1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed surveys for regulated building materials (RBM) as part of Pre-Renovation Building Services required for Building 620, at West Point Military Academy located in West Point, New York. The purpose of this survey was to assess Building 620 for the presence of regulated building materials, including asbestos-containing materials (ACMs) lead-containing materials and other hazardous materials (OHMs,) as well as perform sampling for mold and radon. Building 620 is a 4-story, approximately 70,000 square foot (SF) structure and was a vacant army barracks at the time of the survey.
Site surveys were performed by a team of Mabbett inspectors, with support from EnviroMed Services LLC (EnviroMed), November 13-14, 2019. Team member accreditation certificates are provided in Appendix A.
Site surveys consisted of the following activities:
A review of facility building information;
An Asbestos Containing Material (ACM) survey of suspect materials (Analysis by Polarized Light Microscopy [PLM] and Transmission Electron Microscopy [TEM]); and Limited Lead Containing Paint (LCP) sampling (Analysis by atomic absorption [AA]);
A visual estimation and inventory of other hazardous materials (OHM);
A visual survey and limited sampling of building surfaces for the presence of mold and fungal spores, and;
Ambient air sampling for the presence of radon.
The survey was limited to the building identified in this report. Sampling locations were determined based upon inspection of each area. Areas and materials outside of this scope of work were not surveyed by Mabbett. Survey and sampling of the roof systems was not performed.
1.1 Summary of Survey Results
Bulk samples of suspected ACM were collected and submitted to a certified analytical laboratory for asbestos analysis by PLM and TEM using stop positive methodology as required by New York State Environmental Laboratory Approval Program (ELAP). Paint chip samples were collected and submitted to a certified analytical laboratory for lead content analysis using atomic absorption spectroscopy. Tape lift samples of building surfaces were collected and submitted to a certified analytical laboratory for the presence of mold / mold spores. Approved air monitoring devices were placed in designated sample locations for a 48-hour period to sample the air inside the building for the presence of radon. The survey efforts yielded the following results and conclusions:
One-hundred and thirty-six (136) bulk samples for suspect ACM were collected in the building.
Based on laboratory analysis of suspect ACM, two (2) of the materials sampled contained asbestos greater than 1%. The Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA) defines ACM as any material that contains greater than one percent (>1%) asbestos.
Eight (8) of the collected samples contained asbestos less than 1% and are considered trace asbestos materials.
Twenty (20) paint chip samples from building surfaces were collected in the building for laboratory analysis and reporting.
Based on laboratory analysis of paint chips, four (4) of the collected samples revealed concentrations of lead in paint that exceeded the U.S. Department of Housing and Urban Development (HUD) threshold of 0.5 percent by weight.

