ADDITIONAL ELECTRONIC BID SUBMISSION INFORMATION AND INSTRUCTIONS

(ADDITIONAL TO THOSE PROVIDED IN AMENDMENT 0006):

RECEIPT OF SUBMISSIONS:

For the purposes of establishing whether a bid submission is considered timely, the Government considers the date and time the submission is completely uploaded into the SAFE website, as documented by the SAFE system.

For bids larger than the 2GB capacity of the SAFE website and require multiple submissions, the Government will consider the date and time the last submission is completely uploaded into the SAFE website. Do not assume that electronic communication is instantaneous. It can take several minutes or even hours in some cases.

The Government will not be responsible for submissions delivered to any location or to anyone other than those designated to receive bids. Bidders are responsible for ensuring that bids are submitted so as to reach the designated recipient. Bidders are responsible for allowing sufficient time for the bids to be received in accordance with the instructions provided.

Bidders are encouraged to call into the following teleconference line:

1) Call number

2) USA Toll‐Free: +1‐844‐800‐2712 US Toll Free, OR USA Caller Paid/International Toll: +1‐669‐234‐1177 US Toll

3) Type in Access Code: 1994768533#

4) Type in the Pass Code 2121# to listen to the bids being read. Bidders must keep their phones on mute as to not disrupt the reader. Please limit the amount of company employees calling into the line so that the line does not disconnect. The Abstract of Bids will be posted to the Beta Sam website.

ADDITIONAL INSTRUCTIONS:

Potential bidders are reminded that only the minimum documents are required for bid submission:

1. Signed 1442

2. Acknowledged amendments

3. Filled out bid schedule and totals

4. Bid Guarantee

5. Bidders must check off box (d) in 52.204‐8 Annual Representations and Certifications (DEC 2019) for being on SAM.gov for this will help reduce file size and speed up electronic transfer in the DoD SAFE site.

IMPORTANT NOTE: To use DoD SAFE, bidders must request an individual upload link from a DoD employee to enter the SAFE site as a guest. The link brings the guest to a submission page. On the submission page, the guest enters the USACE recipient's email address and selects the file to upload. Note that DOD SAFE auto‐populates a "civ@mail.mil" email address but these email addresses are not used within USACE. Please be sure to use the "@usace.army.mil" email addresses provided above. Once the file is uploaded, DoD SAFE sends a notification and claim passcode to the email address entered. If the wrong email address is entered, the USACE recipient will not know that the file was uploaded and cannot retrieve the file. The guest will receive confirmation that the file was successfully uploaded to DoD SAFE, but DoD SAFE does not confirm whether the guest sent the file to the correct USACE recipient or a valid email address. The website automatically deletes uploaded files that are not retrieved after seven days. If the files are uploaded to the auto‐populated email addresses, they will not be received by the designated USACE recipients and the bid will be considered late.

Comment Response

72 8991620 The Unistrut supports for the above grade pipe, can you please clarify the desired finish? These supports can come factory finished in hot dipped galvanized or electro-galvanized.

The Unistrut support finish shall be hot dipped galvanized.

73 8993272 Fencing details shown on C-502 are for permanent fencing. We do not see anywhere on the drawings that call for permanent fencing, only temporary construction fencing. Please clarify that these details do no apply to the required temporary construction fencing. Please provide detail for temporary construction fencing.

Confirmed, there is no permanent fencing.

Drawing C-502 details A2 and A8 will be removed via amendment. Spec Section 32 31 13 will be removed from project requirements via amendment. Spec 01 50 00 paragraph

2.3 will delete the plastic insert requirement and 2.3.2 will delete the reference to section 32 31 13 and change the 8' height requirement to a minimum of 6' high via amendment.

74 8993275 Window specification section 1.8.2 Antiterrorism Requirements: 04-010-01:

Are there any blast mitigation requirements. If required please provide charge weight and standoff distances required.

ATFP Requirements per UFC 04-010- 01 Standard 10 are prescriptive as defined in the specification. Windows do not need to be designed for specific standoff or charge weight.

