SUMMARY OF CHANGES

SECTION 00 21 13 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0005

SOLICITATION:

1. SECTION 00010 – PRICE SCHEDULE: Delete the previously issued Unit Price Schedule and substitute the attached revised Unit Price Schedule, dated January 4, 2018.

SPECIFICATIONS:

2. SECTION 03 01 35 – CONCRETE REPAIRS, PAGE 5, PART 3.1, PARAGRAPH 2: Last sentence replaced with the following language:

“Contractor shall take precautions to avoid disturbing the joint material in the floor slab. It is the intent of the work to seal these joints with waterproof membrane after cleaning and without removal of the joint material.”

3. SECTION 07 14 00 – FLUID-APPLIED WATERPROOFING: Remove specification section in its entirety.

4. SECTION 03 35 00.00 10 – CONCRETE FINISHING, PAGE 2, PART 2.2: Subpart added:

“2.2 SEALANT

Sealant shall comply with NSF/ANSI 61, be low odor, and FDA acceptable for use in the waterproofing of the South Clearwell Effluent Meter Vault. The sealant shall be used as a wall coating within the meter vault and shall be a high build flexible epoxy coating system conforming to the following properties:

PHYSICAL PROPERTIES

Adhesion, elcometer 900 psi ASTM D7234 Tensile Strength 1409 psi ASTM D2370 Flexural Strength 4819 psi ASTM D790 Hardness, Shore D 75-85 ASTM D2240

All other sealants for the project shall be as specified in Section 07 92 00 JOINT SEALANTS.”

5. SECTION 03 35 00.00 10 – CONCRETE FINISHING, PAGE 2-3, PART 3.1.2: Subpart added:

“3.1.2 Sealant Application Over primed surfaces, provide a uniform, wet, monolithic coating of fluid-applied membrane, 60 mils thick, plus or minus 5 mils, or 20-30 mils thick for the interior waterproofing of the

South Clearwell Effluent Meter Vault by following manufacturer's printed instructions. Apply material by trowel, squeegee, roller, brush, spray apparatus, or other method recommended by membrane manufacturer. Measure wet film thickness every 100 square feet during application by placing flat metal plates on the substrate or using a mil-thickness gage especially manufactured for the purpose. Adjust application rate as necessary to provide a uniform coating of the thickness specified. Where possible, mark off surface to be coated in equal units to facilitate proper coverage. At expansion joints, control joints, prepared cracks, flashing, and terminations, carry membrane over preformed elastomeric sheet in a uniform 60 mil thick, plus or minus 5 mils, wet thickness to provide a monolithic coating. If membrane cures before next application, wipe previously applied membrane with a solvent to remove dirt and dust that could inhibit adhesion of overlapping membrane coat. Use solvent recommended by the membrane manufacturer, as approved.”

QUESTIONS AND ANSWERS

FOR INFORMATION ONLY (FIO)

NORTH CLEARWELL MAINTENANCE AND IMPROVEMENTS

WASHINGTON AQUEDUCT, WASHINGTON, D.C.

W912DR-18-B-0002

JANUARY 4, 2018

Question No. 111: We have received amendment 4 (posted as 3). Item 4 of the summary of changes states that an additional 365 days will be permitted for optional items. It is not clear what is intended. Is the total duration 730 days if the options are accepted?

Answer No. 111: Government intends to give 365 days for the base bid items and additional 365 days for the optional bid items. Therefore, total duration will be 730 days if the optional bid items are exercised.

Question No. 112: Bid items 12 and 13 need to be measured in cubic feet (cf), not lf. This is what is shown on S-20.

Answer No. 112: Both the revised Price Schedule as well as the revised sheet S-20 issued with the Amendment 4 has items 0014 and 0015 in CF.

Question No. 113: We hereby request that the bid opening be postponed a few days until 2PM.

Having a 10AM bid on a Monday morning means we will receive far fewer subcontractor and supplier prices than if the bid were on another day at 2PM.