Based on laboratory analysis of tape lift samples collected of surfaces within the building, thirteen (13) surfaces sampled contained rare or higher levels of fungal spores, and five (5) surfaces contained high levels of fungal spores.
The results of indoor air quality tests for the presence of radon indicated that radon levels in Building 620 do not exceed the US EPA’s threshold for taking further action (4.0 pico Curies / L of air).
1.2 Purpose and Objectives
The hazardous material survey was comprised of three primary project tasks including:
Evaluation of existing site conditions and formulation of a sampling plan.
Site survey to collect building material samples for laboratory analysis.
Development of this Hazardous Materials Survey Report.
This project was designed to accomplish two primary objectives: to collect a representative number of building materials for laboratory analysis and reporting; and to use data from the laboratory analysis efforts to estimate the volume of hazardous materials present within the building’s interior and exterior for Burns & McDonnell’s subsequent use in development of an abatement scope and cost. These two objectives were met through a combination of a site visit and inspection to collect building material samples for laboratory analysis; and interpretation of qualitative data collected in the field; and the quantitative laboratory data generated from analysis of the building materials as summarized in this survey report.
2.0 ASBESTOS SURVEY
A visual screening inspection was conducted by a New York State licensed asbestos inspector to identify locations of suspect ACM and conceptualize the sampling program. Only areas that were accessible during the field work phase were inspected, with reasonable efforts made during the initial field survey work to access areas as necessary to complete the asbestos survey and sampling program.
2.1 Sampling Methodology
Bulk asbestos samples were collected using EPA National Emissions Standards for Hazardous Air Pollutants (NESHAP), 40 CFR Part 763, and Asbestos Hazard Emergency Response Act (AHERA) protocols. Bulk suspect ACM sampling was generally conducted according to the following sampling protocol:
Friable surfacing material:
At least three (3) bulk samples collected from each homogeneous area that is 1,000 ft2 or less.
At least five (5) bulk samples collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
At least seven (7) bulk samples collected from each homogeneous area that is greater than 5,000 ft2.
Thermal system insulation:
At least three (3) bulk samples collected from each homogeneous area of thermal system insulation.
At least one (1) bulk sample collected from each homogeneous area of patched area of thermal system insulation.
Sufficient samples collected from elbows and fittings to determine if they contain ACM.
© 2019, Mabbett & Associates, Inc. 3 December 26, 2019 Mabbett Project No. R2019054.000.001 S:\ADMINA\2019054\000\001\HAZMAT Survey Report West Point, NY Bldg. 620 - Final.doc
Bulk samples were not collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.
Miscellaneous material:
At least two (2) bulk sample collected from each homogeneous area that is less than 100 ft2.
At least three (3) bulk samples collected from each homogeneous area that is greater than 100 ft2.
Areas that were inaccessible, or where the survey was limited to visual observation only, are identified below:
Within walls Within fire doors Enclosed pipe/duct chases Inside mechanical equipment/ductwork Above fixed drywall or plaster ceilings Electrical equipment
2.2 Analytical Methodology
The collected bulk samples were submitted under chain of custody (COC) procedures to Ameri Sci of New York, NY for PLM and TEM analysis as required by the New York State Environmental Laboratory Approval Program. PLM analysis of friable materials was performed using NYS ELAP Method 198.1. Samples of Non- Friable Organically Bound (NOB) materials were analyzed by PLM (NYS ELAP Method 198.6) subsequent to matrix reduction. NOB samples that were identified as non-ACM by PLM methods were re-analyzed by TEM (NYS ELAP Method 198.4) for confirmation purposes. AmeriSci is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program
(NVLAP).
All bulk sample results from this inspection are summarized in Appendix B, Summary of ACM Building Survey Results. The EPA, Occupational Safety and Health Administration (OSHA), and Part 56 of Title 12 of the Official Compilation of Codes, Rules and Regulations of the State of New York (12 NYCRR Part 56) defines any material that contains greater than one percent (>1%) asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive for asbestos that met the regulatory criteria of greater than one percent (>1%) asbestos. The laboratory report and COC documentation are provided in Appendix C of this report.
2.3 Materials with Trace Amounts of Asbestos
Where laboratory analysis identified trace amounts of asbestos, that is, less than 1%, the material sampled has generally not been listed as ACM in this report. This determination is consistent with New York State and US EPA definitions of ACM. Federal OSHA regulations may require additional evaluation of materials containing trace amounts of asbestos prior to activities which could cause release of fibers into the air.
Evaluations of materials with trace amounts of asbestos and of the fiber release potential of work practices have not been addressed in this report.

The Occupational Safety & Health Administration (OSHA) does not recognize a “safe” level of lead in paint.
Depending on the method of removal used, even trace amounts of lead in paint may result in airborne concentrations of lead during removal. An employer or contractor who disturbs or removes lead paint must comply with OSHA Standard 29 CFR 1926.62, “Lead Exposure in Construction; Interim Final Rule.”
4.0 INVENTORY OF OTHER HAZARDOUS MATERIALS
A visual screening and inventory was conducted by Mabbett staff to identify quantities of other potential hazardous, non-hazardous, or regulated building materials in order to define an inventory of these materials for future relocation or disposal purposes. The survey included a visual estimation of the following suspect materials:
Light Ballasts (associated with fluorescent light tubes) Light Tubes (e.g., Fluorescent light tubes and HID lamps that may contain mercury or lead) Switches (i.e., mercury switches or gauges) Ozone Depleting Substances (e.g., chlorofluorocarbons contained in air conditioning and refrigeration equipment.
Batteries (i.e., lead acid, nickel cadmium and lithium batteries) Containerized Wastes Miscellaneous (e.g., aboveground storage tanks, smoke detectors, fire suppression systems, hydraulic door stops, solids, liquids, and staining from process areas)
A summary of this visual inventory is presented below in Table 3.

