1. Reference Drawing C-101 Site Demolition Plan. What size is the existing water tank being removed

Answer – Requirement removed. Reference revised Drawing C-101

2. Drawing C-001, Note # 13. Please list all permits require for this project and associated cost involved?

Answer – Contractor will be responsible for determining required permits and obtaining those permits

4. Drawing C-101 Site Demolition Plan. Demolition shown under proposed building should be included in Bid item 1 or Bid item?

5. The spot elevations shown on the drawings C-002 “Existing Conditions” are unreadable and we can’t determine the existing grades, calculate cuts and fills.

6. Where is the location of the Architectural Concrete specified in the specification section for 03 11 13. 00 10 “Cast-in-place Architectural concrete”?

Answer – Architectural concrete is annotated for knee walls on exterior building elevations.

00 10 “Concrete Finishing” respectively calls for the Rough Slab Finish, Float Finish, Trowel Finish, Superflat Finish, Non-Slip Finish and Dry Shake Finish. Please specify the location of each specified finishes.

Answer – Rough Slab Finish, Non-Slip Finish and Dry Shake Finsh deleted. Float Finish, Trowel Finish, and Superflat Finish revised with indication of location applied.

8. Is there a legible print indicating existing major contours within the limits of disturbance?

Answer – Reference sheet C-104

9. Please provide the cross-section drawing(s) of the retaining walls depicted on the drawing C-102

Answer – refer to amended drawing S-404

10. What architectural finish is required for the external knee walls at the building perimeter?

Answer – Smooth finish. See (revised) Specification Section 03 33 00 Cast-In-Place Architectural Concrete, Article 3.2 and Specification Section 03 35 00.00 10 Concrete Finishing, Article 3.1

11. Drawing A-501: wall sections show slab sitting on foundation wall. Drawing S-402:

shows continuous haunch with an integral 15” slab, what applies?

Answer – A-501 has been revised to reflect that continuous haunch with an integral 15” slab is correct.

12. On the drawings M101 one of the unit wasn’t labeled, see the attached drawing.

Answer – reference M-001 note 2. There are seven (7) steam unit heaters. The seventh unit heater (unlabeled) is located on sheet M-101 along row D and column 3.

13. In the Spec Section 08 71 00 Door 107 and Door 108 are said to have HW set 5, on drawing A-601 Door 108 is not shown, please advise?

Answer – Door 108 is NOT in current design

14. Also in Spec Section 08 71 00 Door 102 and 103 are shown to have HW set 2 but on drawings it shows it having HW set 3, in regards to this Door 103 is not shown on drawing A-601, please advise.

Answer: Door 103 is NOT in current design. Door 102 is assigned to door of room 102 and has Hardware Set HW-2.

15. The specification section for 03 11 13. 00 10 “Cast-in-place Architectural concrete” calls for two type smooth finishes:

a. As cast using flat smooth nonporous forms

b. As cast using fluted, sculptured, board finish or textured form liners.

Which of these two is required? If liner panels are required please specify which of the specified type liners is required.

Answer – Smooth finish. See (revised) Specification Section 03 33 00 Cast-In-Place Architectural Concrete, Article 3.2 and Specification Section 03 35 00.00 10 Concrete Finishing, Article 3.1

16. Item 2.1 of the specification 03 35 00.00 “Concrete Finishing” calls for the DRY SHAKE TOPPING. Due to the latest OSHA strict requirements it became common to substitute the DRY SHAKE with the liquid substitute; the liquid substitute much easier to apply and obviously cheaper. I am attaching the data sheets of the liquid substitute, this product widely had been used lately on the Government projects. Could we use the DRY SHAKE’s liquid substitute?

Answer: As per guidance ("Notes") from Specification Section 09 67 23.15 Fuel Resistive Resinous Flooring, 3-Coat System, NO liquid membrane-forming compounds, surface hardeners or dry shake finish shell be used.

17. The specification section 10 44 16 “ Fire Extinguishers” doesn’t specify the type, quantity and capacity of the Fire Extinguishers. The drawings also don’t show their locations. How many, type and capacity Fire Extinguishers are required?

Answer: Portable fire extinguishers cannot be purchased by military construction contracts. Fire extinguishers are are NOT in current design, BUT brackets for them are part of this contract. See plan on drawing sheet GL101 for locations.