Answer No. 113: Bid opening time remains as published.

Question No. 114: Ref: 013526 "Governmental Safety Requirements", p.3, para. 1.2 "Competent Person". Can one person fulfill all the requirements?

Answer No. 114: Yes, one person with proper training can fulfill the requirements.

Question No. 115: Can the SSHO perform the duties of the Competent Person, if they meet the qualifications?

Answer No. 115: Yes, the Site, Safety, and Health Officer can provide services of Competent Person with proper training and experience.

Question No. 116: Ref: 014500, p.5 "CQC Personnel". The specification lists eight specialists.

Please confirm that all eight specialists are required for this project.

Answer No. 116: No, only those areas of construction required by the work. For example, the work does not include HVAC, therefore CQC for such work is not required. The work does include new electrical connections, thus requiring CQC for that work.

Question No. 117: In spec section 07 14 00 it states we have to perform flood testing, would electronic leak testing be allowed in place of flood testing?

Answer No. 117: Published in Amendment 0005. Please disregard Specification Section 07 14 00.

Question No. 118: In addendum 004, answer to question 67, states that the engineer has no information concerning the presence of asbestos in the project area. Spec 03 01 35 section 3.1 states that prior to cleaning the interior of the clearwell we are to remove asbestos in the joint material. Can you please clarify if the joints contain asbestos and if we are to include the cost to remove?

Answer No. 118: Published in Amendment 0005. Language has been modified to reflect that contractor shall take precautions to avoid disturbing the joint material in the floor slab. See revised Specification 03 01 35, Part 3.1.

Question No. 119: In the description of work in addenda #4 specification section 019210 as modified (see paragraph #4) it provides for a sequence of construction as it relates to the optional bids. The revised bid schedule states an additional 365 calendar days will be allowed when an optional item is exercised. The language on the revised bid schedule seems to indicate that optional bid items not including item 19 could be selected resulting in the project being extended 365 calendar days which seems to be contrary to paragraph 4 which provides a specific sequence of how the optional bid item work would be performed. For the purposes of determining where the additional 365 calendar days of costs for the general conditions of the project should be applied please confirm that the sequence listed in paragraph #4 is correct such that if optional bid item 19 is not exercised then none of the other optional bid items of work could be exercised as the sequence of work identified has all that work following optional bit item 19 work.

Answer No. 119: "The Optional Bid Items Sequence of Work is correct. If optional bid item 19 is not exercised, then none of the other optional bid items of work could be exercised. Government may elect to award any of the optional bid items.”

Question No. 120: We are bidding the sluice gates for the Washington Aqueduct project. In selecting which gates to quote, it is necessary to know the high water elevation in the sluice gate chambers, can you please provide that information? We have not been able to locate in the plans, we see the upper elevation where the actuators mount but the high water will be somewhere below that level.

Answer No. 120: Max water elevation in sluice gate chambers is 158', the overflow elevation for the NCW.

Question No. 121: Is the head pressure on the gates an unseating or seating head?

Answer No. 121: Based on flow direction, gates 6-37 and 6-44 have seating head pressure and gates 6-41 and 6-42 have unseating head pressure.

Question No. 122: The sluice gate and actuator suppliers are telling us that the fabrication time after approval of these large sluice gates and valves are 6 to 7 months. Considering that it will take 6 weeks to obtain submittals and three weeks minimum for government approval it will be almost 9 months into the project before all the materials are in hand to proceed with the work. As specified in addenda number 4, the sequence of work per structure appears to be at least three months so the specified performance period for the base bid of 365 days seems unlikely. Please consider revising the base bid duration to at least 500 calendar days in lieu of the currently specified period of 365 days.

Answer No. 122: The Base Bid Construction Duration will remain 365 days

Question No. 123: Please clarify the process for disinfecting the water in the Clearwell prior to placing the Clearwells back in service.

Answer No. 123: The Contractor is responsible for assigning laborers to the appropriate labor rates.