5.0 MOLD SURVEY
Mabbett conducted limited sampling of building surfaces throughout Building 620 for the presence of mold, mold spores and other indicators of the presence of fungal growth. These samples were collected by applying direct exam tape lifts to various surfaces throughout the building for determining the presence of fungal spores and type of fungi present. These samples were submitted under standard COC procedures to EMSL Analytical Services, Inc. of Woburn, MA. Samples were analyzed using EMSL Method MICRO-SOP-200.
The laboratory analytical report is included in Appendix F of this report.
Mabbett collected samples from a total of twenty (20) surfaces throughout Building 620. Of these 20 samples, thirteen (13) surfaces sampled contained rare or higher levels of fungal spores, and five (5) surfaces contained high levels of fungal spores.
The results of the tape lift sampling are summarized in Table 4 below:

6.0 RADON SURVEY
Mabbett team member EnviroMed, as part of the hazardous materials survey of Building 620, conducted ambient air sampling for radon within the building. Fourteen (14) EPA-approved monitoring devices were placed in designated sampling locations throughout the building at a minimum height of 36 inches off the floor, more than one (1) foot away from any surrounding walls and more than three (3) feet away from any windows. Samples were placed in non-utility basement areas that would be used by students, a selection of first floor dorm rooms, and in one second floor dorm room. One (1) field blank was collected for quality control and one (1) set of duplicate side-by-side samples were collected for quality control. These samples were exposed to the surrounding air for 48 hours before being sealed and transported to Aquatek Labs of Woodbridge, CT for analysis.
The Radon Test Report prepared by EnviroMed is included in Appendix G of this report.

7.0 CONCLUSIONS AND RECOMMENDATIONS
7.1 Asbestos
All identified ACM materials must be removed by a licensed asbestos abatement contractor prior to being disturbed. Any suspect materials encountered during renovation or demolition activities that were not identified in this report as being non-ACM should be assumed to be ACM unless sample results prove otherwise. Suspect ACM that may be present within the walls, above inaccessible hard ceilings, or in other inaccessible locations, should be assumed to contain asbestos if discovered during any renovation or demolition process or until otherwise verified.
7.2 Lead Containing Paint
The purpose of the limited LCP survey was to identify similar areas of LCP. During the on-site survey, representative samples of similar areas of interior and exterior building coatings were collected and analyzed for lead content. Occupational exposure to lead in construction is regulated by OSHA regulation 29 CFR 1926.62 “Lead in Construction”, as well as other applicable state and local regulations. These regulations involve the air monitoring of workers to determine exposure levels when disturbing paint containing measurable concentrations of lead. A LCP survey cannot determine the safe level of lead for the purpose of paint-disturbing activities, but is intended to provide guidance as to the locations of LCP.
Employers and contractors may use this information to better determine where worker exposures to airborne lead may occur and, through the interpretation of LCP concentration data, assess the potential magnitude of exposure to their employees and identify the controls necessary to limit health risks.
A concentration of lead greater than or equal to 0.5 mg/Kg percent by weight or 1.0 mg/cm2 exceeds EPA and HUD residential standards is considered an indicator of risk. Representative samples of LCP waste to be generated during building renovation, or following demolition but prior to disposal, should be collected and analyzed using toxicity characteristic leaching procedure (TCLP) in accordance with 40 CFR Part 261.
Management and disposal of lead containing waste must be done in accordance with all applicable local, state, and federal regulations.
7.3 Other Hazardous Materials
The purpose of the inventory for other hazardous materials as completed by Mabbett was to identify potential hazardous, non-building material substances for special handling consideration prior to any planned building demolition or rehabilitation measures. Mabbett identified items that, if removed, should be disposed of or recycled in accordance with applicable Federal and State rules for regulated materials.
Examples of such materials are light ballasts, fluorescent light tubes, batteries, and refrigeration systems.
7.4 Mold
Visible mold was observed in the building, primarily at areas of water intrusion. Analytical findings also confirmed the presence of fungal spores in the building. One particular spore type of concern was Stachybotrys, which is well-known and publicized as a mycotoxin producer. This mold/fungi type tends to grow in water-damaged building materials with high cellulose content, such as wallboard, and produce slimy spores. Because of the slimy nature, the Stachybotrys spores do not easily become airborne. It is an indication of long-term moisture within the building and on the surfaces.

