ATC Associates Inc. 2
1.0 Executive Summary
ATC Associates Inc. (ATC) of Burlington, New Jersey was retained by Rissi Associates Architects, P.C.
(Client) to perform environmental consulting and testing services in support of the proposed renovation of Lakehurst Community Activity Center, Building #484 located at Joint Base McGuire Dix Lakehurst in Lakehurst, New Jersey. The scope of services included a limited Asbestos-Containing Building Materials (ACBM) survey and Lead-Based Paint (LBP) screening.
The one-story building totaled approximately 16,000 square feet. The date of construction and renovation history was unknown. The inspection addressed all interior and exterior building materials with the exception of the roof. The interior finishes were observed to include painted gypsum board wall or concrete block walls, vinyl floor tile, carpeting and acoustical ceiling tiles. Exterior finishes included stucco walls.
Section 3.0 discusses the limited Asbestos-Containing Building Materials (ACBM) survey, which involved locating, quantifying, and assessing the condition of all accessible suspect ACBM, using bulk sampling and visual inspection techniques to develop a report which identifies the extent of the asbestos-containing materials present within the space. The asbestos inspection was performed by EPA-accredited asbestos inspector Mr. James Heron from September 13, 2011 through September 16, 2011. A total of fifty-nine (59) samples of suspect ACBM were collected, forty-nine (49) of which were analyzed for asbestos content via Polarized Light Microscopy (PLM). In addition, twelve (12) bulk samples of non-friable materials were further analyzed via Transmission Electron Microscopy. ATC's inspector performed both the visual inspection and bulk sampling in accordance with methods outlined in the U.S.
Environmental Protection Agency (EPA) guidance document titled, "Guidance for Controlling Asbestos- Containing Materials in Buildings" (Document No. 560/5-85/024). The findings of this report are based upon observations of accessible areas and the number of representative bulk samples that were collected and analyzed. Please refer to Appendix A for all laboratory analytical results.
- Table I – Bulk Sampling Results, found in Section 3.2, contains the bulk sample results of suspect ACBM sampled and analyzed from the building. This table includes the material descriptions, approximate sample locations and laboratory analytical results. ATC identified twenty-six (26) building materials suspected to contain asbestos, five of which were determined to be asbestos-containing including vinyl floor tiles and associated mastic, mastic beneath carpeting, exterior door caulk and exterior window caulk.
- Table II – Summary of Asbestos-Containing Building Materials, found in Section 3.2 contains a summary of identified ACBM including locations, types of material, estimated quantity of the material and general material condition.
General recommendations, based on the visual inspection and bulk sample analytical results, are discussed in Section 3.3. All suspect asbestos-containing materials uncovered during renovation activities and not identified within this report, should be assumed to be asbestos-containing, unless future bulk sampling determines otherwise.
In Section 4.0, the findings of the limited Lead-Based Paint (LBP) screening are discussed. Mr. James Heron, a New Jersey licensed Lead Inspector/Risk Assessor, performed the LBP screening on September 14, 2011. Mr. Heron performed representative testing of existing painted surfaces using an X-Ray Fluorescence Spectrum Analyzer (XRF). Test results revealed that Lead-Based Paint (equal to or greater than 1.0 mg/cm2) was identified on several components including doors, door frames, wall, structural steel, door header, support post and deck support. In addition, some of the painted surfaces in the interior
ATC Associates Inc. 3 and exterior of the building are considered to be lead-containing paint (greater than 0.0 mg/cm2 and less than 1.0 mg/cm2). It is recommended that any contractor performing work that will disturb these surfaces comply with OSHA standard 29 CFR 1926.62, “Lead in Construction Standard,” as well as all applicable federal, state, and local requirements pertaining to the disturbance of lead-containing paint. Please reference Appendix B for a complete listing of representative test results.

