Revisions to 00 80 00.18 as follows:

o Paragraph 1.2 g. of section 00 80 00.18 shall be replaced in its entirety by following:

The Contractor may only work at the project site(s) on weekdays between 7:00 AM and 4:30 PM. No work shall be performed on weekends, Federal Holidays, Picatinny Armed Forces Day, the day after Thanksgiving, and the days between Christmas Day and New Year's Day without prior COR approval. Exceptions:

Could include but are not limited to Disconnections and shutdowns of existing utilities for tie‐ins, and/or demolition, and/or other work requiring disconnection of existing utilities (e.g. such as work that presents a hazard to existing utilities).

All work associated with such disconnections, shall be accomplished on a

Saturday, and must be completed the same day the work is started. See "Utility Service Interruptions and Shutdowns" paragraph within this Section 00800.

Projects within the Robinson Enclosure:

The project site is within the Robinson Enclosure, a secure area at Picatinny

Arsenal. All personnel must have obtained security badges from the Visitor

Reception Center that allow access into the Robinson Enclosure. Personnel and vehicles entering the Enclosure are subject to inspection upon ingress and egress. On average, it will take no more than five (5) minutes per vehicle for ingress and three (3) minutes for egress. Contractor personnel must escort delivery men/vehicles from the Robinson Enclosure Gate to the project site and return to the Robinson Enclosure Gate.

In addition, an ingress/egress gate exists on 20th Avenue just past the intersection of O’Brien Road. Range Control operates this gate. Vehicles must be registered with Range Control in B611 and authorized else escorted by authorized vehicle to pass through the gate. Contractor should expect registration (one time activity per vehicle) to take no more than ten (10) minutes per vehicle.

The project site is located within an area that conducts energetic operations. As such, daily contact and coordination with Range Control, at B611, shall be required. Resultant of other energetic activities in the area the contractor should expect, on average, four (4) work stoppages per work day with each duration not exceeding fifteen (15) minutes, totaling one (1) hour per day.

Contractor will be advised if an energetic activity in the area will require operations to cease and all workers to take cover. If required to take cover, all personnel must remain in the control room/safety bunker or away from the site until the Range Safety Officer gives the clearance to proceed operations.

Mileage on the road from the Robinson Enclosure Gate to the project site is approximately 1.5 miles. The majority of this roadway is narrow (15 feet), winding, and steep (45 degree incline). During the winter the Robinson

Enclosure has the lowest priority for snow plowing. Contractor shall consider as part of the bid that there will be two (2) or three (3) day delays after a snow event of several inches and that 20th Avenue and/or Bear Swamp Brook will be closed for a total of five (5) days throughout the project due to inclement weather.

The following procedures must be strictly followed for your safety:

All visitors MUST obtain clearance from and Sign in/out at Range Control when entering/exiting the 600 Area. Radio and GPS devices shall be issued to contractor staff, by Range Control, upon request to enter the 600 Area.

Devices shall be returned to Range Control by 4:15pm daily.

All workers will receive a safety briefing conducted by Range Control. This is an annual briefing requirement and will be required to participate in a refresher briefing one (1) year after their initial briefing.

Proceed directly to your destination; do not enter any area for which you have not been specifically granted clearance by Range Control.

When escorting, Contractor’s vehicle shall have Range Control issued radio and GPS. Driver shall maintain radio contact with Range Control.

During concrete and other delivery operations that would affect the flow of traffic, Contractor shall provide a minimum of two (2) flagmen to control traffic on the road.

Emergencies: Follow contact chain within the contract though request Range Control is contacted via radio or 973‐724‐4788.

Do not carry lighters, matches, or flame producing devices within the

Robinson Enclosure.

Power off all electronics; cell phones, PDAs and blackberries. If use is required ask Range Control if it is safe to utilize the device in that specific location.

Contractor is advised that advance coordination with the Contracting Officer’s Representative (COR) is critical. For critical activities, such a concrete deliveries and utility outages, the COR will have to coordinate with Range Control to arrange for activities to limit adverse affect on mission activities. Disconnection and shutdowns of existing utilities for tie‐ins, and/or demolition, and/or other work requiring disconnection of existing utilities shall be accomplished on Saturdays and service must be restored the same day work is started.

Additionally, Contractor shall take note of the following:

Red Lights: NEVER proceed through a Red Light; Energetic Operations are in progress. If guidance is needed, call Range Control via radio or at 973‐724‐4788.