75 8993276 AD-101 notes that roofing materials, mastic patties behind mirrors, and possible pipe insulation inside pipe chases are presumed to have asbestos containing materials. We are to demolish all the piping in these pipe chases. If asbestos is encountered when removing the chase walls, it will be a large quantity compared to any work associated with the roofing or mastic patties behind the mirrors. Will the abatement of this piping insulation be considered a change order if asbestos is encountered? We have no way of knowing any quantities for this insulation or whether to include in our bid. If not considered a change order, please provide asbestos piping quantities for the buildings in this contract.

Carefully review Appendix 1.2 Hazmat Report and drawing AD-101.

There is only one 12' existing CMU chase wall to support the urinals. All other piping and piping insulation was found NOT TO BE Asbestos Containing Material.

76 8993287 Drawing C-0001 General note #12 states sheeting and shoring to be designed by a PE. However, there is no excavation more than 4' deep. General note #13 states all temporary construction such as temporary closure, barricades, railing are to be designed by a PE. These requirements are general in nature, and do not seem to apply to this project. Are there any PE drawings that are required for the site construction?

The contract bid documents outline the required items to be designed by a Professional Engineer licensed in the State of New York.

77 8993324 Drawing S-0001, note #1 states to provide all de-watering during construction. Upon reviewing the Geotechnical Report (Bore # TB-2, TB- 3), TB-3 samples taken under this scope states that groundwater was not encountered during drilling. Please advise

Ground water was not encountered during drilling. That said, any dewatering of the excavations from groundwater encountered or surface run-off is still the responsibility of the contractor.

78 8993334 Drawing A-603 states that all glazing should be laminated AT/FP(LG) for doors and windows. Specification 08 51 13 Section 1.3.4 Design requirements call for Anti-terrorism performance requirements. However, window schedule does not mention anything regarding the windows being designed for ATFP except the laminated glazing.

Are these windows blast rated, and if so, please provide standoff distance.

ATFP Requirements per UFC 04-010- 01 Standard 10 are prescriptive as defined in the specification.

Windows do not need to be designed for specific standoff or charge weight.

79 8993375 This drawing S-501 states various types of special concrete repair works with the quantities, it also specifies Sika products.

We contacted Sika's certified/approved contractor and his price just for the base contract work came very very high approx. @ $2 million. The reason for high price is material is very expensive and work locations and quantities at each locations are not shown/provided. Please provide location of each concrete repair work with exact quantity for each location at each barrack/building.

Please carefully review drawing S-501 and spec 03 01 00 for concrete repair details and quantities. Specific locations will be determined on site by the contractor and contracting officer.

80 8994381 Drawing S-501 Concrete repair notes Section D(Surface applier crack healer) states contractor to include costs to repair 14,400 SF in base bid and costs to repair 14,400 SF in option.(Total 28800 SF) Total area of crack repair is more than total area of existing slab of all 12 barracks to renovate. How will the government quantify this work when we are doing the repair during the contract if the cracks are measured by lineal feet and

There are two different types of crack repair required; Surface cracks are measured in Square Feet, see detail 2 on S-501 and concrete repair note D;

and large crack repair is measured in linear feet, see detail 1 on S-501 and concrete repair note C.

the line item is given in square feet?

Please advise.

81 8996518 1)Please advise if the temporary fence should follow the written specifications for the chain-link or the chain link detail A2 on C502. Both are different in frame-work, post sizes, fabric sizes, and color.

2) Please advise if the temporary fence is to have a windscreen.

1)Drawing C-502 details A2 and A8 will be removed via amendment.

2) No windscreen is required.

82 8996525 1) The note on page 201A states to notify the contract officer about panels with holes, rust, dents, and tears. Will the cost for these panels to be replaced by at additional cost to the Corp or are we to include a qty for replacement in the base bid. Does this also apply to the roof??

Yes, the cost of replacement wall and roof panels, if deemed necessary by the Contracting Officer, will be addressed IAW Clause 52.243-4 Changes.