3.0 Limited Asbestos-Containing Building Materials Survey
3.1 Sampling Methodology
The limited survey was performed by an experienced asbestos building inspector, who conducted a thorough inspection of representative accessible areas throughout the space. Bulk samples, representing individual homogenous areas of suspect materials were collected in a randomly distributed manner.
The Client retained ATC to conduct an asbestos-containing building materials (ACBM) survey, in an attempt to identify suspect building materials as either asbestos-containing or non-asbestos-containing.
Suspect building materials exist in the form of thermal systems insulation (TSI), surfacing materials, and miscellaneous materials.
For the purpose of this report, ATC has classified the asbestos-containing materials as being in either Good, Fair or Poor condition. The following are the general definitions of each category:
Good Condition Any material which is intact with no noticeable damage
Fair Condition Any material with a small amount of overall or localized damage (generally less than 10% of the entire area).
Poor Condition Any material with a large amount of damage (generally greater than 10% of the entire surface area).
3.2 Asbestos-Containing Building Materials

ATC offers the following observation with regards to the asbestos survey:
ATC identified twenty-six (26) building materials suspected to contain asbestos, five of which were determined to be asbestos-containing including vinyl floor tiles and associated mastic, mastic beneath carpeting, exterior door caulk and exterior window caulk. Any other suspect asbestos-containing materials uncovered during demolition/renovation activities, not identified within this report, should be assumed to be asbestos-containing, unless future bulk sampling determines otherwise. A conceptual cost estimate for the removal and disposal of all asbestos-containing materials identified in the survey is Forty three thousand one hundred fifty dollars ($43,150.00).
Forty-nine (49) bulk samples of suspect materials were analyzed by EMSL Analytical, Inc. of Cinnaminson, New Jersey using the approved Polarized Light Microscopy with Dispersion Staining (PLM/DS) method. By using the PLM/DS method, a trained microscopist is able to identify and distinguish between asbestos group minerals and other fibrous materials such as cellulose (paper), mineral (rock), wood, or glass fiber. The quantity of each of these substances is estimated on a weight basis and recorded as a percent. Only the asbestos content, if any, is recorded in the bulk sample ‘Report of Analysis’ (Appendix A). If a material contains greater than 1% asbestos, it is considered to be asbestos-containing material. In addition, twelve (12) samples were further analyzed via Transmission Electron Microscopy (TEM) analysis in accordance with State of New Jersey Department of Labor and Workforce Development regulations.
EMSL Analytical, Inc. is accredited by the EPA for "Interim Asbestos Bulk Sample Analysis Quality Assurance Program". EMSL is also accredited by the National Voluntary Laboratory Accreditation Program (NVLAP). The PLM/DS analytical method is modeled after 40 CFR Part 763, Subpart F, Appendix A: "Interim Method for the Determination of Asbestos in Bulk Insulation Samples".

4.0 Lead Based Paint Screening
ATC performed a lead-based paint (LBP) screening of representative interior and exterior surfaces at Building #484. For this screening, ATC utilized the RMD LPA-1 X-Ray Fluorescence Analyzer (XRF) to determine the lead content in painted surfaces.
At this time, there are no federal or local regulations that specifically identify testing procedures for non-residential structures scheduled for renovation/demolition. ATC followed the instrument manufacturer’s testing methodology. Any XRF readings above 0.0 mg/cm2 must be addressed as a lead-containing paint and is a possible exposure hazard to workers impacting these coated surfaces under the OSHA Lead in Construction standard found at 29 CFR 1926.62.
4.1 Summary of Findings
Test results revealed that Lead-Based Paint (equal to or greater than 1.0 mg/cm2) was identified on several components including doors, door frames, wall, structural steel, door header, support post and deck support however, some of the painted surfaces tested are considered to be lead containing paint by definition (greater than 0.0 mg/cm2 and less than 1.0 mg/cm2). It is recommended that any contractor performing work that will disturb these surfaces comply with OSHA standard 29 CFR 1926.62, “Lead in Construction Standard,” as well as all applicable federal, state, and local requirements pertaining to the disturbance of lead-containing paint. Table III summarizes those components which were found to have LBP coatings. Please reference Appendix B for a complete listing of representative test results.