7.5 Radon
The results of indoor air quality tests for the presence of radon indicated that radon levels in Building 620 do not exceed the US EPA’s threshold for taking further action (4.0 pico Curies / L of air).
8.0 LIMITATIONS
This survey report is the result of a diligent and thorough inspection for regulated building materials of the areas and materials that may be impacted by the proposed work in Buildings 620. Although a comprehensive inspection was performed with the majority of the building accessed for evaluation and sampling purposes, Mabbett does not claim to have identified all of the materials that may be present at/in the building. Mabbett has conducted this assessment with reasonable care and has performed this project within generally accepted industry standards. Mabbett makes no assurances that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.

EnviroMed Services, Inc. was retained by Mabbett & Associates to conduct an initial evaluation for airborne radon at dormitory Building B620 at West Point Military
Academy. The testing was conducted in preparation for planned renovations. The building was vacant at the time of testing. HVAC systems were active during the testing period. Windows and doors were closed during and prior to the testing period. The purpose of this monitoring was to determine if the airborne radon levels in the building are below the U.S. Environmental Protection Agency (EPA) recommended action level of
4.0 pico Curies per liter of air (pCi/L).
II. RADON FACTS AND HEALTH RISK INFORMATION
Radon is the second leading cause of lung cancer. It is naturally occurring radioactive gas.
It comes from the natural breakdown (decay) of uranium, which is found in soil and rock all over the United States. Radon travels through soil and enters buildings through cracks and other holes in the foundation. Eventually, it decays into radioactive particles that can become trapped in our lungs when we breathe. As these particles in turn decay, they release small bursts of radiation. This radiation can damage lung tissue and lead to lung cancer over the course of our lifetime. Radon is colorless, odorless, and tasteless. The only way to know whether or not an elevated level of radon is present in any room is by radon testing.
III. SAMPLING METHODOLOGY
Radon in Air
A total of 14 EPA approved monitoring devices were placed in designated sample locations at a minimum of 36 inches off the floor, more than one foot from exterior walls and more than three feet from windows. Samples were placed in non-utility basement areas that would be used by students, a selection of first floor dorm rooms, and in one second floor dorm room. 1 field blank was collected for quality control. 1 set of duplicate side-by-side samples were collected for quality control. The samples were opened and allowed to be exposed to the indoor atmosphere for at least 48 hours, which complies with
United States Environmental Protection Agency (US EPA) sampling protocol. Upon
EnviroMed Services, Inc. B620 – West Point Military Academy Project No. IH-19-649 Radon Test Report completion of the monitoring, the canisters were sealed and transported to Aquatek Labs in Woodbridge, CT for analysis.

The US EPA strongly recommends taking further action when the radon test results are 4.0 pico Curies per liter of air (pCi/L) or greater.
The national average indoor radon level is about 1.3 pCi/L. The higher the radon levels the greater the health risk to occupants. Even high levels can be reduced to below 4.0 pCi/L.
EPA recommends that you use an EPA or State-approved contractor trained to fix radon problems.
V. WHAT DO THE RADON TEST RESULTS MEAN?
If the radon level is below 4.0 pCi/L, you do not need to take action.
If the radon level is 4.0 pCi/L or greater, use the following chart to determine what should be done next. Depending upon the type of test taken, you will have to either test again or take corrective actions to reduce the radon level.
Note: All tests should meet EPA technical protocols.

*If your first short-term test is several times greater than 4.0 pCi/L - for example, about 10 pCi/L or higher - you should take a second short-term test immediately.
VI. CONCLUSIONS AND RECOMMENDATIONS
