AMENDMENT 2
One purpose of this amendment is to answer the following questions. The questions are numbered and the Government’s reply is beneath the questions it answers following the word “Answer:”.
RFI 1 – Updated NOTE: The previous C-201 and S-001 sheets (advertised on 16 April 2024) erroneously included the incorrect profile and structural notes. These same sheets also incorrectly included “4B” in the title block. The attached corrected sheets reference both Minish 3B in the design space and title block. Note the drawings sheet C-201 in Amendment No. 1 is also the correct 3B profile.
1. Are Drawings C201 and S001 part of this Solicitation as they are titled Contract 4B?
Answer:
No, drawings C201 and S001 will both be reissued to reflect the current contract (Contract 3B).
2. The bottom of the bulkhead elevations shown on Drawing Nos. C301 and C302 do not match the elevations shown on Drawing Nos. S301, S302, S303 and S304. Please clarify.
Answer:
Contractor shall follow the bottom of the bulkhead elevations shown on the reissued Civil Profile sheet C201 (Contract 3B), which correspond to structural sheets S301-S304.
3. What do the elevations depicted on Drawing Nos. C301 and C302 represent? Bottom of sheet piles or bottom of king piles?
Answer:
The elevations depicted on C301 and C302 represent the bottom of the W44X262 soldier piles. Contractor should follow the elevations shown on the table on reissued sheet C201 (Contract 3B).
Please see the attachments: “MINISH3B S-001-NOTES_05-02-2024.pdf” and “MINISH3B C-201 PROFILE_05- 02-2024.pdf”
RFI 2
1. What is the classification of the soil/material to be excavated at the mudline to facilitate crushed stone fill?
Answer:
Mudline depths/elevations are provided in the Design Development Report, Table 1, Section 2.2. Refer to the Boring logs for the soil classification at mudline depths. The soils are generally riprap and boulders mixed with soft clay and organic silt.
2. If we pump river water, can we place directly into river?
Answer:
Any dewatering activities shall be performed in accordance with specifications and contract documents.
Water shall not be discharged without proper sediment control BMPs or specific authorization.
RFI 3
1. In reference to ITEM NO 0005, the crushed stone needed along mudline does not seem to equal 4,000 CY.
Is 4,000 CY needed for crushed stone fill here or is this 4,000 CY needed elsewhere, and if so, where?
Answer:
Item No 0005 refers to all the crushed stone to be used for the project. Crushed stone shall be placed beneath the cap base, at tieback backfill areas, at stabilized construction entrances and wheel wash pads, bedding for proposed utilities, straw bale barrier with stone overflows (if required), and at the 4’ gravel strip along the length of the bulkhead. The quantity of crushed stone for Item 005 is an overestimate, and the amount of crushed stone needed for the project to be included in the costs shall be 2,200 CY.
2. Are there any work hour restrictions?
Answer:
Regular working hours will consist of an 11 hour period , between 7:00 a.m. and 6:00 p.m., Monday through Friday. No work will be permitted on Sundays and Federal and State legal holidays as per Specification 01 14 00.
RFI 4
1. In order for the bidders to accurately estimate the amounts of cuts and fills, grading plans including existing and proposed topo lines are required. Please provide.
Answer:
Please refer to cross sections on C-301 and C-302 for proposed grading.
2. There is no item for clearing, grubbing nor demolition on the bid breakdown form. Should the cost for these items be included in Item 0001AA Construction of Steel Sheet Piling?
These items shall be included in Item 0001AB.
3. Please indicate the deadline to submit RFI’s.
17 May 2024 at 12:00PM (noon) EST.
Please see attachment “MINISH3B C-301-C-302 CROSS SECTIONS_REV 05-09-2024.pdf”.
RFI 5
1. Please refer to drawings S-301 to S-304, where it is mentioned that the top of the wall elevation varies. On the other hand, on drawing C-201, it appears to indicate that the elevation of the bulkhead is a constant
12.42. Please advise which is correct.
Answer:
Confirmed, the top of bulkhead varies. Profile drawing C201 will be reissued to reflect the current contract (Contract 3B).
2. In a related matter, the stationing on C-201 as well as the total length of the proposed bulkhead differ from those shown on all other drawing sheets. Please clarify:
a. Does Station 37+10 on C-201 corresponds to Station 0+00 on the site plans? Profile drawing C201 will be reissued to reflect the current contract (Contract 3B).
Profile drawing C201 will be reissued to reflect the current contract (Contract 3B).
b. The total length calculated by the stationing on this drawing (4568.60 – 3710.00 = 858.60) is shorter than the 913.71 LF indicated on C-103 and other sheets.
Profile drawing C201 will be reissued to reflect the current contract (Contract 3B).
3. Regarding the railings depicted on reference drawings:
a. Is Selco Mfg. the sole source of material or are the drawings provided for illustration purpose?
Selco is the manufacturer and the railings are already manufactured.
b. Is the railing to be installed along the full length of the proposed bulkhead?
(N/A for WSP)
c. The supplied drawings mention Rencor Inc. as the Prime Contractor. Please explain.
The railings have already been procured through another contract, and the drawings provided are to facilitate the installation of railings. Refer to Note 9 under Project Notes on Sheet G-003.
4. Please confirm that there is no requirement to treat groundwater resulting from the dewatering process.
Answer:
Any dewatering activities shall be performed in accordance with specifications and contract documents.
Water shall not be discharged without proper sediment control BMPs or specific authorization.
5. Refer to drawings C-301 and C-302 and please show the location of the existing bulkhead in relationship with the proposed bulkhead so that the fill of the space in between could be properly estimated.
Answer:
