AMENDMENT 0005

Amendment #5 for W912DS-R-12-0014, Ballistic Evaluation Complex (BEC) Phase I & II, Picatinny Arsenal, NJ

For Information Purposes Only

After completion and prior to contractor turnover of Building 636E, 636K & 636L the Contractor shall allocate 5 working days (from Monday to Friday) in the schedule to allow the government to perform live fire testing.

Answers to Contractor Questions

Question 1:

Specification section 083416.1.2.4.1 Deflection Requires the door system to be designed for deflections in the structure supporting the top of the hangar door system of 3" uplift and 10" down. Structural drawing 6S401 shows the structure supporting the roof as reinforced concrete.

It is highly doubtful that the roof will deflect anywhere near as much as specified. Furthermore, to accommodate this deflection the hangar doors must be designed with a telescoping top guide system. The only way to create weather seals with this system is to have exposed hanging head flashing attached to the underside of the concrete. These will be sheet metal panels hanging down a minimum of 15" off of the underside of the concrete. These panels will be permanently attached and exposed to the blast loads. Please verify the actual anticipated deflection of the roof.

Response:

For our concrete construction including the 6-ft deep girders at the edge of roof slab of the firing bay in building 636E, the maximum estimated vertical and lateral deflections under muzzle blast are in the order of 0.50 inches. Similar vertical and lateral deflections for the work/ Maintenance bay in building 636E, are in the order of 0.25 inches. Any other deflections under roof live or snow loads will definitely be less than those for blast.

Question 2:

Specification section 083416.2.1.7.2 Vertical Floating Head Top Guide Rollers Based upon question 1 above, please verify if this system is required. We recommend using a fixed pancake style roller if the actual roof deflections are within a total range of 3" to 5". This will allow the designer to eliminate the hanging head flashing. Note: Section A1/6A-401 indicates the door system will use fixed pancake top guide rollers.

Response:

As previously explained in our response to question-1, estimated deflections of door supports are to be within a fraction of an inch. That being stated, the door manufacturer should use the most appropriate system for the top guide support.

Question 3:

As currently designed per drawing 6S-401 and A1/6!-401 the top guides of the hangar door system will be exposed. Is there a requirement to design these top guides for blast loads?

Response:

During gun firing operations, gun barrels will be within the front end of the firing bay while all hangar doors will be in the open position. Therefore, door guides and any other accessories attached to the bottom of concrete girder will be exposed to repeated effects of high muzzle blasts in the order of (Pmax = 40 psi, Itot = 100 psi-msec). They will have to be designed to withstand these repeated blasts without showing any excessive deformations or signs of damage (i.e. Designed for Elastic Response)

Question 4:

The top guides for the hangar door system currently down into the opening limiting the clear opening height. Is it preferable to recess these into the concrete above?

Response:

As per our response to question-3, it would be advantageous to relocate the top guides of the hangar door from the bottom face of concrete girder to the less exposed side face. This will result in a considerable reduction in blast loading to be considered in the design of door guides and accessories (i.e. Pmax = 12 psi, Itot = 32 psi-msec). Additionally, larger door opening can be utilized with door guides being recessed.

Question 5:

The door schedule on sheet 9A-602 indicates the blast resistant sliding doors are to be 5" thick.

Drawing 6S-405 indicates the doors are the be a "Sliding Single Steel Plate Blast Door". Is it the intention that the door be a single 5" thick plate? The plate shown scales out to 1" thickness. Our blast analysis indicates that a 1" plate will not meet the maximum end rotation requirement.

Specification section 082953.2.5 specifies face sheets and structural core. Please provide design intent as guidance.

Response:

Detailed designs for these Blast doors were left for the manufacturer to provide for evaluation and approval, and our design engineers provided detailed specifications (see section 8.39.53:

Blast Resistant Sliding Doors) to guide the manufacturer in arriving at an acceptable design.

Our engineers have also completed preliminary designs of these doors to verify that a single steel plate construction (around 1.75-in thick) can satisfy all performance requirements and that door frames and attachments to supporting RC walls can be practically detailed and constructed without the need for any changes to the current structural design.

However, if the contractor provides a different door design that employs a stiffened plate construction using face plates and core structural sections, we are willing to accept it provided that it satisfies all performance requirements indicated within the specifications.

Question 6:

Specification section 083953.2.2 defines Trolleys and Track Beam as the method with which to support the door weight. The track beam and trolleys are not shown anywhere in the drawings.

The orientation of a track beam and trolleys has inherent weakness for a blast resistant door in that both will be exposed to the blast effects. Also, it is impossible to run the track beam perpendicular to the hangar doors as intended as the track beam will intersect each of the hangar door top guides. The track beam cannot be discontinuous at the hangar doors, and the hangar door top guides cannot be discontinuous at the track beam. Please indicate how this is to be accomplished.

Response:

Response will be issued in future amendments.

Question 7:

Specification section 083953.2.7.1 calls for hot-dip galvanizing after fabrication where practicable. Who decides what is practical? Hot-dip galvanizing of welded structures causes them to warp as internal stresses caused by the welding process are eased. The result is a door that is not straight or plumb. Hot-dip galvanizing of individual components makes them impossible to weld without stripping of the galvanizing at the weld points. This leaves the weld points, arguably the most critical parts of the structure, unprotected and requiring prime painting.

Is it permissible to forego hot-dip entirely and instead specify a zinc rich primer be applied after fabrication?

Response:

A zinc-rich primer would provide the same level of corrosion protection as that of hot-dip galvanizing. We understand that welding will be required to fabricate such a large-size blast door by combining at least two separate steel plates. We agree that welding galvanized plates will involve vaporizing the galvanizing agents (zinc, lead) within a certain area around the weld area due to the excessive heat of welding. However, we think that restoring corrosion resistance to the affected area can be easily achieved by using special zinc-rich paints applied after welded plates have cooled off and cleaned to receive the protection coats. Therefore, a zinc rich primer to be applied after fabrication for the entire door is not permissible.
