OFFERORS’S QUESTIONS AND GOVERNMENT REPLY

(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only and do not revise the solicitation, plans, or specifications.)

Question 1−Please reference “Attachment C Scope of Work A-E Services” that seems to be included with the Appendix D HAZMAT Report. Please confirm that the scope of work identified under this Attachment C applied only to the A/E team responsible for developing the RFP and that none of this scope applies to this Design Build project unless explicitly stated elsewhere in the RFP.

Answer 1− The scope of work included as part of Attachment C only applied to the A/E team responsible for developing the RFP and will be removed from the RFP with amendment 4.

Question 2− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.7 of the SOW states, ”The A-E shall include all patching and repairs necessary to restore the damaged interiors to the pre-destructive condition.” The asbestos bulk material sampling protocol generally requires the collection of a very small sample, about the size of a quarter. Predicting the types of materials to be sampled is very difficult. Restoring the sampled material to the pre-destructive condition is not generally achievable. The bulk material samples collected during the inspection process are typically collected in obscure locations to the greatest extent possible. Is this destructive sampling approach acceptable to the Government?

Answer 2− The referenced scope of work will be removed from the RFP with amendment 4.

Please reference Section 01 10 00 of the RFP for the scope of services required for the Design Build Project. See answer 3.

Question 3− Please reference Paragraph 3.11.7 of the “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. The Hazardous Materials report included in the RFP did not identify specific asbestos-containing materials. Several homogeneous areas were assumed to contain asbestos. Does the Government have any additional information that indicates asbestos-containing materials (ACM) exist within the project area?

Answer 3− Table 1 of the hazardous material report has notes that say that some materials are assumed to have asbestos. It is safe to assume that these listed HA’s contain asbestos. The Government has an asbestos material survey from 2017 that will be included with Amendment 4.

Question 4− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.8 of the SOW is titled Environmental Assessment. The paragraph includes two sub-headings Cultural – Historic Building 110 and Environmental. What does the Government expect the A-E team to provide to address this paragraph?

Answer 4− The referenced scope of work will be removed from the RFP with amendment 4.

Please reference Section 01 10 00 of the RFP for the scope of services required for the Design Build Project. There is scope involving coordination with NY SHPO due to the work that will take place on the exterior of building 110 which is registered historic building.

Question 5− Please reference “Attachment C Scope of Work A-E Services” that is included with the Appendix D HAZMAT Report. Paragraph 3.11.15 indicates, “See the enclosed ‘Instructions for the Designer’ and ‘Instructions for the Surveyor’ for general requirements.” We have searched the RFP but cannot locate these two sets of instructions. Where are these instructions located or can you provide?

Answer 5− The referenced scope of work will be removed from the RFP with amendment 4.

Question 6− Section 01 10 00 and Appendix F of the RFP include several electrical specifications. Will these be provided in .sec format to the A/E after award so we can properly process in SpecsIntact along with the rest of the UFGS specifications?

Answer 6−Section 01 10 00 can be provided in SpecsIntact to the awarded DB contractor but the Watervliet Arsenal Information for Contractors in Appendix F is in PDF format only.

Question 7− Is the Contractor required to perform another hazardous material survey as part of the design package or will the report included in the appendix suffice?

Answer 7−The hazardous materials report included with Appendix D is meant to provide enough information so that no further hazardous materials investigations are required. The Design Build Contractor will develop plans and specifications to address remediation based on the existing report.

Question 8−Is the Contractor required to hire an Independent Technical Reviewer (ITR) as per 01 45 00.00 10 3.2.2.a in addition to the Designer of Record?

Answer 8− The RFP does not require the contractor to hire an independent technical reviewer.

The Government will be perform and Independent Technical Review according to Section 01 33

16.00 of the RFP. All design submittals should go through the proper Quality Assurance and Quality Control procedures prior to submission to the Government per SECTION 01 33 16.00 10, 1.7 Design Quality Control, of the RFP.

Question 9− Confirm the Contractor is required to hire a Commissioning Firm to serve as the Lead Commissioning Specialist.

Answer 9− Yes the contractor is required to hire a commissioning firm per the RFP SECTION

01 91 00.15 10, 1.8 COMMISSIONING FIRM.

Question 10− Will a sales exemption certificate be issued by the Government?

Answer 10− A sales exemption certificate can be issued by the Government.

Question 11− Is the Contractor responsible for any lead-based paint removal? If so, please quantify.

Answer 11− No removal of lead based paint has been identified as part of the project. Contractor should reference the Hazardous Materials Report for specific findings related to this project.

