all existing utilities that ran to this previously existing X-Ray Building have been accounted for and shown on the Gov's issued design drawings.

Answer 26

Known utilities are documented.

Question 27

27. After just entering the Gas Alley Gate (to the west of the existing canopy on the inbound lanes), there was a previously existing X-Ray Building that was relocated to another location on base. Please confirm that all old foundations of this building have been removed.

Answer 27

Known existing conditions are documented.

Question 28

28. Drawing CS-608 has a note pointing to one of the light poles stating "New fiber cement board siding to match existing reveal & color. Typical". Please confirm this note is an error and should be removed.

Answer 28

On drawing CS-608, replace "New fiber cement board siding to match existing reveal & color. Typical" with "LIGHTPOLE; SEE ELECTRICAL DRAWING FOR LOCATIONS AND DETAILS."

Question 29

29. Regarding the bollards that are to remain by the Guard Shack and Canopy Islands, please confirm that all bollards are in good shape and that no deterioration exists. If deterioration exists and the bollard will become damaged by adjacent construction activities, please confirm that this will be addressed by a later contract modification.

Answer 29

Bid the IFB documents.

Question 30

30. There are multiple bollards shown surrounding new fire hydrants on the civil utility plans. The only bollard details on the civil series of drawings are L7 & G7 of CS-604 which seem to correspond to traffic / passive bollards (since the bollards are indicated as 6" dia on L7 & M50 P1 on G7). Please confirm if the fire hydrant bollards should follow the 'Typical Bollard Detail' on E-703, as this appears to be the standard Ft Drum utility bollard detail with an 8" dia bollard.

Answer 30

Bollards at Fire Hydrants shall meet the 'Typical bollard detail' on E-701.

Question 31

31. Reference Drawing E-702 details for the 'Typical Electrical Duct Bank - Unpaved Areas' and 'Typical Electrical Duct Bank - Paved Areas', both denote continuous concrete ductbank encasement of a 4000 PSI mix. Specification 33 71 02 Section 2.9 states "Provide concrete for encasement of underground ducts with 3000 psi minimum 28-day compressive strength". Please confirm for bidding purposes if the electrical ductbank should be assumed at 4000 PSI?

Answer 31 concrete shall be per specification at 3000 psi

Question 32

32. Please confirm if ALL electrical ductbanks (including lighting) on this project are intended to be concrete encased? If not, please provide additional information as to what is intended to be conc encased and what is intended to be direct buried.

Answer 32

All undergound conduits are to receive concrete encasement.

Question 33

33. There is no reinforcing detailed in the 'Typical Electrical Duct Bank - Unpaved Areas' and 'Typical Electrical Duct Bank - Paved Areas' details on Drawing E-702. Please confirm these conc encased ductbanks should be unreinforced?

Answer 33 confirmed, the concrete encased ductbanks are unreinforced

Question 34

34. What is the intent for all communications / controls ductbanks in regards to concrete encasement and reinforcing? Should all underground low voltage controls ductbanks / conduits extending to detectors / signs / buttons be direct buried? Should the telecommunications ductbanks labeled with a 'T' on the E-300 series drawings be concrete encased? Please further clarify.

Answer 34

All undergound conduits are to receive concrete encasement.

Question 35

35. The stated performance period is 365 calendar days and the stated award period is 120 calendar days. Based on the current bid date and the 120 day award period there would appear to be sufficient time in 2026 to complete Phase 1 of the project. However, if the Government awards the project in a shorter time period the 2027 construction period is shortened to appoint where there would not be sufficient time in 2027 to complete Phase 2. If there is a possibility that this project could be awarded in 30-45 days we recommend that the performance period be increased to at least 450 calendar days.

Answer 35

See response to Question 5 above.

Question 36

36. Drawing CS-001 General Note #12 states "Install 6" (settled depth) topsoil". Specification 32 92 19 Section 3.1.1.1 Topsoil states "Provide 4 inches of off-site topsoil to meet indicated finish grade". Please confirm what the typical topsoil depth should be for all other areas not specifically addressed by other details in the drawings?

Answer 36

Topsoil shall be installed at 4" settled depth.