83 8996527 1) As this is a design-build project do we have to ensure that the railings at building entrances are to code? If so do we include this in the initial bid or do we need to break this cost out? These railings are not noted in any plan nor in the specs.

The railings at the building entrances are not in the scope of this project.

Additionally, this is a Design-Bid- Build project, NOT a Design-Build project.

84 8996529 The new exterior wall panels are called out to have a Kynar finish from standard colors. Are we to paint the remainder of the buildings to match the new panels

Existing metal panels are to be repaired, patched, and painted as necessary, but comprehensive painting to the existing panels is not required.

85 8996639 Will a contractor's license for the State of NY and the local municipality be required or can a contractor's license from any U.S. State suffice?

State specific licenses are not required for Federal contracts unless specifically identified.

86 8996696 RFI I have checked with multiple manufactures of mineral wool and I can't seem to find a mineral batt for exterior walls that is 5 inches and has foil paper on it both Rockwool and johns Manville make up to 4 inch thick with foil paper

Mineral Wool can be layered to achieve the required thickness (for example, 3" faced layered on 2" unfaced).

87 8996732 Spec. 01 11 00, 1.7.1.c - who will be responsible for coordinating and completing the utility locates?

The contractor will coordinate with the privatized utility companies City Light and Power and American water to locate utilities.

92 8997569 01 45 00.00 10, 3.4.3 CQC Personnel -please define the specific requirements to provide specialized services to assist the CQC System Manager (Project Manager) in the following areas: civil, geotechnical, structural, architectural, fire protection, mechanical, HVAC, plumbing, technical of materials, instrumentation, LEED, force protection antiterrorism, and O&M.

Yes. The contractor must submit signed and sealed drawings of the pipe support system to the Contracting Officer for review and approval prior to construction.

97 8997952 Is this project subject to Use Tax on Installed Materials and Third-Party Rental equipment only?

The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes. Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt.

98 8997970 We have been told that the Panel Warranty is not achievable when doing patchwork. The manufacturer has stated they will not provide the specified warranty for patching. Please advise on how we are to supply the specified warranty?

A product warranty is not required for patching, though larger sheet infills, such as those depicted for the exterior walls on sheet A-201, should be provided with the required warranty.

99 8998005 Section 01 50 00, Paragraph 3.3.1 - are electrical and water connections located at the construction site and at the trailer laydown areas?

Closely review Spec Section 01 50 00, Temporary Construction Facilities and Controls. Section 01 50 00, Paragraph

3.3.1 Temporary Utilities, and 3.3.2

Payment for Utility Services.

Bottom Line: water and electricity are not provided for free and potable water is not available when the camps have been winterized.

100 8998023 Inquiry #8997952 - Is this project subject to Use Tax on Installed Materials and Third-Party Rental equipment only?

Government Response - "The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes.

Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt."

Clarification Requested for Bidding Purposes - Typical DOD locations include USE TAX only; without clarification we will have to assume that this project is subject to full State and Local Tax on the overall contract.

101 8998028 Specification 01 83 19 Roof Performance Requirements. The contract documents are simply calling for the contractor to provide a coating for the existing roofing.

This specification discusses providing a 20-yr warranty. With the condition and age of the existing roof, no contractor is going to provide this. Why is this section included in the specification?

A minimum of a 10 year warranty is acceptable for the elastomeric coating.

Spec section 01 83 19 was revised but not reissued in Amendment 0005

102 8998120 Spec. Section 01 50 00, 3.7.1 calls out the office for the COR as a single office with one parking stall, size and furnishings based off project value. This then only lists for projects greater than $25M. Please clarify.

Specification Section 01 50 00, 3.7.1 will be revised, the following table will be added.