Question 12− The RFP indicates elevated levels of hexavalent chromium are present on the Paint Booth surfaces, within the materials that coat or comprise the Paint Booth. Any demolition must account for the presence of hexavalent chromium on the paint booth surfaces and the appropriate precautions should be implemented by OSHA/NIOSH guidance. Please confirm the Contractor should provide triple rinse.

Answer 12− Any demolition must account for the presence of hexavalent chromium on the paint booth surfaces and the appropriate precautions should be implemented by OSHA/NIOSH guidance.

Question 13−Please confirm the Contractor should put demolished materials on WVA provided trucks.

Answer 13− The contractor will be responsible for dismantling and loading the existing paint booth, curing oven and associated parts that are being removed on to Government scrap metal contractor’s vehicles.

Question 14− Please confirm the Government will work with the Contractor to assist in making milestone payments to the paint booth manufacturer for design, release to manufacturer, certain milestones, etc. Please confirm the Contractor will NOT need to finance the paint booth until it arrives onsite.

Answer 14− Milestone payments can be arranged so that the contractor can get paid in installments with proper verification and site inspections.

Question 15−Section 5.1.2, RELEVANT PAST PERFORMANCE of the RFP, states, “All the submitted projects shall be recent construction experience which means that completion should be no more than seven (10) years preceding the date of this solicitation.” Please clarify if the projects should be no more than 7 or 10 years old.

Answer 15− Projects should be no more than ten years old. The section will be revised with Amendment 3.

Question 16− (Section 01 10 00, 3.6 Mechanical) RFP section 3.6.1: The description for the paint booth DOAS units mentions a steam coil and a natural gas section for heat.

a. Is it correct that these units need two sources of heat?

b. If the units are to have a natural gas furnace for heat, for AHU-1 & 2, can these 100% OA furnaces be a direct-fire furnace, or is a separated combustion furnace required?

Answer 16− Yes, the DOAS units have steam and natural gas heating sections. The steam plant is not always available and the natural gas furnace will be used when the steam plant is down.

b. The furnace section must have a flue exhaust. Direct fired units are not permitted for the paint booth application.

Question 17−(Section 01 10 00, 3.5 Plumbing) The RFP states in section 3.5.1, Summary of work states, that there are "Oven fuel gas requirements". However, section 11 40 03 regarding the Curing Oven does not mention natural gas, does not list natural gas in section 2.1.1-Y Utilities, and states in 2.1.1-FF that the oven "shall be electrically powered and controlled".

Please confirm if natural gas is required for the oven.

Answer 17− Please refer to 11 40 03 Table 1, where it indicates the fuel source as natural gas and steam. The natural gas furnace shall be vent for the cure oven. M-701 depict the HVAC process with steam and natural gas supplied to the cure oven.

Question 18−(Section 01 10 00, 3.5.3 Industrial Compressed Air) Request the paint spray gun flow rate and breathing air flow rate.

Answer 18− The spray-painting process shall have a minimum of 170 cfm available at 40 psig.

The breathing air shall have a capacity of 20 SCFM.

Question 19−(Section 01 10 00, 3.10 Fire Protection) Please confirm if the overhead crane in the westernmost bay is not being used and will not be a factor in the new structure required for the exterior chiller units.

Answer 19− See answer 36. The new structure for the exterior chiller units will be placed in the adjoining bay to the west, currently where the electrical substation is located. There is no conflict between the overhead crane and the new chiller supporting structure.

Question 20−Please confirm that the existing building fire protection system is sized for the proposed expanded paint booth size.

Answer 20− Confirmed.

Question 21−Please advise how the tubes are delivered to the building, unloaded, moved in and out of the paint booth and oven, and then exited.

Answer 21− The tubes arrive from their previous process via crane in the high bay area and are sat on carts. Once they are on carts, they are manually rolled into the paint booth. After completing the process in the booth, depending on which process/stage the tube is in, it will be either rolled into the oven or back out for staging. Once complete in the oven, the carts are rolled out of the oven onto the track back to the high bay area where they are lifted via a crane to boxes.

Once packaged they are moved by a forklift onto a truck and shipped.

Question 22−Assuming the tubes will be moved on a dolly of some sort, please confirm what the maximum wheel load will be.

Answer 22− Maximum wheel load is 5,000 lbs.

Question 23−Please provide information on the existing grating so that it may be reviewed for suitability for the anticipated wheel load.

Answer 23− The existing grating is not anticipated to be replaced. The existing grating adequately supports the cart system currently used. The size of the grating and specification will be updated after site visit 8/7/2023.