18. Is there a legible print indicating existing major contours within the limits of disturbance?

Answer: Reference sheet C-104 for existing contour line elevation, and post construction contour lines

19. In the Spec Section 08 71 00 Door 107 and Door 108 are said to have HW set 5, on drawing A-601 Door 108 is not shown, please advise. Also in Spec Section 08 71 00 Door 102 and 103 are shown to have HW set 2 but on drawings it shows it having HW set 3, in regards to this Door 103 is not shown on drawing A-601, please advise.

Answer: Door 108 is NOT in current design. Door 103 is NOT in current design. Door 102 is assigned to door of room 102 and has Hardware Set HW-2.

20. The one-line diagram on EP-601 shows solid state breakers to be used in the MDP, however there is nothing in the supplied Specifications for solid state breakers. Please verify that solid state breakers are required in the MDP and if they are please supply a Specification on solid state breakers.

Answer: Solid state breakers will not be required in the Main Distribution Panel (MDP).

Please reference attached amendment which changes Sht. EP-601, Single-Line Diagram by removing the requirement for solid state trip units.

21. On DWG EP-601 note 5 and on DWG ES-101 Keyed note 1 it is mentioned that we need to provide a new 600A breaker in an existing space of the 480V Distribution section of the existing substation 1A1. To properly quote this new breaker we need more details on the existing substation distribution section that it is being installed in. Information we need are as follows: manufacturer, model #, and rating. If we could get a picture of the manufacturers equipment tag and a picture of the front of the distribution section that should give us everything we need to know including what would be involved to install the breaker.

Answer: see attached photos and drawings of substation provided by user

22. Spec section 333216 calls for submersible explosion proof grinder pumps and DWG C- 505 shows an above grade vacuum primed pump station. What do they want?

Answer: reference amended sheet C-505

23. There are no conditions of service or voltage listed on specs or shown of C-505. What is the GPM, TDH and voltage/phase?

24. Based on the provided information impossible to price the door hardware. The door specification 087100 “Door hardware” provides only the Federal Standard numbers, not the required product models, number, etc. The provided standards have the hundred variables, don’t give the intent of the design.

Answer: The hardware specification has the necessary salient features of hardware. As per guidance and regulations, public works projects such as this shall be as open (not sole source) as possible to foster competitive pricing.

25. Drawing A-501 show the J-anchor bolts at the top of the knee walls, but doesn’t provide the bolt’s sizes, material and dimensions between bolts.

Answer: Bolts at these details shall be 3/8" dia. Galv. Stl. At 6'-0" O.C.

26. Due to lack of information and contradictions the suppliers refuses to price the Sewage

Pump Station. The detail and the spec contradict each other and neither of them show the electrical power or flow requirements.

27. The electrical site drawings do not provide any information regarding powering this Pump Station.

Answer: Sht. ET-101 Power Plan (General Note 13) shows the branch circuit for the Sewage Pump Station. Also, see attached Amendment which changes Shts. EP-101, EP- 601 and EP-602 for the branch circuit requirements for the sewage pump station.

28. Per the detail 3/A601 and section 1/A-301 the overhead door coiling doors steps-in inside the building and located at the interior surface of the masonry wall. Here is a problem.

The overhead doors are 16’-0” and 10’-0” high respectively, the masonry walls have only

10’-0” height and nothing above 10-0” masonry to support the overhead doors’ coiling drums, motors and the door truck per the detail 3/A601.

Answer: Structural support (framing, etc.) for overhead doors and components to coordinated with design of metal building manufacturer. See structural drawing sheets S- 403 and S-402 and see (revised) jamb detail 3 on drawing sheet A-601 with continuous vertical steel framing member indicated. See S-403 and S-404 for Metal Building System preliminary beam locations between columns at doors and canopies.

See S-404 Amendment 2 with clarifying notes.

29. General contractors responsibilities in terms of providing design is not clear as there is no RFP or specifications that clarify. It is not clear if the Army will advance their sets to construction level drawings and be the designer of record, or the GC will be responsible for all design components moving forward from this schematic RFP package.

