“3.1 Repair Work Summary
3.1.1 Repair Welding
After the initial abrasive blast cleaning, any pits defined for pit welding by the CONTRACTOR and agreed to by the ROICC shall be repaired by welding. All areas of apparent seam deterioration shall be initially abrasive blast cleaned, and any seam corrosion or undercut defined by the CONTRACTOR and agreed to by the ROICC shall be repaired by arc-gouging or grinding the deteriorated weld seam and welding. Any areas of extensive metal loss or holes in the tank identified by the CONTRACTOR and agreed to by the ROICC shall be repaired by welding a patch plate, the same thickness as the tank over the area. Edges of holes shall be ground smooth prior to installation of the patch plate. No patch plate shall be smaller than 6 in. in diameter. Edges of the patch plate shall lap no less than 2 in. from the edge of a hole. Corners on the patch plate shall be rounded to 2
in. radius minimum or the plates shall be circular. All exposed edges of the patch plates shall be ground to 1/16 in. radius minimum. The plates shall be installed in accordance with API 653. Patch plates shall be a minimum of 3 in. from existing weld seams, or if an existing weld seam must be overlapped the patch plate shall be rectangular with radiused corners and extend a minimum of 6 in. beyond the existing weld seam. The patch plates shall be welded all around with continuous fillet welds. All welds shall be multi-pass welds.
Note the tank is likely to be thin in the areas of the patch plates, and as such attachment welds and the weld procedures (e.g., electrode size and heat input) should account for this likelihood. The cost of grinding holes, furnishing, and installing patch plates, including material cost, and welding shall be included in the base lump sum bid price for CLIN No. 1. The Contractor shall assume 30 man-hours as the basis for this item.
3.1.2 Pit Filling and Surfacing
After the initial abrasive blast cleaning, any pits, rough areas or seams defined for pit filling or surfacing by the CONTRACTOR and agreed to by the ROICC shall be filled with solventless polyamide epoxy seam sealer of the type recommended by the supplier of the interior paint system. The epoxy seam sealer shall be applied neatly and smoothly to the steel surfaces and any rough areas of the seam sealer shall be sanded smooth prior to the application of the coating system. The Contractor shall assume 3 gallons for pit filling as the basis for this item.
The cost including material cost, shall be included in the base lump sum bid price for CLIN No. 1.
3.1.3 Interior Chipping and Grinding
Any irregular surfaces defined by the CONTRACTOR and agreed to by the ROICC, including but not limited to surface protrusions, burrs, fitting scars, sharp edges or corners, weld spatter, weld overlap and rough weld beads shall be removed from all interior surfaces of the tank, including appurtenances, by chipping and/or grinding these irregular surfaces to a smooth curve. The protruding parts of lugs or brackets shall be removed and ground flush. The objective of chipping and/or grinding is to eliminate irregular surfaces to provide a surface that is sufficiently smooth for the application of a uniform thickness coating without voids and free from defects. The cost of this item shall be included in the base lump sum bid price for CLIN No. 1. The Contractor shall assume 80 man-hours as the basis for this item.
3.1.4 Balcony Drain Holes
The balcony presently holds water. The balcony shall be flooded with water and the locations needing holes shall be determined. Sufficient 1 in. diameter holes to accomplish draining shall be drilled or burned, and reamed smooth. The balcony shall then be flooded again, and more holes installed if required. The flooding and hole installation shall continue until the balcony drains sufficiently as determined by the CONTRACTOR and agreed to by the ROICC. The Contractor shall assume 30 Balcony Drain Holes as the basis for this item. The cost including material cost, shall be included in the base lump sum bid price for CLIN No. 1.
3.1.5 New Column Anchor Bolt Chairs
If selected, the CONTRACTOR shall remove the existing enclosed anchor bolt chairs and furnish and install new open chairs for the eight (8) anchor bolts (2 anchor bolts per column). The new anchor bolt chairs shall be as shown in Drawing. The anchor bolt tolerances shall be in accordance with AWWA D100. The existing chair plates shall be removed and any remains ground flush. The sequence of existing anchor bolt chair removal and new anchor bolt chair installation shall be such that the structural integrity of the tank is maintained. The removal of the enclosed anchor bolt chairs and furnishing and installation of new open anchor bolt chairs shall be included in the base lump sum bid price for CLIN No. 1. The Contractor shall assume 8 New Column Anchor Bolt Chairs as the basis for this item.”
17) Section 01 14 00 WORK RESTRICTIONS, Paragraph 1.6.2: ADD Item “7.)” to read as follows: “Contractor to coordinate with Owner and Contractor related to sequencing associated with the Spring Valley electrical project.”
18) Section 01 11 00 SUMMARY OF WORK, Paragraph 1.1.1, Backwash Recovery Pump Station, REMOVE last phrase “; and (future) modification of HVAC system.”

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:
Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.
3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:
Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.
Washington, DC 20210
4.) All decisions by the Administrative Review Board are final.

1.4 DEFINITIONS
1.4.1 Architecture Type: The level of interconnectivity of an Operational Technology (OT) is a foundational criterion used when determining the priority of a system. The more connectivity capability, the higher the likelihood that the system can be compromised through a cyber-attack. There are three main types of interconnection: no interconnection (OT Product, OT Subsystem), closed restricted network connection (OT Closed Restricted System), and interconnected (OT Restricted Interconnected System and OT Connected System).
1.4.2 Boundary Defense: When Operational Technology (OT) information travels outside the physical boundary, the information flow must be protected against outside threats. Firewalls should be used to isolate networks and protect data flow by restricting unnecessary traffic, both inbound and outbound. Traffic flows should also be encrypted using a VPN. Intrusion Detection should be used to alert on malicious or unauthorized traffic. For Operational Technology (OT) that requires information flow between the control network to an external boundary, e.g. Hydrology Reports, the connection will be protected using a data diode or unidirectional gateway instead of a firewall for additional protection.
1.4.3 BIOS: Basic Input/Output System. Fundamental system firmware used to boot and initialize system.
1.4.4 CCI: Control Correlation Identifier. The Control Correlation Identifier (CCI) provides a standard identifier and description for each of the singular, actionable statements that comprise an IA control or IA best practice. CCI bridges the gap between high-level policy expressions and low-level technical implementations. CCI allows a security requirement that is expressed in a high-level policy framework to be decomposed and explicitly associated with the low-level security setting(s) that must be assessed to determine compliance with the objectives of that specific security control. This ability to trace security requirements from their origin (e.g., regulations, Information Assurance frameworks) to their low-level implementation allows organizations to readily demonstrate compliance to multiple Information Assurance compliance frameworks. CCI also provides a means to objectively rollup and compare related compliance assessment results across disparate technologies.
1.4.5 CI: Critical Infrastructure. CI is defined as, "Systems & assets, whether physical or virtual, so vital to the United States that the incapacity or destruction of such systems and assets would have a debilitating impact on security, national economic security, national public health or safety, or any combination of those matters (Critical Infrastructures Protection Act of 2001)."
1.4.6 Cybersecurity Function: A cybersecurity function is further defined as a user that is authorized (and therefore, trusted) to perform security-relevant functions that ordinary users are not authorized to perform. Examples of these activites include, but not limited to, creating/modifying user accounts, configuring auditing levels, configuring functionality of a device that is restricted from general users, network architecture…
