About this file

This document is Attachment #2 to a federal solicitation detailing security applications requirements for military recruiting facilities, specifically addressing Video Intercom Entry Control (EC) and Closed Circuit Television (CCTV) systems with Network Video Recording (NVR).

The Government-controlled spaces (primary and rear egress doors, and government parking areas) must be secured with integrated EC and CCTV/NVR systems installed as off-network/offline systems independent of military service networks. A critical compliance requirement prohibits equipment from specified source entities under the 2019 N.D.A.A., including the People's Republic of China, Huawei Technologies, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, and Dahua Technology Company; the lessor or contractor must certify in writing that all equipment complies with this restriction prior to and after installation. Certified integrators/installers per manufacturer are required for Aiphone, Hanwha (Wisenet Certified Professional), and ASSA ABLOY components to maintain extended warranty periods. The security infrastructure includes a Tripp Lite 12U locking security cabinet (SRW12UDP) mounted on a fire-retardant plywood backboard with dedicated PoE+ switches (NETGEAR 48-port primary, optional 24/48-port secondary), isolated copper grounding, and quadplex outlets. The EC system utilizes Aiphone IXG Series door-entrance stations at primary and secondary egress doors, Securitron DK-26 keypads for rear egress, desk-tenant stations in each military service space, and network door release relay adaptors. The CCTV system employs a Hanwha Wisenet WAVE VMS NVR with specified hardware (16TB raw storage, 170 Mbps recording, 10th Gen Intel Core i3, 16GB RAM, Windows 10 IoT Enterprise), interior/exterior Hanwha cameras (6MP and 12MP vandal dome models), and exterior parking cameras (4K and 6MP PTZ models) with WAVE-PRO Professional Recording Licenses for all cameras. Each military service space receives a Samsung 55" 4K CCTV monitor with Hanwha SPD-152 PoE network video decoder mounted on telescoping poles at 8'-6" height. Contractor responsibilities include NVR BIOS configuration for automatic reboot on power loss, static IP address assignment (PoE+ switches 192.168.1.1-25, Aiphone 192.168.1.100-199, CCTV/NVR 192.168.1.200-255), user credential management with two login levels per system, temporary door access code programming with controlled distribution, system documentation and license key tracking, minimum one-hour training for all military services covering system operation and troubleshooting, and installation of CCTV security signage at entrance and parking areas. All wiring must be CAT 6 with color coordination (BLUE for communications, YELLOW for EC systems, RED for CCTV), organized conduit runs terminating 12" above finished wall height, and minimum three feet of slack with proper labeling at both ends.
