About this file

This document provides details regarding a federal solicitation for maintenance dredging of the Hudson River in New York. The U.S. Army Corps of Engineers seeks to remove approximately 130,000 cubic yards of sediment from two areas along the river to a depth of 32 feet below mean low water plus one foot of allowable overdepth. Dredged material will be transported via hopper dredge or mechanical dredge to an upland placement site provided by the government at Houghtaling Island. The contractor must prepare the site and meet all permit conditions for dredging and placement. Work may commence no earlier than September 1st and must be substantially complete between that date and December 31st at one location, and between September 1st and November 31st at the other. The estimated value of the contract is between $5-10 million. Plans and specifications will be available on June 19th and bids are due on July 3rd, with intended award on August 1st and notice to proceed on August 15th. Liquidated damages of $1,271.70 per calendar day will be assessed for delays in completion.

I. INTRODUCTION

The objective of this project was to collect and analyze sediment from the Upper Hudson River for FNC maintenance dredging. This work was conducted in accordance with Appendix B, Attachment 1, of the technical manual entitled “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (Dredging Manual).

ASI performed all sampling and physical analyses (grain size distribution, percent moisture & total organic carbon analysis). Chemical analysis of the samples was performed by ALS in Kelso, WA and Battelle in Columbus, OH. The results of the chemical analyses are not included in this report.

IV. MATERIALS AND METHODS

All sampling and testing were performed in accordance with Appendix B, Attachment 1 of the technical manual “The Management and Regulation of Dredging Activities and Dredged Material in New Jersey’s Tidal Waters” (NJDEP Dredging Manual).

A. Sampling

Test sediment from twenty-one locations was collected from three areas (Albany Turning Basin, Germantown Reach, and Kingston Reach) in the Upper Hudson River by Aqua Survey personnel on April 25, 26, 29, and 30, 2019

The vessel used for sampling, the R/V Pompton was positioned using a Trimble SPS855 Differential Global Positioning System (DGPS).

Sediment collection was performed using a Rossfelder P-3 vibracore with flexible plastic core liners. The project depth was minus 33 feet, including 1 foot overdredge.

The core samples collected were inspected and photographed.

Characteristics were recorded on Sediment Core Logs. All samples were assigned unique ASI sample numbers. These samples were received on ice under chain of custody and were stored at 2-4 °C.

See Figures 1a, 1b, and 1c for the sample locations maps and Table 1 for sample identification numbers and DGPS coordinates.

The appendices contain all supporting documentation including sediment core logs (Appendix A), photographs (Appendix B), chains of custody (Appendix C), sample use forms (Appendix D), grain size distribution and percent moisture (Appendix E), and TOC raw data (Appendix F).

B. Homogenizing and Compositing

Each of the 21 core samples was carefully homogenized using a stainless steel mixer. This procedure followed the specific guidelines found on pages 9-11 and in Appendix A of the Dredging Manual and in ASI’s standard operating procedure SOP/PRP/008. Samples were mixed until uniform in color and texture. Four composites were created from the individual core samples. Table 2 provides sample identification numbers and the compositing scheme.

C. Physical and Total Organic Carbon Analysis

Sub-samples of each homogenized core and the composites were analyzed by ASI for percent moisture and grain size in accordance with the ASTM method D422-63, Standard Test Method for Particle-Size Analysis of Soils, re-approved 2002.

Total Organic Carbon (TOC) was also determined at ASI based on the guidance from EPA Office of Solids Waste and Emergency Response SW-846 Method No. 9060 (Volume IC, Chapter 5, Revision 0, 9/86). The instrument for this analysis was the Dohrmann TOC Boat Sampler, Model 183 (Serial number 98202003), which was connected to the Dohrmann Apollo 9000 TOC Analyzer.

See Appendix E for the grain size distribution and percent moisture raw data and Appendix F for the TOC raw data.

V. PHYSICAL ANALYSIS AND TOC RESULTS

The grain size distribution, percent moisture, and total organic carbon for each core and composite are shown in Table 3.