- Government Field Office size is to be based off project value:

< $5 Million = Small

(1) 250 sqft

(2) Assume 2 people for parking and work spaces

(3) 2 lockable, legal sized, four-drawer filing cabinet

$5 to $25 Million = Medium

(1) 500 sqft

(2) Assume 4 people for parking and work spaces

(3) 4 lockable, legal sized, four-drawer filing cabinet

> $25 Million = Large

(1) 1000 sqft

(2) Assume 6 people for parking and work spaces

(3) 6 lockable, legal sized, four-drawer filing cabinet

103 8998237 Section 01 50 00, 3.5.2 states that the "Contractor is responsible for the repair of any damage to roads caused by construction operations."

During the site walk it was noted that the existing condition of the asphalt roadways is poor to very poor. These already require extensive maintenance and repair. To what extent (both Scope and Volume) is the Contractor to repair/replace this existing condition?

Submit photo documentation of existing conditions prior to construction to compare with post construction conditions.

WHAT IS DEPTH BELOW GRADE?

THERE ARE MORE PIPES ON THIS

DRAWING.

Refer to the General Notes at the top of Sheet CU101 of the Bid Document Drawings.

106 9000135 Details E1 and E5 on M501 show several concrete pads which will be used for support of the new ductwork to travel into the building, however CS101 only shows specific concrete pad locations.

Please clarify if more pads are required above what is shown on the drawing, and if so where and what size.

The contract documents are to be adapted for each similar building. The site topology is challenging and additional duct supports may be required depending on the mechanical equipment purchased and it's mounting location. The number of concrete pads shown on CS101 was the estimated quantity required for the equipment and mounting locations in the contract documents. Support ductwork in accordance with SMACNA standards.

107 9000142 Note 29 on C002 calls for all/any openings through chain link fence fabric surrounding HVAC equipment pads.

However this fence is not shown on the civil drawings nor the mechanicals.

Please clarify if fencing is required around these pads, and if so please provide a layout and detail.

There is no fencing required around the HVAC pads/equipment.

108 9000252 In order to satisfy the blast resistant requirements for the windows. Kindly clarify the standoff distance and the charge weight.

ATFP Requirements per UFC 04-010- 01 Standard 10 are prescriptive as defined in the specification. Windows do not need to be designed for specific standoff or charge weight.

109 9000346 Currently building entry/exit points are shown with down lighting. Will upgrades to the area lighting be part of this project?

If so, please define.

Refer to EL101 - First Floor Plan Lighting and EL601 - Luminaire Schedule for entry/exit point lighting plan. Area and site lighting systems (outside of the exterior wall-mounted fixtures at the building entrances) are not in the scope of the project.

110 9000365 8998005 General -Section 01 50 00, Paragraph 3.3.1 - "are electrical and water connections located at the construction site and at the trailer laydown areas?"

On: Jan 11 2021.Government Response.

"Closely review Spec Section 01 50 00, Temporary Construction Facilities and Controls. Section 01 50 00, Paragraph

3.3.1 Temporary Utilities, and 3.3.2

Payment for Utility Services.

Bottom Line: water and electricity are not provided for free and potable water is not available when the camps have been winterized."

Government response did not answer the question - we intend to pay with metered connections, however we need to know if the point of connection exists.

There are existing electrical and water connections to the 12 barracks buildings and 3 boiler buildings. There are NO existing connections at the trailer laydown area.

111 9001881 As per the Government responses to Questions 8978611 & 8997601, this contract requires (6) personnel to supervise this project. The cost for (6) personnel to supervise this project, if indeed required, will be approx. $1.0 million for the duration (400 days).

Is it the Government intent to spend $1.0 million taxpayer money for supervision for the size of this contract?

Considering the size of this project, (2) personnel should be sufficient to have full supervision including QC for the project. If Government accepts two personnel, it will be saving of $700,000.00 to the taxpayers. Please advise.

Carefully review section 01 30 00 paragraph 1.7 for the very specific requirements and times they need to be on site for each key management personnel duties.

112 9002060 This is Tsering, an estimator from Welkin Mechanical LLC. I have few RFI questions;

Is there an existing BMS system that this new system must connect to?

Is there a list of approved manufacturers or systems for the BMS?