Question 37

37. Drawing CS-002 shows a delineation line between Phases 1 and 2 just west of the existing George Ave / Eighth St W intersection. This would imply that contractors are to only close down the Phase 1 Work Area while keeping the Phase 2 Work Area fully open. If so, that would keep the Gas Alley gate open so that the public could still access George Ave and Eighth St West. Note 1 on this drawing states "The contractor must provide two.. ..full matrix led message signs for the duration of the project to identify the closure of the Gas Alley Gate". Please confirm the Government's intent in regards to the closure of Gas Alley Gate during Phase 1 and Phase 2?

Answer 37

The intent is to open the gate prior to snow removal season. The gate will be closed for both phases.

Work should be scheduled to prioritize scope in the traffic areas to open the gate asap and complete work outside the road area as required. The messages on the signs must be coordinated with USACE and Ft. Drum. The govt will review any alternate plans that the contractor proposes after award. The ACP will be closed once the contractor has mobilized to the site and has traffic controls on Rt. 26 and for the 8th Street crossing in place. Access to 4800 and 6 nov opening are the only operational constraints.

Contractor to expect increased traffic during rush hours. Typically from 0600-0900 & 1500-1700.

Question 38

38. Drawing CS-002 depicts a red dashed line running east and west in the Phase 1 work area and states "Maintain pedestrian traffic along existing walk throughout construction. Provide construction fencing and/or barriers to protect and provide separation between pedestrians and construction activity".

This red dashed line crosses directly through a work area within Phase 1 to construct the new access drive extending to George Ave. There is extensive grading and utility work in this area, and this will not be passable continuously by pedestrians as the work has to occur here. Please clarify the intent of keeping this walkway open during Phase 1? Should we expect that the Gov is open to scheduling an outage for this walkway so that the access drive work can be completed? If so, how long is this outage considering that there will likely be limited pedestrian access in this area anyway?

Answer 38

The intent of the phasing is to maintain vehicular circulation from the 4800 area to Oneida/Ontario Avenues during construction. Pedestrian route should be relocated through the phase 1 boundary to connect from George Ave / 8th St during Phase 2 construction. Temporary closure of pedestrian access for installation of pavement and utility structures should be limited to the greatest extent possible and coordinated with the CO/COR.

Question 39

39. Drawing CS-002 depicts a red dashed line running north and south in the Phase 2 work area and states "Maintain pedestrian access across Oneida/Ontario Ave throughout construction. Vehicular access shall be maintained during Phase One. Provide construction fencing and/or barriers to protect and provide separation between pedestrians and construction activity". This red dashed line crosses directly through the Phase 2 work area. Please confirm that during Phase 2, pedestrian access between George Ave and Eighth St W should be shifted west into the Phase 1 side of construction?

Answer 39

See response the Question 38 above. TR to respond.

Question 40

40. Specification 01 57 19 Section 1.10.a states the Gov has already obtained the NYSDEC Stormwater Permit for Construction Activity (GP-0-25-001), and Section 3.2 Stormwater only discusses the need for contractors to create / maintain / submit the Stormwater Pollution Prevention Plan Compliance Notebook and the Stormwater Notice of Termination for Construction Activities. Can the Gov provide a copy of the SWPPP if it has been already completed?

Answer 40

SPDES Permit is in hand.

Question 41

41. Are as-builts available of the existing road? How thick are existing asphalt pavement areas that are to be removed? How thick are existing concrete pavement areas that are to be removed? Is existing concrete pavement reinforced or unreinforced?

Answer 41

Existing concrete road pavement is approximately 8" thick reinforced. Existing asphalt road pavement is approximately 10" thick with approximately 12" subbase.

Question 42

42. Is a Geotechnical Report available for this project? If so, please issue this Geotech Report and all existing boring logs / other pertinent information.

Answer 42

Geotech report has been added to IFB with this amendment.

Question 43

43. Reference Drawing CSD-104 for the existing Gas Alley Gate canopy downspouts. The south downspout location has two notes, one indicating removal of the existing gutter downspout and another indicating removal of existing gutters and downspouts. The north downspout location just calls out for downspout removal. Drawing CS-303 indicates just a new proposed gutter downspout at both locations.

Please confirm that removal and replacement of the two existing canopy downspouts is the only requirement, and that additional gutters are not required to be removed or replaced?