4.2 Regulatory Implications and Regulations
Worker Protection
The implications of lead-containing paint existing in a non-residential building are related to the future use of the facility and the need to impact these painted surfaces during the renovation/demolition process.
OSHA defines any detectable levels of lead as a potential lead exposure hazard to workers doing construction-type work on these surfaces and requires appropriate safety and health measures be followed as stated in 29 CFR 1926.62. OSHA states that until the employer performs an exposure assessment and documents that employees are not exposed above the permissible exposure limit (PEL) of greater than 50 micrograms per cubic meter (µg/m3) of air, the employer must treat employees as if they were exposed above the PEL for the following operations:
• Manual demolition of structures, manual scraping, manual sanding, and use of heat gun where lead-containing coatings or paints are present;
• Abrasive blasting, enclosure movement and removal;
• Power tool cleaning;
• Lead burning;
• Using lead-containing mortar or spray painting with lead-containing paint;
• Abrasive blasting, rivet busting, or welding, cutting, or burning on any structure where lead-containing coatings or paint are present;
• Cleanup activities where dry expendable abrasives are used; and
• Any other task the employer believes may cause exposure in excess of the PEL.
Work precautions include providing respiratory protection, protective work clothing and equipment, changing areas, hand washing facilities, biological monitoring, and training until an exposure assessment has determined that the work activity will result in a exposure below the PEL. Additional requirements under this standard include a written compliance program as well as record-keeping.
Waste Disposal
Under the EPA Resource Conservation and Recovery Act (RCRA), if LBP is present, waste must be characterized as hazardous or nonhazardous for disposal. The LBP waste must be tested using the Toxicity Characteristic Leaching Procedure (TCLP) to determine if it is above or below the allowable regulatory threshold, which for lead is 5 ppm (milligrams/liter). Therefore, ATC recommends that the waste generated during the proposed building renovations be properly characterized in accordance with
RCRA.
Metal that is being removed, which contains LBP, is exempt from the requirements of RCRA since it is not considered a waste as it can be sent to a scrap facility for recycling. ATC recommends that the owner receive a receipt or bill of lading from the scrap facility stating that the scrap metal was accepted and purchased by the scrap facility.

Re: Microbial and Indoor Environmental Quality Evaluation
Lakehurst Community Activity Center, Building 484 ATC Project Number: 68.23542.0012
Dear Mr. Rissi:
Rissi Associates Architects, P.C. had authorized ATC Associates Inc. (ATC) to perform a microbial and indoor environmental quality (IEQ) evaluation at the Lakehurst Community Activity Center, Building 484. The baseline IEQ study involved measurements for temperature, relative humidity, and carbon dioxide. Air samples were also obtained for total mold spore count (encompassing both living and non-living mold spores) identifications. This evaluation was performed to determine possible indoor air quality issues that may exist within the facility.
In addition to measuring basic IEQ parameters, a random visual inspection of the mechanical systems and spaces was performed to evaluate conditions that have the potential to affect IEQ.
The effects of many different conditions and potential contaminants must be considered in order to evaluate indoor air quality. Temperature and relative humidity are parameters that are measured to evaluate occupant comfort. Carbon dioxide is monitored as an indicator of adequate supply and distribution of outdoor makeup air. For this survey, monitoring was conducted for these parameters and visual inspection was performed for microbial contaminants.
Measurements were conducted using a Metrosonics AQ-5000 electronic IEQ sampling meter.
This report presents the initial findings of this assessment with results of laboratory analysis of air samples and indoor air quality parameters of temperature, relative humidity and carbon dioxide conducted on September 13, 2011 by James Heron of ATC.
Microbial and IEQ Evaluation ATC Project Number: 68.23542.0012 Rissi Associates Architects, P.C. October 10, 2011
BACKGROUND INFORMATION
General Construction: Building No. 484 is a single-storied building located in a secured area of Joint Base McGuire Dix Lakehurst (JBMDL) in Lakehurst, New Jersey. The footing of this facility is built with a slab-on-grade pored concrete floor. The building shell is constructed with a concrete frame with masonary filled walls and concrete floors. The interior of the building was originally utilized as a cafeteria/recreation space.
The building itself appeared to be positioned in a topographic location that allowed the water from the perimeter locations to be drawn away. The surrounding land sloped down away from the building.
OBSERVATIONS
The following observations were noted:
• The building was partially occupied during this survey. The conference room and associated restrooms were occupied during the daytime and/or evening hours. The Flight Deck Bar was occupied after 1600 PM daily. The remaining areas remained un-occupied.
• The heating/cooling system was a forced air system sourced out of the boiler room.
• The floors were concrete on-slab, the majority of which were covered with carpeting or ceramic tiles. The walls were cinderblock with an interior gypsum board finish. The ceilings were composed of either; 2’ x 4’ suspended ceiling tiles, 2’ x 2’ suspended ceiling tiles or 12” x 12” interlocking ceiling tiles. All areas held a metal deck ceiling above the ceiling tiles.
• Visible evidence of water damage and/or mold was evident in the following locations:
Serving Area, Kitchen, Galley Offices, Galley Hall, Galley Man’s Room and Dish Room.
This condition was most likely sourced from the various areas within the building revealing water accumulation from the un-insulated ductwork.
• The temperature levels ranged between 65.6° and 77.7° Farenheit.
• The relative humidity levels ranged between 53.7% and 87.9%.
BIOAEROSOL SAMPLING AND ANALYTICAL DATA
ATC collected bioaerosol samples for total non-culturable fungal spores in the ambient indoor air within Building #484, as well as outdoors for comparison. ATC utilized Zefon Air-O-Cell™ microbial spore trap cassettes to collect samples of non-culturable fungal bioaerosols for 10 minutes, at a flow rate of 15 liters per minute. With this bioaerosol sampling technique, the flow rate of the vacuum pump was calibrated prior to and following each sample collection.
Calibration was performed with a Gilian GilibratorTM primary standard airflow calibrator with interchangeable flow cell assemblies.
The air samples were submitted to the EMSL Analytical, Inc. in Cinnaminson, New Jersey for analysis of predominant fungal species and estimated concentrations.
The following table provides a synopsis of the results of the non-viable air sampling. The spores in Table 1 represent both living and non-living fungal spores.

