About this file

This is a Questions and Responses document for solicitation W912DS25R0005 regarding the Troy Lock Automatic Transfer Switch Replacement project for the US Army Corps of Engineers New York District. The document addresses 8 technical and administrative questions about the ATS replacement requirements.

Key details clarified include: delayed transition is required, wages are subject to SCA Wage Determination WD 2015-4143, the new ATS requires a concrete pad following specific codes and standards, trees can remain but the ATS location can be adjusted, temporary generator power is required for administrative/maintenance buildings if power loss exceeds 4 hours, equipment lead time is 60-64 weeks, a secure enclosure is needed, and the ATS must be upgraded from 400A to 600A with maintenance bypass capability. The government will amend section SW-3 of the SOW as of January 15, 2025 to address technical specifications regarding the bypass feature and service entrance rating requirements.

Questions and Responses

1. In Section 2.1.9, Please confirm whether the delayed transition is required.

Response: Yes, it is required.

2. Is this project prevailing wage?

Response: Minimum wages are subject to the SCA Wage Determination in the solicitation, WD 2015-4143.

3. The existing ATS is 400A and mounted to a wood backboard. The new scope says to replace the existing

ATS with new and an added isolation bypass switch. The Asco 300 ATS doesn’t have the capability to add this bypass switch. Therefore, a large floor mounted unit would need to be installed. The specifications do not mention any concrete work; however, a concrete pad would have to be installed for this equipment. Are there specifications for concrete and is this something that should be included in our pricing?

Response: If the ATS equipment the contractor will be installing requires a concrete pad for the size of the unit, it should be included in their bid. If a concrete pad is needed, the contractor shall follow the equipment specification and all associated ATSM standards, IBC 2018 codes, ANSI/AHA codes, ACI codes, and U. S. Army Corps of Engineers Handbook for Concrete and Cement, for a typical 4”-6” standard concrete equipment pad. The overall pad size will be determined by the specification of the ATS equipment.

4. With the addition of pouring a concrete pad, would it be considered to have the (3) trees directly behind the current ATS removed, to make space for the larger equipment?

Response: Leaving the trees in place is preferred. Moving the ATS location away from the pole/trees is an acceptable solution. The contractor can propose keeping the ATS in the same proximity as it is now or moving the ATS to a different location on site. All location proposals will be considered and reviewed for approval/rejection prior to construction.

5. Utility power will need to be disconnected to work on the replacement of the ATS. This would shut down power to all buildings on site. The specs reference only the lock house to remain powered, however this site

I assume is occupied daily. Temporary power would need to be provided via a generator to supply power to the adjacent buildings. This is not refenced in the specifications. Should temporary power be provided to other buildings on site and not just the lock house?

Response: Any power loss to the administrative or maintenance buildings exceeding 4 hours will require the placement of generators. If power is lost outside working business hours, a generator will also need to be added for the security shack located at the facility entrance.

6. We received information that the lead time for this equipment is 60-64 weeks from time of purchase.

Response: Noted. We will adjust the period of performance based on the lead time for the equipment after contract is awarded.

7. What type of enclosure is needed for this requirement?

Response: The ATS should have a secure enclosure.

8.

a) The requested ATS is going to be installed to an OLYMPIAN GENSET providing you 150 AMPS, 3 PH, 208 V….

The minimum AMPS this GENSET will need to cover all the AMPS it will provide is 521.8 AMPS

((150.4KW*1000)/(208V*0.8*1.7321) = 521.8 AMPS) so you actually are going to need a 600 AMPS

ATS.

Please confirm this with your engineer or whomever is doing the calculation for the Amperage. The new

ATS should be 600 Amps.

b) I see they are requesting this ATS to be with MAINTENANCE BYPASS…SERVICE ENTRANCE

RATED UNIT.

ASCO SERIES 300 does not provide BYPASS SERVICES. Only ASCO SERIES 7000 AMPS can provide

BYPASS Services (Closed-Transition, Open-Transition, and Delayed-Transition).

➢ Please see ASCO comparison Charts for ASCO SERIES 185, 300, and 7000.

➢ Please see attached ASCO SERIES 7000 FORM on how to order them (PAGE 10).

➢ Please see attached ASCO SERIES 7000 DATA SHEET

The ATS must have a Bypass feature in order to isolate the ATS for maintenance purposes. Nothing in this specification shall be construed as requiring a specific brand or model. See below.

Response: Updating the SOW as of January 15, 2025, and posting the amended version for the section impacted SW-3 Summary of work.