Answer: Contractor will be responsible for the following, but not limited to, the pre-engineered metal building, foundation, pipe bridge, masonry wall, retaining wall as these designs are incidental to construction

30. The bid documents do not define if the GC would be required to provide the calculation package for anything delegated to the GC Engineer.

Answer: Submittal register addresses documents to be submitted to the Government

31. RFP drawings are not certified by registered design professional. Will the Army Corps be the Design Professional of Record for all systems and components or is the bidder responsible for all design?

Answer: Revised sheet S-001 directs contractor to have a professional engineer licensed in New York certify designs

32. RFP drawings do not appear to be construction document level drawings. Will the Army Corps advance the drawing package found in the RFP to construction level drawings or is the bidder responsible for advancing the design to construction level drawings?

Answer: Contractor will be responsible for the following, but not limited to, the pre-engineered metal building, foundation, pipe bridge, masonry wall, retaining wall as these designs are incidental to construction

33. The Pre-Engineered Metal Building is intended to be a delegated design to the manufacturer. Are there any other delegated design components that are expected to be provided by the bidder?

a. There are several portions of the structural drawings and submittal register that suggest the following design items are intended to be delegated to the bidder, please confirm:

i. Building Foundations

ii. Concrete Masonry Unit Walls

iii. Pipe Bridge

iv. Submittal register “05 21 00 SD-05 Design Data – Design Calculations”. It appears bidder is responsible for design and calculation package of pipe bridge, but specifications reference joists where hot rolled steel sections are shown on plans.

v. Submittal register “05 40 00 SD-05 Design Data – Metal Framing calculations” appears to required calculations for metal framing, but no metal framing is apparent on drawings. Please clarify bidder responsibility for design.

Answer:

I, II, III : See drawing S-001 Amendments 1 and 2 which clarify contractor's responsibility.

Delegated design components include:

-Metal Building (manufacturer design) -Metal Building Foundation/Slab (Contractor's Foundation/Slab Engineer) -Dock Leveler (manufacturer design) (Contractor's Foundation/Slab Engineer) -Loading Dock (Contractor's Foundation/Slab Engineer) -Pipe Bridge (Contractor's Structural Engineer) (Contractor's Foundation/Slab Engineer) -Masonry Walls (Contractor's Structural Engineer) iv : The Pipe Bridge drawings are shown on S-302 and S-405.

S-302 shows the joist members spanning between buildings and supporting the piping system.

S-405 shows the support frames consisting of tube members.

v. Review revised submittal register

34. Specifications are provided for special inspections. Special inspectors must be independent third party (and not retained directly by the contractor). Please clarify who is responsible for scope and payment of special inspections.

Answer: Contractor will be responsible for payment and 3rd party commissioning agent

35. On DWG EP-601 note 5 and on DWG ES-101 Keyed note 1 it is mentioned that we need to provide a new 600A breaker in an existing space of the 480V Distribution section of the existing substation 1A1. To properly quote this new breaker we need more details on the existing substation distribution section that it is being installed in. Information we need are as follows: manufacturer, model #, and rating. If we could get a picture of the manufacturers equipment tag and a picture of the front of the distribution section that should give us everything we need to know including what would be involved to install the breaker.

Answer: see attached photos and drawings of substation provided by user

36. The one-line diagram on EP-601 shows solid state breakers to be used in the MDP, however there is nothing in the supplied Specifications for solid state breakers. Please verify that solid state breakers are required in the MDP and if they are please supply a Specification on solid state breakers.

Answer: Solid state breakers will not be required in the Main Distribution Panel (MDP).

Please reference attached amendment which changes Sht. EP-601, Single-Line Diagram by removing the requirement for solid state trip units.

37. The revised S-404 doesn’t show or provide an information regarding the guard rail referenced on 2/A-201. 2/A-201 has a note “guard rail (beyond &not shown) at top of retaining walls of loading dock. See…..” What kind of railing is required? Please provide the detail, sizes, etc.?

Answer: Floor plan on drawing sheet A-101 also has note about guard rail at top of retaining walls. Guard rails here to be continuous for entire length of retaining wall and of dimensions and expressed in detail 8 of drawing sheet A-502, but without kick plate.

Guard rails here also to be galvanized: See Specification Section 05 52 00, sub-part 2.2.10.1