Question 24− An existing gantry crane north/south in the bay will no longer travel over the existing paint booth. Please confirm.

Answer 24− The gantry crane cannot travel over paint booth, due to existing and future duct work for the paint booth and cure oven.

Question 25− If the existing gantry crane over the paint booth is not required to travel over the paint booth, can the rails be modified to allow more clear overhead height for the new paint booth and equipment?

Answer 25− Yes, this is a possibility design would require government approval.

Question 26−(Section 11 03 01, Part 2.2) Please provide the quantity of each coating listed in the Coatings Table to be stored in the mixing room.

Answer 26− The requirements for the mix room are provided in the RFP.

Question 27− Clarify Air quality permitting requirements.

Answer 27− A completed permit application for replacement of the existing paint booth should be included in the design project. WVA CO will be the signatory for the application. WVA will submit the finalized permit application. WVA has one site wide permit that covers all emissions.

Booth exhaust stacks are emission points EP185 and EP186. The oven furnace (EP187) is exempt from permitting requirements. As long as the new furnace is less than 10 million Btu/hr, it would also be exempt from permitting requirements [ 6 NYCRR 201-3.2(c)(1)(i) ].

Question 29−(Drawing E-501) Provide details of the existing substation distribution section regarding the feasibility of changing the trip rating from 400A to 1200A, such as existing load conditions and bus rating.

Answer 29− This will need to be coordinated with the Government as it’s anticipated that the substation will be relocated/upgraded prior to installation of the paint booth/oven.

Question 30− (M-701) The HVAC Flow Diagram indicates an H&V air handler for the Curing Oven; however, the schedule sheets do not provide info for this equipment. Please confirm that this is part of the Drying/Curing Oven and not an air handler that is to be provided by the mechanical contractor.

Answer 30− The cure oven is included in the Design Build Scope, see specification 11 40 03, The H&V section of the cure oven is anticipated to be part of the Oven manufacturer’s scope.

Question 31−(Spec section 11.30.01.00) The paint booth scope summary discusses the makeup air unit's three modes: Unoccupied to maintain a minimum temperature, Painting mode with 100% OA, and Curing mode with 5% outside air. This suggests return air ductwork; however, the HVAC flow diagram on drawing M-701 does not indicate return air ductwork. Please clarify if AHU-1 & 2 are to be strictly 100% OA units or if air recirculation is required during certain 'modes'.

Answer 31− There is no return air path. The supply air will be reduced by reducing supply air fan and exhaust air fan speed with VFD’s. See 11 30 01 Parg. 2.1.1, 6. PAINT Room Ventilation.

Question 32− (MD-101) During the site visit on 7/26, we noticed a third air compressor in Bay 62 outside the west wall of the existing paint booth that needs to be shown on MD-101. Please confirm that this air compressor is to be demolished.

Answer 32− The only air compressors to be demolished are shown in the plans and specifications.

Question 33− What is the anticipated method of holding the gun tubes while being painted? Will the current carts prevent full coverage, or will this solution be designed and covered under this proposal?

Answer 33− The gun tubes are held on carts while being painted. The current carts prevent full coverage. The design requirements for spray automation is in the RFP Section 11 30 01 Page 8 #4. The intent is to program the robotic arms based on the four possible tube positions.

Question 34− Does the arsenal plan to shut down the bay to the west of the paint booth and oven throughout demolition and construction? Also, please provide a designated construction area within Building 110.

Answer 34− The area west of the paint booth and oven is planned to be shut down throughout demolition and construction and can be used as a construction area. The arsenal will be moving paint operations to a different arsenal during demolition and construction. The high bay area to the east of the paint booth and oven will still be in use because the arsenal will still need to load and ship tubes.

Question 35− For coordination purposes, please confirm that the overhead cranes to the east of the paint booth can be shut down or utilize crane stops to allow for installation of the new system. Please confirm that this work can take place during the 1st shift or if the contractor needs to assume that this work needs to take place during the 2nd or 3rd shift.

Answer 35− The overhead cranes in the high bay area east of the paint booth can be shut down or can use crane stopes to allow for equipment install of the new system. The weight limit of these cranes will be 20,000lbs. The weight limit may be able to be increased upon written request from the contractor and through coordination with USACE COR and WVA. Work can take place during the 1st shift.

Question 36− Drawing M-101 of the RFP package indicates two new air handling units (AHU-1 and AHU-2); the data scheduled for these units on drawing M-601 suggest a selection was made for this equipment. Please confirm if the physical sizes and locations indicated on M-101 are accurate based on the selections.

Answer 36− Selections were made and the physical sizes are represented on M-101.
