OFFERORS’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)

Question 1−Please reference “Attachment C Scope of Work A-E Services” that seems to be included with the Appendix D HAZMAT Report. Please confirm that the scope of work identified under this Attachment C applied only to the A/E team responsible for developing the RFP and that none of this scope applies to this Design Build project unless explicitly stated elsewhere in the RFP.

Answer 1− The referenced scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and has been removed with the revised RFP included with Amendment 5.

Question 2− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.7 of the SOW states, ”The A-E shall include all patching and repairs necessary to restore the damaged interiors to the pre-destructive condition.” The asbestos bulk material sampling protocol generally requires the collection of a very small sample, about the size of a quarter. Predicting the types of materials to be sampled is very difficult. Restoring the sampled material to the pre-destructive condition is not generally achievable. The bulk material samples collected during the inspection process are typically collected in obscure locations to the greatest extent possible. Is this destructive sampling approach acceptable to the Government?

Answer 2− The referenced scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and has been removed from the revised RFP included with Amendment 5.

Please reference Section 01 10 00 of the RFP for the scope of services required for the Design Build Project. See answer 3 in Amendment 5.

Question 3− Please reference Paragraph 3.11.7 of the “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. The Hazardous Materials report included in the RFP did not identify specific asbestos-containing materials. Several homogeneous areas were assumed to contain asbestos. Does the Government have any additional information that indicates asbestos-containing materials (ACM) exist within the project area?

Answer 3− The referenced scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and has been removed from the revised RFP included with Amendment 5.

Table 1 of the hazardous material report has notes that say that some materials are assumed to have asbestos. It is safe to assume that these listed HA’s contain asbestos. An asbestos material survey from 2017 has been included.

Question 4− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.8 of the SOW is titled Environmental Assessment. The paragraph includes two sub-headings Cultural – Historic Building 110 and Environmental. What does the Government expect the A-E team to provide to address this paragraph?

Answer 4− The referenced scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and has been removed from the revised RFP included with Amendment 5.

Please reference Section 01 10 00 of the RFP for the scope of services required for the Design Build Project. There is scope involving coordination with NY SHPO due to the work that will take place on the exterior of building 110 which is registered historic building.

Question 5− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.15 indicates, “See the enclosed ‘Instructions for the Designer’ and ‘Instructions for the Surveyor’ for general requirements.” We have searched the RFP but cannot locate these two sets of instructions. Where are these instructions located or can you provide?

Answer 5− The referenced scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and has been removed from the revised RFP included with Amendment 5.

A revised RFP with the reference scope of work has been removed from the RFP and is included with Amendment 5.

Question 15−Section 5.1.2, RELEVANT PAST PERFORMANCE of the RFP, states, “All the submitted projects shall be recent construction experience which means that completion should be no more than seven (10) years preceding the date of this solicitation.” Please clarify if the projects should be no more than 7 or 10 years old.

Answer 15− Projects should be no more than ten years old. The section will be revised with Amendment 3. Amen Question 38− “Submit a minimum of two (2) projects but no more than four (4) projects.” Do you mean no more than four (4) projects total, or do the design and construction teams submit 2- 4 projects each?

Answer 38− For Construction projects the offeror shall submit a minimum of two (2) but no more than four (4) projects. See amendment 4 for design project submission requirements.

Question 39− Are resumes and an organizational chart required? If so, would they count toward the 15-page limit of the project approach section?

Answer 39− No, resumes and an organizational chart are not required.

Question 40− Does the 15-page count limit for Tab B, Factor 2 Proposed Contract Duration, Phasing, and Summary Schedule encompass the schedule AND the narrative?

Answer 40− Yes, the 15-page limit counts towards all requirements listed in Factor 2 which includes a narrative submission.

Question 41− Spec section 11 30 01, page 10, para 8, states “the paint booth shall be packaged with factory installed and tested ceiling sprinkler heads and branch piping to permit a single 4-inch field connection to a wet-pipe main by the building sprinkler contractor.” Who is responsible for the design and/or installation of the ceiling sprinkler heads, branch and/or main sprinkler piping within the paint booth (paint booth contractor, fire sprinkler subcontractor, etc.)?

Will an engineered stamped drawing be provided to the installing contractor? Who is responsible for hydrostatic testing?

Answer 41− The design and installation of the Fire Protection/Fire Alarm system will be completed by the D-B Contractor.

Question 42− Drawing FP-101, keyed note #4 requires that sprinklers be provided in exhaust duct work per NFPA 33 and to coordinate work with mechanicals for locations of access panels.

Is it the responsibility of the fire sprinkler subcontractor to design and install the required sprinkler heads in said duct/exhaust work? If so, can duct/exhaust layout drawings be provided during the bid process so we can identify the quantity of required sprinkler heads for the bid?

Please confirm that the duct work contractor will cut and install the required access panels “next to” each sprinkler head. If not, who will do this scope item? Drawing FP-001, fire protection note #12, requires the provision of sprinklers under fixed obstructions over 4ft in width in accordance with NFPA 13. We assume this is in regards to the new duct/exhaust work (only) for the paint booth. Can duct/exhaust layout drawings be provided to identify the quantity of required sprinkler heads for these potential obstructions?

Answer 42− Design, layout and installation of the duct work will be completed by the D-B Contractor.

Question 43− Who will be the engineer of record (EOR) for the entire fire protection scope of work? Who will review and approve our shop drawings, and hydraulic calculations?

Answer 43− The contractor’s designer of record or subcontractors will be responsible for the review and approval of shop drawings and hydraulic calculations. Further information on procedure for submittals is in Section 01 33 00 of the RFP.