Total non-culturable spore concentrations found inside the building were lower than or equal to outdoor total non-culturable spore concentrations. The inside samples were dominated by Basidiospores, Cladosporium, Ascospores and Aspergillus/Penicillium, which were also dominant outside the building.
Elevated spore levels of Aspergillus/Penicillium were detected in the Serving Area. The source of these spores was most likely from the ceiling tiles in this space that have been historically water-damaged.
Direct Read Comfort Parameters
General Indoor Air Quality Standards
ATC collected environmental data for indoor air (comfort) parameters (i.e. temperature, relative humidity, and carbon dioxide concentrations) on real-time instrumentation during the survey conducted on September 13, 2011. These readings were obtained when the building was partially occupied, and do not represent levels of the same parameters that would be measured during normal occupied conditions of the same spaces.
Monitoring for temperature, relative humidity and carbon dioxide were obtained using a TSI Q- Trak™ Plus Model 8554 IAQ Monitor. Data logging was conducted from representative areas of the building. Additional measurements were obtained from the building exterior for comparative purposes. The data was compared to The American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) recommended ranges in ANSI/ASHRAE Standard 55-2004, Thermal Environmental Conditions for Human Occupancy) and ANSI/ASHRAE Standard 62.1-2004, Ventilation for Acceptable Air Quality.
Temperature:
ASHRAE recommends that indoor temperatures be maintained between 69 and 79 degrees Fahrenheit (°F) (ANSI/ASHRAE Standard 55-2004, Thermal Environmental Conditions for Human Occupancy). These values are considered the comfort zone, i.e., acceptable ranges of temperature for persons wearing typical clothing. These “comfort zones” assume that occupants are engaged in only light activity, such as what would be performed in a typical office setting.
Relative Humidity The ASHRAE relative humidity range is between 30% and 60% (ANSI/ASHRAE Standard 55- 2004, Thermal Environmental Conditions for Human Occupancy). These values are considered the comfort zone, i.e., acceptable ranges of humidity for persons wearing typical clothing. These “comfort zones” assume that occupants are engaged in only light activity, such as what would be performed in a typical office setting. Low relative humidity can result in eye irritation and complaints of nose and throat discomfort. High humidity levels (over 70%) can promote the growth of microorganisms on building surfaces and furnishings and cause or contribute to microbial IAQ problems.
Table 2 Acceptable Ranges of Temperature and Relative Humidity - ASHRAE 55-2004
Winter Temperature Summer Temperature Relative Humidity

Carbon Dioxide Carbon dioxide (CO2), a product of combustion and human respiration, is a commonly used indicator of overall air quality and ventilation rates within an occupied building. The levels found in buildings are primarily a function of the rate and amount of outside air delivery to the occupied space, the effectiveness of air distribution within the space, and the occupancy of the space. It is generally accepted that an inadequate fresh air supply may cause problems such as irritation of the eyes, nose, and throat; headaches; and respiratory difficulties due to a general build-up of non-specific contaminants and odors. Table 3 below identifies the acceptable levels of Carbon Dioxide for an occupied office environment.