Answer 43

On drawing CSD-104, replace "EXISTING ID CHECK CANOPY AND GATE CONTROL TO REMAIN;

PROTECT IN PLACE. REMOVE EXISTING GUTTERS AND DOWNSPOUTS" with "EXISTING ID

CHECK CANOPY AND GATE CONTROL TO REMAIN; PROTECT IN PLACE. REMOVE EXISTING

DOWNSPOUTS" Gutters will not be replaced.

Question 44

44. Drawing CSD-103 identifies an area of clearing and grubbing for the new access road to George Ave and states "Trees to be cut down by others prior to start of construction and shall be removed under this contract". There are other areas of clearing and grubbing on the demo series sheets that just state "Clear and grub existing vegetation and trees. Remove trees and stumps in their entirety". Considering the proposal due date and the Gov's review period to accept proposals, this project is very likely starting after April 15. No falling of trees is typically permitted between April 16 and October 14 due to environmental requirements for the bats. Please confirm that all existing trees will be cut by the Gov if this project's award and NTP fall after April 16. If not, please provide confirmation that contractors will be allowed to cut and down trees after April 16.

Answer 44

Bid the documents.

Question 45

45. Specification 01 57 19 Section 1.3 requires a closeout submittal for an 'As-Built Topographic Survey'. Section 3.2.3 states "Prepare as-built topographic survey information required by the permitting agency for certification of the stormwater management system, and provide to the Contracting Officer".

There does not appear to be any other specification or drawing requirement in regards to the as-built survey. Please clarify what the 'As-Built Topographic Survey' submittal is required to include? Is this as-built survey solely devoted to just stormwater information with no other utility / finish grade of paving information?

Answer 45

Specifications require comprehensive as builts topographic survey and complete record drawgins for the complete project area.

Question 46

46. Please confirm the only architectural sleeves required per Specification 34 75 13.15 are for the Passive Bollards (G7/CS-604)?

Answer 48

Manufacturer's Rep is not required to be on site on at a full time basis but is required to satisfy all other requirements of the bid documents.

Question 49

49. Reference Detail E11/CS-604. The 'Bollard Detail' shows a 4'-6" Dia x 10'-6" D bollard footing. The 'Post Spacing Elevation' shows a 96" D Bollard footing. Please confirm for bidding purposes what the depth of the concrete bollard / end post footings should be assumed as?

Answer 49

Dimensions for passive footings are for reference only and are dependent upon the selected M50 P1 rated passive barrier from the current version of the approved Department of Defense (DoD) Anti-ram Vehicle Barrier list. The passive barrier shall have been tested and certified to comply with the impact conditions and penetration distances specified in the SD-STD-02.01, Rev A - Test Methods for Vehicle Crash Testing of Perimeter Barriers and Gates. Question 51

51. Regarding the Active Vehicle Barrier system, please further define what installation activities fall under Specification 34 75 13.13 and therefore would require Installation Superintendent oversight? We would assume that major AVB component installation (barriers, buttons, control panels, UPS, etc) would fall under this specification along with the AVB foundation, but there are other general activities that wouldn't seem to fall under this spec and oversight requirement. There is extensive trenching / conduit ductbank concrete encasement / backfill work to be done, abovegrade conduit rough-ins, etc that is just standard earthwork and electrical work. Please confirm this standard earthwork and electrical work does not fall under the Specification 34 75 13.13 requirements for on-site 'Installation Superintendent' oversight?

Answer 51

Concur

Question 52

Answer 52

Threat calculations are not required for IFB compliance. Bid the IFB documents.

Question 53

53. Reference General Note #4 on Drawing E-701, "Diagram is for four AVB's, four guardbooths, one search area and fixed AIE". The site drawings CSD-104 and CS-104 show pavement demolition and restoration that extends to the 3 EA guard booths at the incoming lanes and the 1 EA guard booth at the outgoing lane. Drawing E-501 only appears to show new conduits and with AVB equipment being installed in the 3 EA guard booths at the incoming lanes, and nothing new being installed at the 1 EA guard booth at the outgoing lane. The only potential work we see on E-501 to the 1 EA outgoing lane guard booth is pulling cat 6 cables through existing conduits? Please clarify / confirm what new work is occurring at the 1 EA guard booth at the outgoing lane?