Barricades/Ropes: Do not proceed if barricade/rope is blocking access; Energetic

Operations are in progress. If guidance is needed, call Range Control via radio or at 973‐724‐4788.

Red Flags: The display of a Red Flag at the entrance to an area indicates energetics are on‐site. Do not enter areas where red flag is raised on the pole.

Siren: 3 short blasts from a siren indicate that an energetic activity is imminent.

1 long blast indicates activity is complete.

Unexploded Ordnance: (UXO) may exist in the area. Do not pick up, kick, or touch anything on the ground. If you see something on the ground, DO NOT

APPROACH. Leave the area immediately follow the communication plan in the contract. As a courtesy contact Range Control, 973‐724‐4788, and notify of approximate location.

Safety Signs/Notifications: Orange Hazard Signs marked with 1, 2, 3 or 4 indicate energetic storage or energetic are on site.

o Paragraph 1.72 of section 00 80 00.18 shall be replaced in its entirety by following:

Trenching and Excavation: Excavation and related work shall be completed in scheduled phase between blocks or manholes for installations requiring testing. Work shall be barricaded in accordance with US Army Corps of Engineers Safety Manual EM 385‐1‐1 and

Munitions and Explosives in below paragraph. For excavations in which testing is not required, the trenches shall be backfilled at the end of the day except for the last 15 feet. Backfilling must be accomplished daily;

established structures and plantings must be avoided; excavation shall not begin until material and equipment for the specified portion of the job is available on the site. Trenches or excavations which cut (must be accomplished by saw‐cutting) roads, parking lots, driveways and delivery routes shall be fully coordinated between the Contractor, and the

Contracting Office Representative a minimum of 15 business days prior to excavation. The Contractor shall provide non‐skid surface, steel road plates until the vehicle routes are permanently repaired. Excavations and the repair, which will traverse completely across vehicle routes, shall be scheduled in stages, which allow crossing of vehicles until road plates, and/or permanent repairs are in place. Traffic Plans shall include proposed detours and signage, and shall be submitted for approval, as applicable.

Munitions & Explosives: The Construction site is located within an area designated to possibly contain munitions and explosives of concern

(MEC). Prior to soil disturbance by the construction contractor, a subsurface MEC removal action was completed by qualified UXO personnel within the identified construction footprint and operating areas required for support of construction activities. No Munitions of Explosive Concern were located, but there still exists the possibility of uncovering Munitions Debris (MD) which will be the responsibility of the MEC Contractor. Excavation activities might encounter more significant amounts of MD. Of particular note are areas below existing buildings and paved surfaces, as these areas were not subject to a removal action. For all phases of earth works including soil fill/cutting, stand‐by construction support will be required.. During fill activities, the contractor shall push material ahead of the dozer in lieu of dragging material to prevent unearthing potential MD. This method shall be employed until the native soil surface is covered, then normal fill activities may commence. During any excavation or digging work, the Construction Contractor (herein referred to as the Contractor) shall coordinate closely with the COR and a MEC contractor (herein referred to as the MEC Contractor) who shall provide stand‐by construction support in accordance with DoDM 6055.9‐ M, Volume 7 and USACE EP 75‐1‐2. The MEC contractor will be under a separate contract with the Government/Picatinny Arsenal and is not part of this solicitation. A minimum of one Unexploded Ordnance (UXO) Technician III and one UXO Technician II qualified per DDESB Tech Paper 18 shall be on site to provide construction support during all intrusive soil activities within the construction footprint as required by the Corps of Engineers COR and Picatinny Safety Office. If required, multiple teams of UXO Technicians will be on site to support intrusive activities in separate locations. The Contractor shall incorporate the construction support work plan provided by the MEC contractor into the contractor's site safety and hazardous waste work plans. During performance of intrusive activities, the Contractor shall obey any instructions provided by the MEC contractor to ensure that the work is performed in a safe manner. In the event that MD or MEC is found, the MEC contractor shall be prepared to dispose of the item(s) at a location other than the work site and shall direct the COR & Contractor concerning safe activities and/or evacuation procedures. The contractor shall incorporate these requirements into its construction schedule. The contractor shall ensure that the MEC contractor is on site as required to prevent unnecessary delay to the contract schedule for Munitions and Explosives.

Revisions to Contract Clauses as follows:

o Replace contract clause 52.211‐12 LIQUIDATED DAMAGES‐‐CONSTRUCTION (SEP

2000)
