About this file

This document is a Request for Information (RFI) Responses file addressing 13 clarifying questions and government responses regarding a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract.

The RFI addresses scope of work, contractor responsibilities, and pricing methodology across multiple service areas including tenant improvements, HVAC maintenance and emergency repair, CCTV and video entry intercom systems, and Aiphone door communication systems. Key clarifications include: (1) task order performance period extensions due to permitting, material backorders, or unforeseen delays will be considered on a case-by-case basis; (2) one Point of Contact will be designated for all real estate activities and permit applications; (3) HVAC equipment details, manufacturer, model number, and age will be provided when task orders are issued; (4) CCTV and Video Entry Intercom System specifications are provided in Attachment #2 but remain subject to change; (5) contractors are responsible for selecting qualified background check providers; (6) contractors must handle full installation, commissioning, testing, and verification of new Aiphone systems, which operate as standalone systems not connected to government IT infrastructure; (7) site visits will be scheduled as needed upon task order issuance; and (8) labor rates across all disciplines (Electrical, General Contractor, Plumbing, Carpet, etc.) must be calculated as a general average covering the five-year IDIQ duration across multiple locations, with rates based on wage determinations and contractor escalation discretion. The sample project documents labeled in the bid sheets are part of proposal requirements and provide representative scope for anticipated task orders.

RFI Responses

1. Although not on the sample project, on the PERFORMANCE WORK STATEMENT (PWS) it is stated that part of the scope of work for some of these sites will be to remove walls and erect walls, where applicable. This is a permit-requiring activity in all jurisdictions. A permit will require the use of engineered drawings to procure a building permit which typically takes 30 days to produce. Is the 5 month maximum performance time assuming the time to acquire the building permit? This is a unknown variable with each permitting office.

Response: Extensions to task order performance periods due to permitting requirements, material backorders, or other unforeseen delays will be considered and granted on a case-by-case basis, as appropriate.

2. Will the contractor be provided (1) POC to deal with all real estate activity (i.e. Permit applications) for all sites, or will each location require a different point of contact?

Response: There will be one POC for this contract.

3. Can the government provide a schedule or historical background info of typical and/or average HVAC equipment requiring “maintenance and emergency repair services”? We hope that your provided Schedule includes Manufacturer, Model #, and Current age of equipment if possible.

Response: Information regarding the HVAC equipment requiring maintenance or emergency repair services, including manufacturer, model number, and equipment age, will be provided when a task order for HVAC services is issued, as applicable.

4. Can the government provide schedule or historical background info or projected estimate of new CCTV and Video Entry Intercom system that might be required or acceptable to government?

Response: Current specifications for the CCTV and Video Entry Intercom System are provided in Attachment #2. However, these specifications are subject to change based on the Government’s requirements.

5. Can the government provide a list of acceptable providers of acceptable background check investigations?

Response: The Government does not provide a list of approved providers for background check investigations. The Contractor is responsible for ensuring that background checks are conducted by a qualified provider in accordance with the requirements of the contract.

6. Is the contractor responsible for commissioning the new Aiphone systems to be installed?

Response: Yes. The Contractor will be responsible for the installation, commissioning, testing, and verification of newly installed Aiphone systems, as required by the applicable task order.

7. If commissioning is required, will the contractor be responsible for accessing and working within the government’s IT systems to complete the commissioning of the Aiphone system?

Response: The Aiphone systems are standalone systems and are not connected to the Government’s IT systems. Therefore, the Contractor will not be required to access or work within the Government’s IT systems to complete the work.

8. Site Visit Coordination: Please inform us of the designated dates and times available to conduct a site visit for this requirement, as well as any specific protocols or documentation required to secure base access for our personnel.

Response: There will be no site visits available at this time. Site visits will be scheduled as needed upon issuance of a task order.

9. The Tenant+Improvements+and+HVAC+Bid+Sheets has labor categories for Electrical, carpet, plumbing etc. please provide if this sheet will require multiple davis bacon wages at different locations at a min?

Response: The labor categories will need to be filled out to cover their rates for the full five-year duration of this IDIQ. You may base it off the wage determinations and escalate it, but it is up to your determination.

10. For the Tenant+Improvements+and+HVAC+Bid+Sheets shows a discipline for a General contract, what evaluation is this based on, $10,000,000 or more to determine the general contractors cost?

Response: The rate should be based on the general contractor’s cost for the duration of the five-year contract. You may base it off the wage determinations and escalate it, but it is up to your determination.

11. Will the discipline's in the Tenant+Improvements+and+HVAC+Bid+Sheets require a cost based on all locations per each discipline or what method is required to obtain adequate coverage no matter the location?

Response: The labor rates for all disciplines should be a general average as the IDIQ covers multiple locations.

12. In the Tenant+Improvements+and+HVAC+Bid+Sheets do you want us to use the farthest location for all trades to determine if cost is captured no matter which location is used?

Response: The labor rates for all disciplines should be a general average as the IDIQ covers multiple locations.

13. There are multiple sheet labeled SAMPLE is the Tenant+Improvements+and+HVAC+Bid+Sheets considered a sample or is this part of the selected bidder's contract?

Response: The documents labeled “sample” are part of the sample project that must be included in the proposal. Please make sure that the proposal includes the filled in bid sheet for the five-year contract duration and the proposed cost for the sample project. Please note that the sample project is similar in scope to what would be asked for once the IDIQ is awarded.