Answer 53

Omit asphalt and concrete pavement removal and replacement from Civil Site (CS) drawings for the conduit extending to the guardbooth located in the outbound lane.

Question 54

54. Reference Construction Note #4 on Drawing E-701, "Provide wrong-way alarm panel in accordance with Section 34 71 13.19 on the ID check columns. It shall be positioned for a guard to see when looking at oncoming traffic and shall be a visible and user-adjustable audible horn alarm". This separate alarm panel requirement is not shown on the E-501 plan view at the guard booths at the incoming lanes, and is not shown in any of the other schematics / one-lines in the drawings. Please confirm if the Gov would accept a single combined remote control panel / wrong-way alarm panel inside of the guard booths that combines the functionality of both?

Answer 54 this panel is show on drawing E-501 as symbol DOW and called out on the wiring diagram as annunciator panel in ID check

Question 55

1. Please provide a minimum of 2 weeks from date of receipt of answered RFI's for the proposal due date, in order to provide adequate time for bid preparation.

Answer 55

Concur.

Question 56

2. Reference Drawing E-501. What is the intent for the entrance of AVB controls conduits into the existing guard booths? The referenced drawing seems to imply underground conduits are being run close to each booth, then a below grade to above grade transition will happen on the outside wall of the booth, then penetrate into the booth to feed the AVB equipment. If the booths are not to be disturbed and will remain fastened to the existing concrete islands, it will be very difficult to remove the existing concrete island immediately adjacent to the booths to allow for this transition without undermining. The booths would ideally need to be lifted out of place so that a transition can be installed, and then the booths would need to be set back down. Please further clarify?

Answer 56

Guard booths shall not be removed and be protected in place.

Question 57

3. If the existing guard booths are to be temporarily moved and reinstalled for routing the AVB control conduits, please confirm that the booths are in good condition and not compromised due to rust damage. Please confirm that replacement of the booths due to rust damage is not the responsibility of the contractor.

Answer 57

Guard boooths shall not be removed and shall remain and be protected in place.

Question 58

4. Drawing E-501 shows three sets of remote control panels, annunciators, and EFO buttons at each of the three guard booths at the inbound lanes. There are four inbound lanes total. The inbound lane closest to the Guard House Building is manned by a guard standing outside the building, with no guard booth. Please confirm that per the provided documents, there is no requirement to provide the inbound lane closest to the Guard House Building with any remote control panel / EFO button / annunciator?

Answer 58 there is an EFO button shown on the exterior of the north east corner of the Guard house as well as a master control panel and an annunciator panel shown in the guard house

Question 59

5. After reviewing the layout of the new passive vehicle barrier system (cables), we have concerns with the standoff distance from existing pavement edges at both the north inbound lanes and south outbound lanes. The passive vehicle barrier system appears to run about 6' to 10' away from the pavement edge at the north inbound lanes and about 5' away from the pavement edge at the south outbound lanes. If Bid Options 01 & 02 are not awarded, then the existing pavement will remain as part of the Base Bid. The new passive vehicle barrier system foundations range in depth from 8' to 10'-6" and the end post foundations are 4'-6" diameter. From previous knowledge of this site, the native soil is sandy at these depths. Foundations this large being placed this close to existing pavement in sandy soils will cause undermining of the existing pavement edge. This is especially concerning at the south outbound lanes as there is heavy utility congestion, and it is impossible to know without potholing (which must occur after award of the project) as to where these foundations can be truly placed. There may even be locations where foundations need to be placed even closer to the existing pavement. What is the Government's intent for installation of this passive vehicle barrier system if existing pavement is to remain as part of the Base Bid?

Answer 59

Footing size and depth for passive barrier are for reference only and are dependent upon the selected M50 P1 rated passive barrier from the current version of the approved Department of Defense (DoD) Anti-ram Vehicle Barrier list. How the passive barrier installed is dependent upon barrier selection, specifications, and means & methods chosen by the contractor. If contractor anticipates additional pavement replacement is required for installation of the selected passive barrier, contractor shall include this within the bid and replace the existing asphalt and/or concrete pavement with .Asphalt Road Pavement: Heavy'. The passive barrier shall be installed in the location shown per plans.