Question 44− If it is the responsibility of the fire sprinkler subcontractor to design, layout & install this system in its entirety, will qualified fire protection engineer (QFPE) services be required in accordance with UFC?

Answer 44− It is the responsibility of the fire sprinkler subcontractor to design, layout & install the fire protection system. Yes the awarded D-B contractor will have to provide QFPE services in accordance with UFC and the RFP.

Question 45− Spec section 01 10 00, page 28, para 3.10.2.1, states that preliminary hydraulic calculations have been performed and show that the existing fire pumps, operating at the same time, can supply the (paint booth) system demand. Further, it states that the design team and contractor are to confirm that the existing water supply can support the most demanding design area of the project scope. How will the situation be handled in the event a discovery is made (after project award) that the site water supply is insufficient (issuance of a change order for additional work to supply the density requirements, etc.)?

Answer 45− Since this is a Design-Build project, the awarded contractor should confirm the information in the RFP relating to the need for a fire pump is valid during the design. Variations from contract requirements such as the need for a fire pump after the design is complete will require Contracting Officer approval and will be considered where advantageous to the Government.

Question 46− Solicitation Page 5; CLIN 0006 - CLIN 0006 states "All cost associated with CONSTRUCTION of CLIN 0003 in accordance with Section 01 10 00 of the RFP." We believe the mention of CLIN 0003 may be in error and are requesting a clarification.

Answer 46− See Amendment 2 for the latest price schedule.

Question 47− Solicitation Page 21; Volume 1 - Factor 1 - Past Performance - Please advise if the Offeror is to submit PPQs and CPARS evaluations (if available), or if it is permissible to just submit CPARS evaluations in lieu of PPQs. We have found that some project POCs will not complete PPQs if CPARS evaluations already exist. Additionally, some project POCs have either retired or moved on to other agencies - making it difficult to obtain completed PPQs.

Answer 47− If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ form, which will provide contract and client information for the respective project(s). If the offeror is unable to obtain the project’s POCs information the offeror should fill the first page of the PPQ to the best of their ability.

Question 48− Solicitation Page 22; Volume 1 - Factor 1 - Past Performance - Paragraph 5.1.2.

Relevant Past Performance states "All the submitted projects shall be recent construction experience which means that completion should be no more than seven (10) years preceding the date of this solicitation." Additionally, Attachment 3 mentions a period of 6 years. Please advise if the time period for projects is either 6, 7, or 10 years.

Answer 48− See Amendment 3 for the revision to Factor 1 paragraph 5.1.2. Amendment 5 will include a revision to Attachment 3 to match what is stated in Amendment 3.

Question 50− Solicitation Page 32; Volume 3 - Factor 5 - Price and Pro Forma Information - The first paragraph states "GENERAL: Submit the Pro Forma information in a separate electronic file labeled: "Volume 3 – Pro Forma Requirements."" Please advise if the Offeror is to break up the Price and Pro Forma Information Volume into a separate Price Volume and a separate Pro Forma Information Volume. If so, please advise which Tabs are to go in the Pro Forma Information Volume.

Answer 50− Volume 3-Factor 5 shall be submitted as one volume and include TAB’s A-E. The solicitation requires offerors to submit three separate volumes: Volume 1− Factor 1-3, Volume 2− Factor 4, and Volume 3− Factor 5.

Question 51− Solicitation Page 33; Volume 3 - Tab B - Bid Guarantee - Volume 3 - Tab B - Bid Guarantee states "Bonding is only required for CLINS 0003, 0004, 0005, and 0006." With this being a Firm-Fixed Price contract, we would imagine that Bonding needs to be carried on all CLINs (0001 through 0006). Please advise if the Government would also like Bonding carried on CLINs 0001 and 0002.

Answer 51− See Amendment 2 for the latest price schedule. Bonding will be required for all CLINs.

Question 52− Please provide information on the existing roof system and warranty we are to match.

Answer 52− The Southwest Shed Roof warranty expired on November 10, 2018. The roofing material in this location is TPO (white) manufactured by Carlisle Syntec. The upper roof portion is covered under two separate warranties until January 2, 2031. South End Middle to High Bay - TPO (Gray), manufactured by Carlisle Syntec, Serial No. 10062528, AB#1083804, Date of Acceptance: January 3, 2011. South end North 330' - TPO (Gray), manufactured by Carlisle Synec, Serial No. 10062529, AB1082805, Date of Acceptance: January 3, 2011.

Question 53− Please provide any additional drawings in CAD or PDF.

Answer 53− CAD drawings of Appendix A of the RFP are provided as an attachment to Amendment 5.

Question 54-Can you identify the manufacturer and model of the existing paint booth 1600 Amp frame circuit breaker so we can identify new 1200 Amp trip unit required?

Answer 54- This will need to be coordinated with the Government as it’s anticipated that the existing substation will be relocated/upgraded prior to installation of the paint booth/oven, therefore the existing breaker will not be in place at the start of construction.

Question 55-Does the electrical floor trench being provided under separate contract only extend between the columns as indicated? Will the new 1600 Amp sub-feeder need to be routed overhead to/from the floor trench via these columns?

Answer 55- This will need to be coordinated with the Government. Details of the new electrical trench are not associated with this project. The location of the floor trench shown on the RFP drawings is approximate. The RFP assumes that a trench will be provided under separate contract and all the sub-feeder associated with this project can be installed underground.

Question 56-Will the USACE accept a dual skin (insulated) 20-gauge cabin design for the paint booth?

Answer 56- The bidder should bid on the specification, which calls for 18 gauge galvanized steel panels with flange ends for assembly.
