SCOPE OF WORK

SCOPE OF CONSTRUCTION SERVICES

FOR THE DESIGN-BID-BUILD (DBB) ACQUISITION OF

Dalecarlia Backwash Water Tanks Improvement Washington Aqueduct Division, Washington, DC

BACKGROUND:

The Washington Aqueduct (WA), a division of the Baltimore District United States Army Corps of Engineers (USACE), treats water drawn from the Potomac River to produce drinking water for Washington, DC, and portions of Northern Virginia. WA is unique in the Department of Defense, and possibly the Nation, in that the Federal government owns and operates a public utility. WA has the responsibility to provide safe, reliable, and cost effective drinking water to approximately one million consumers, through its three wholesale customers, 24 hours a day, seven days a week. WA is the sole source of potable water supply to most of these consumers in Washington DC, Arlington County VA, and Falls Church VA.

The Washington Aqueduct (WA) maintains and operates two water treatment plants (WTPs), the Dalecarlia WTP and the McMillan WTP. The Dalecarlia Water Treatment Plant operates multiple dual media filters for water filtration and purification purposes. When the filters are in use, the pressure loss across the media gradually increases and eventually the filter must be cleaned (backwashed) to continue functioning within the specified water quality limits. During the filter backwash process, high volumes of water are used to fluidize the filter media and release the trapped solids. At the Dalecarlia WTP, there are two wash water storage reservoirs which store water from the 1st High pressure zone for filter backwash purposes. These tanks are known as the Underground Tank and Elevated Tank, respectively. Age and sanitary survey of the water treatment plants identified some deficiencies regarding the wash water storage reservoir.

Wash water is supplied to the wash water storage reservoirs through an altitude valve, located in the Dalecarlia Pumping Station, which simultaneously supplies water to each of the tanks through 24” and 30” cast iron water mains. Wastewater from the backwash process is recycled to the Dalecarlia Forebay (i.e. the head of the treatment process) via a subsurface Backwash Recovery Pumping Station (BWRPS). The BWRPS operates two centrifugal pumps, which are critical to the Dalecarlia WTP environmental permitting compliance. Both the supply and waste facilities require modifications to restore their infrastructure, improve reliability and address sanitary deficiencies.

LOCATION OF WORK: The Dalecarlia Water Treatment Plant, Washington, DC.

PROJECT SCOPE/FEATURES/ELEMENTS: In general terms, the project consists of providing environmental, mechanical, and electrical upgrades to the infrastructure related to the Dalecarlia backwash system. This will result in improved function, increased protection, and reliability of the overall system. Significant major project features include:

1. Provide construction services to address the following on the Underground Backwash Tank:

a. Install a waterproofing membrane over the tank roof.

b. Install a secure and sealed access hatch to the tank.

c. Repair or replace the cracked overflow pipe.

d. Repair concrete tank, seal joints and repair, interior cracks.

e. Install secure perimeter chain link fence around the tank.

f. Provide power and control instrumentation.

2. Provide construction services as follows in Backwash Recovery Pumping Station:

a. Install an alternate electrical feeder for the BWRPS from the Dalecarlia Pumping Station Switchgear.

b. Modify the existing switchgear on the primary and secondary sides of the new feeder to allow for termination and uninterrupted power transfer to the new feeder.

c. Repair the grounding point at the pump floor.

d. Install Automatic Transfer Switches, Variable Frequency Controllers and associated wiring and raceways.

e. Repair/replace existing pump assemblies including motors, impellers, piping, and valves.

f. Install sensors and meters as necessary to monitor and measure pump-motor performance.

3. Provide construction services for the Elevated Backwash Tank as follows:

a. Install a cage on the exterior upper ladder.

b. Replace the cathodic protection system.

c. Paint interior and exterior surfaces with new NSF potable water approved corrosion resistant paints.

d. Provide power and control instrumentation.

e. Reconfigure the overflow piping to provide for an air gap.

4. In the Dalecarlia Pumping Station: Altitude Valve (P-71):

a. Replace the Altitude Valve.

b. Repair and re-integrate the existing limit switch wiring to the altitude valve following an evaluation of the field instrumentation at the underground tank and elevated tank.

c. Provide/upgrade all electrical and mechanical components to include SCADA control and programming to monitor and trend pressure differential across valves, flow, and valve position indication.

d. Provide Preventers to reverse flow through the altitude valve (i.e. Backflow prevention)

5. Replace the following:

a. The 12” Underground Tank supply valve 8-100.

b. The 30” Underground Tank isolation valve 4-212 in a vault.
