PROPOSER’S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.
Rock socket/grouting
• As per our conversation, we have received addendum #4, which has addressed our question concerning the use of a temporary casing. As you know, the response was that a temporary casing is allowed. However, the current means and methods for the bulkhead king pile and sheeting installation indicated in the contract plans, specifications and details are not in alignment with the use of a temporary casing and therefore need to be modified accordingly in order for all contractors to properly bid and execute this option.
As you may know, when using a temporary casing for this type of work, contractors will typically need to auger out soil and a rock socket, set the king pile within the temporary casing, grout the pile in the rock socket, backfill the temporary casing from top of rock to grade, remove the temporary casing and then drive sheeting between king piles. In order to maintain fair and balanced bids we ask that the USACE/Engineer provide additional details on the rock socket, including grout strength and also identify what type of soil, sand or stone can be used to backfill the temporary casing prior to its removal.
Response: The grout shall be 4000 psi (28 days). The contractor can attach a tremie pipe to the wide flange beams, pump and backfill the rock socket with water-cement grout after dropping/placing the wide beam into the cased hole, while extracting the casing.
Depending on the contractor’s means and methods, the grout may contain a retarder to provide a flexibility and allow sheet piles to be installed through the E22 connections.
Another way would be to backfill with ungraded sand and pump grout after installation (no retarder) of the sheet piles that would provide some flexible to allow sheet piles to be installed and locked.
• Regarding the requirement of pressure grouting the piles according to the contract documents and clarifications issued with the addendums… further clarification is required in order to provide a proper bid and maintain balanced bids between contractors. Based on the contract plan notes and available geotechnical data, many of the specialty subs for this work have advised that while grouting through a 1” fixed tremie pipe is possible, there is no way to control, determine and or even estimate the amount of grout that will be necessary in performing this work. The path the grout will take or quantity that will be required is completely undeterminable. Therefore, in order to maintain balanced bids, we request that a line item with a volumetric quantity be provided for pressure grouting bulkhead piles.
Response: The bedrock profile is based on the historic boreholes and is only an estimate.
The contractor can execute additional boreholes to determine/verify the top of bedrock.
Based on the current top of bedrock estimate, the contractor is expected to pump a minimum 650 gallons of grout to for the rock socket.
• One of the Government answers to the rock socket questions, states “ Rock socket can be formed by drilling/coring or by other means…” please indicate what other means are allowed.
Response: “Other means” is the contractor’s means, methods, equipment, and tools.
Existing Bulkhead
• Furthermore, please be advised that the proposed bulkhead may be in direct conflict with the existing bulkhead. However, the contract documents do not include any information or asbuilts on the existing bulkhead/structure, including type, size, or location. Not having this information creates ambiguity and will ultimately cause bid pricing from contractors to be unbalanced. Please provide contractors with existing bulkhead information and details accordingly.
Response: Existing plans will be posted.
Epoxy Coating for A690 Steel
• In Amendment No. 4 issued on June 6, 2024, under the heading “PROPOSER’S QUESTIONS AND GOVERNMENT REPLY” the Government states in the last sentence “Questions and answers are issued to the Offerors “for information only” and do not revise the solicitation, plans or specifications.” However, the Government answers have changed the plans and specifications, for example: The plans and specifications call for the bulkhead sheeting and king piles to be ASTM A690, with 25 Mil Coal Tar Epoxy Coating, but answers indicate no coating required if A690 is used. Will the Government change the plans and specifications to match the answers to the questions?
Response: Either A690 or A572 grade steel can be used. When using A690 steel, no coating is required – this is a high grade of steel. If using a standard steel grade A572, coating is required. Specifications and structural notes will be updated to clarify.
Contaminated Groundwater
• Government response to question No. 4 states “Please see revised bid schedule.” Revised Bid Schedule does not include and Optional Bid Item to account for the potential pumping, testing, storage and eventual discharge/disposal of contaminated groundwater encountered during construction activities. Please clarify.
Response: Add bid schedule option to account for the potential pumping, testing, storage, and eventual discharge/disposal of contaminated groundwater encountered during construction activities. Pre-priced CLIN in the amount of $100,000. The amount paid will be actual cost NOT TO EXCEED THE PREPRICED AMOUNT.