It looks like the engineer may have messed up the insulation specification.

You may want to RFI and ask for clarification on the schedule.

The specified elastomeric sheets for the duct insulation are very expensive and I don't ever see it specified for interior ductwork insulation.

Typically we would use fiberglass.

There is no BMS system to connect to.

Each building will have standalone controls.

Fiberglass insulation is not permitted by the UFCs. The ductwork shall be insulated with flexible elastomeric insulation, as stated.

113 9002560 Table 2: Description of Positively- Identified ACM on Page 5 of the Limited Hazardous Materials Survey indicates the materials that are ACM. If possible, please provide the associated lead & asbestos quantities and drawings showing locations.

Carefully review spec sections 02 82 00; 02 83 00; 02 84 16; 02 84 33; 02 85 00 and Appendix 1.2 Haz Mat Report.

There are pictures, tables, and drawings regarding lead and asbestos locations and quantities.

114 9002887 The response to Question #8994381 did not provide an accurate answer. Repair of crack healer totals 28,800SF for both base bid and option. This is the same total floor area of all 12 buildings. Does this mean we are repairing the entire floor slab of all existing 12 buildings?

The base bid calls for 14,400 SF of crack healer. The optional 14,400 SF of crack healer is for additional repairs beyond the base if necessary

115 9002897 Please refer to Question #8993267, 8998023, and 8997952.

If this project is not tax exempt, and the Government does not issue an exempt certificate during the bidding process, we will have to include sales tax that will increase the bid price by $250,000. Does the government estimate include the sales tax for the material purchase for this contract?

The bidder's attention is directed to FAR 52.229-3, Federal State and Local Taxes. Determination of the applicability of taxes is the bidder's responsibility, and bidders are responsible for including all applicable taxes in their bid. After award, the Contracting Officer may be able to assist with obtaining tax exempt certificates, however, assistance with provision of a form is not an assurance that the contractor will be able to purchase materials that are tax exempt.

116 9004059 Are there duct detectors inside the ducts in the barracks?

Duct detectors should be installed only on the supply side of the HVAC unit to initiate shutoff. See Fire Alarm Keynote #3 on Sheet FA-101, and Detail F8 on Sheet FA-701.

117 9004063 Does each Camp Buckner Fire-MNS alarm panel communicate outbound to the Monaco Radio dispatch system?

120 9004070 1) What exactly is the government trying to accomplish with this metering ?

2) The cost of these specific meters are double the cost of the panelboards being metered & they also have an annual software license fee that comes along with them. If in fact these 'SHARK' meters are not a must, we could cut the cost of the metering itself substantially, by using an equal like EmonDmon for example. Please advise.

The Government has decided to REMOVE electrical meters from this project. NO meters will be purchased or installed. References to all metering will be deleted from the plans and specifications. Revised plans and specifications will be issued in a future amendment.

121 9004390 Please confirm that Specification Section

09 01 90.50 PREPARATION OF

HISTORIC WOOD AND METAL

SURFACES FOR PAINTING is applicable to this phase of the project.

Are workers with "historic structure" experience required for this set of buildings?

Workers with "historic structure" experience are not required, though preparation of metal surfaces must still follow the specifications.

122 9004492 Please confirm that all the new sanitary piping above grade should be of cast iron material and below grade piping should be of PVC material.

There is no below grade sanitary sewer piping. All site sanitary piping and associated fittings are above grade and are to be ductile iron. All building plumbing piping and associated fittings are to be cast iron. The cast iron building plumbing pipe must transition into the site ductile iron pipe with a proper fitting.

124 9004692 A call out for a 1hr. fire rated wall assembly is shown on one Latrine building that is closer than 20 feet to a Barracks building. What other Latrine buildings does this apply to and what sections of wall are affected? Is this only for Latrine buildings?

This only occurs at the one building listed on AS100. The distance shown is approximate and only the portion of the wall which is 20 feet or closer to the adjacent building requires the rating. Field measurements should be taken to verify the actual length of the wall that is required to be rated.
