ANSWERS TO CONTRACTOR QUESTIONS (FOR INFORMATION PURPOSES ONLY)

1. Question:

We are going to be quoting the food service equipment on the West Point Middle School but the written specs only go up to Item #38 even though the equipment list has twice that many items.

Where can I find the written specifications (for makes and models) on Item #39 - #W2C?

Response: Refer to Amendment # 4 dated 17 Aug 2011 Changes to Specifications, Section 11 06 40.13-14 subpart 2.1.2 for descriptions of additional equipments.

2. Question:

Section 21 13 13.00 10, para. 1.2.1.2 states that the basis for the hydraulic design is a static pressure of 38PSI with 34PSI available at 675GPM, and Section 21 30 00 page 9, para., 2.2 calls for a 500GPM pump @ 80PSI. It is further stated that the pump taken out to 150% of rated capacity at 65% of rated pressure (this is a code requirement). Our sprinkler sub thinks that this would be 750GPM @ 52PSI which will suck the main dry and possibly collapse the main, aside from not having enough water to adequately test the pump. Please review and confirm requirements.

Response: While your sprinkler sub is correct in pointing out the pump output at 150 % of rated flow capacity at 65 % of rated pressure as part of the commissioning and initial testing, our calculations indicate an expected residual pressure of 33 psi on the incoming water supply based on extrapolation from the hydrant flow test results. We have no concerns about the incoming main flowing 750 gpm at 33 psi residual.

3. Question:

Section 21 13 13.00 10: Specifications don't reference to UFC nor any other MilSpecs. Absent that, the New York Uniform Fire Code requires standpipes if the elevation of the floor level, of the highest floor, is greater than 30 feet above fire department accessibility, above grade. The building height exceeds 30' from every perspective, not including the sub basement.

Complicating this further is the question above. NFPA 14 requires 500gpm for the first standpipe and an additional 250gpm for every standpipe thereafter. That brings to 750 gpm and there is only 675gpm available in the street. Please advise if standpipes are required.

Response: Per UFC 3-600:

“4-5.1 Class I Standpipe Systems Class I standpipe systems must be provided in exit stairways of buildings four stories or more in height. These systems must not include hose.

Class I standpipe systems must also be provided in facilities where it is not practical to reach major portions of the building with fire fighting hose lines extended from the exterior of the building, regardless of building height.”

RJA (Designer of Record) determined that the building did not require a standpipe because the building was less than 4 stories, and because all portions of the building were accessible by fire department apparatus.

4. Question:

Dwg. F-102 shows the backflow preventer downstream of the fire pump. Please check & advise as it is generally located between the flanged underground and the fire pump.

Response: UFC-3-600 requires the backflow preventer to be located on the suction side of the pump as indicated on our drawings.

5. Question:

Section 21 13 13.00 10, para. 2.2: Would a vertical inline pump be acceptable in lieu of horizontal pump?

Response: A vertical inline pump will be acceptable in lieu of a horizontal split case pump if the following requirements are met:

a. The pump curve of the vertical inline pump matches that of the horizontal split case pump used as the basis of design.

b. The owner must understand that this arrangement does not negatively impact pump performance, however, since the entire driver unit must be removed in order to perform maintenance activities, repairing the unit may prove to be more difficult than that of a repair of a horizontal split case pump.

6. Question:

Section 21 13 13.00 10, para. 2.10.1 thru 2.10.7: There are many types of sprinkler heads specified, but drawings do not show which one goes where. Please advise.

Response: Information will be provided in Specifications Section through Amendment.

7. Question:

Section 09 66 16. Where is Terrazzo Tile installed.

Response: Refer to Finish Floor Plan drawings especially dwg IN-101A where it show Terrazzo Tile (TER-3) placed at Elevator Lobby and Elevator Cab. Bid Option 1 is for poured Portland Cement Terrazzo (TER-1) to match existing, and TER-2 is 4” high integral Terrazzo coved base.

8. Question:

Dwg. HA101 thru HA104: Legends include ADD/Alternate which is revised to “Bid Option” Asbestos Abatement Works. However, Price Schedule does not include this Bid Option.

Response: Will revise Drawings by Amendment to delete Bid Option Legend.

Chalkboard/mastic abatement and roof abatement Keyed Notes 4 and 5 will be moved to be under “Legend-Base Bid”.

9. Question:

Dwg. HA104, ADD/Alternate Legend Item 5 indicates removal & disposal of asbestos containing roofing. However, existing building roofing is not being replaced as per AD and architectural drawings (it was recently installed). Please revise this drawing accordingly.

Response: Keyed Note 5 will be removed from the 1980’s addition/north wing and from the original 1930’s building (4 locations). It will remain in 3 locations, on the 1950’s/south addition and connector, which are to be demolished completely.

10. Question:

Appendix “A” Asbestos Abatement Scopes issued with Amendment No. 0003, page 5, Item 7 calls for removal of 1934 Wing (existing middle school) roofing. As mentioned in above Question 2, roofing is not being replaced (only part of it). Please review and advise.

Response: The original 1930’s building is not to have entire roofing removal.

11. Question:

Appendix “A” Asbestos Abatement Scopes issued with Amendment No. 0003, page 9, Item 13 calls for removal of 1985 Wing roofing. However, existing building roofing is not being replaced as per AD and architectural drawings. Please review and advise.

Response: The 1980’s addition/north wing is not to have entire roofing removal.

12. Question:

Appendix “A” Asbestos Abatement Scopes issued with Amendment No. 0003 has differing items and quantities than those listed in Technical Memorandum included in the original Appendix “A.1” issued with the RFP. Which one are we to follow?

Response: The most recent edition shall be used.

13. Question:

Appendix “A.1” Technical Memorandum included in the original RFP also lists removal & disposal of ACM roofing on 1934 and 1985 Wings. However, these roofs are not being replaced per AD and architectural drawings. Do we need to include roofing abatement works in the Base Bid, as there is no Optional Bid Item for this work? If so, who installs new roofing for these wings.

Response: The 1980’s addition/north wing and original 1930’s building are not to have entire roofing removal.

SECTION 00010 - SOLICITATION CONTRACT FORM

The required response date/time has changed from 22-Aug-2011 02:00 PM to 20-Sep-2011 02:00 PM.
