DECEMBER 14, 2017

Question No. 1: This bid includes base bid and optional items. The scope of work, specifications and drawings are not totally clear with respect to the items that are to be carried in the base bid vs carried in the option.

Answer No. 1: Published in Amendment 0003. Refer to Revised Price Schedule and Sequence of

Work on Sheet C-02.

Question No. 2: Drawing C-02 has a listing of base bid and optional work. Is that the breakdown?

If so, this drawing indicates that interior structural repairs are part of the Option, however, the quantities shown on Drawing S-20 appear in the base bid. Please clarify.

Answer No. 2: Published in Amendment 0003. Refer to revised Sheet S-20, Concrete Repair

Schedule.

Question No. 3: Will there an organized site visit for this solicitation?

Answer No. 3: Published in Amendment 0001.

Question No. 4: Will there be a site visit or pre-bid?

Answer No. 4: Published in Amendment 0001.

Question No. 5: VAULT DOOR AND FRAME – This spec looks incomplete, as it simply lists different GSA style door types. Please provide the following for any vault door(s): Door class, type, style, and hinge location.

Answer No. 5: Disregard Section 08 34 59 Vault Door and Frame.

Question No. 6: Do you have the sizes of the pipes to be abandoned?

Answer No. 6: Published in Amendment 0003. Refer to revised Sheet M-01, Abandoned Pipe

Callouts.

Question No. 7: Where does note 5 apply?

Answer No. 7: Published in Amendment 3. The thimble is now addressed in Note 4 instead of

Note 5, which indicates that the thimble is to remain. Refer to revised notes on Sheet M-04.

Question No. 8: Where does note 6 apply?

Answer No. 8: Published in Amendment 3. Refer to revised Sheet M-06, Detail Section B, Note

8.

Question No. 9: Where does note 2 apply? I presume that it is required between stainless steel and carbon steel, but is it also required between the valve and the wall pipe?

Answer No. 9: Note 2 applies to all connections between dissimilar metals. Therefore, it does apply to the connection between the 78” butterfly valve and existing wall pipe.

Question No. 10: Is the type of concrete pipe known? If it has a steel cylinder, the drill-in anchors may not reach depth.

Answer No. 10: The type of construction of the existing 78” concrete pipe is not known. Since the pipe was constructed in early 1900, C 302 type pipe construction is expected, but not confirmed. The Contractor shall be prepared to install adhesive anchors in a concrete pipe containing a steel cylinder.

Question No. 11: No parameters have been provided for the baffle wall and different vendors may have very different ideas (and different prices), which WAD may not prefer.

Answer No. 11: Published in Amendment 0003. Refer to revised Sheet S-13, Note 5.

Question No. 12: The existing perimeter slab appears to terminate at the right side and does not extend to drawing S-05A. Is that correct? Also, the slope of the concrete is shown to be 1/8" per foot. However, detail 6 on S-10 appears to show a 24' transition from flat. Which is correct?

Answer No. 12: Published in Amendment 0003. Refer to revised Sheet S-05 & S-05A.

Question No. 13: Detail 3 states to extend the drill-in dowels 6" into the existing column, but detail 1 states that the dowels have 12" embedment. Which detail is correct?

Answer No. 13: Published in Amendment 0003. The drill in dowels shall penetrate through the joint between the concrete capital and column and the roof-sidewall joint by a minimum of 6 inches. Refer to revised Sheet S-10, Details 2, 3 and 4.

Question No. 14:

a. Confirm that all repairs will be done at a unit price and not lump sum as might be interpreted in note 2 on S-20.

b. S-20 item 4: Confirm the detail reference for waterproof injection grout.

c. S-20 detail 4: Confirm what is to remain. Confirm that this detail is intended to show work on top of the clearwell and not on the interior.

d. S-21 detail 3: Was it intended to show a copper cover over the 12” membrane?

e. Bid items 9 and 10 say the same thing.

f. Bid items 12 and 13: The unit is stated as LF. I think CF was intended.

g. Bid item 14: This quantity is not shown on Drawing S-20. Which detail was this work intended to be?

Answer No. 14:

a. Prices for bidding purposes use contractor's unit price multiplied by the provided estimated quantities. Payment will be by unit prices installed.

b. Published in Amendment 0003. Refer to Sheet S-20, Detail 1.

c. All work shown on sheet S-20 is inside the structure.

d. Published in Amendment 0003. Refer to Sheet S-20, Detail 3.

g. Published in Amendment 0003. Refer to Sheet S-20, Detail 2.

Question No. 15: How are the aluminum guardrails on the backwash platform to be connected to the posts? Are the rails to be welded to the post or is a non-weld railing component being used?

The spec does not seem to include rail/post connections. Detail #2 on M-02 shows the post connecting to the guardrails; however usually the guardrails are connected to the post, the post being one supporting piece. Please clarify how to connect rails to post.

Answer No. 15: The handrails (horizontal sections) are to be welded to the vertical guardrail support posts. The guardrail support posts are to be attached to the platform in accordance with

“Aluminum Handrail” detail shown on M-02. The handrails (horizontal sections) are to be attached to the adjacent wall in accordance with Detail 2- sheet M-02.

Detail 2 on the same drawing shows the section view of the bracket assembly. From the section view it is unclear if the intent is to furnish a support bracket for each guide pipe, or for two support brackets to support a steel plate which will have holes for all four guide pipes, as similarly shown as the existing steel floor plate on detail 1. Please clarify if one support bracket is to be provided for each guide pipe, or if only two are needed supporting a single steel plate.
