QUESTIONS AND ANSWERS

FOR INFORMATION ONLY (FIO)

NORTH CLEARWELL MAINTENANCE AND IMPROVEMENTS

WASHINGTON AQUEDUCT, WASHINGTON, D.C.

W912DR-18-B-0002

DECEMBER 27, 2017

Question No. 34: Sheet S-05 and 06 indicate note 4 and 5 for access manhole. Please refer the correct notes and provide note 5 for the same.

Answer No. 34: Published in Amendment 0004. The label for access manhole has been revised.

Refer to revised Sheet S-04. References to Notes 4 and 5 on Sheets S-05 and S-05A have been removed. Refer to revised Sheets S-05 and S-05A.

Question No. 35: Please advise if and where the plumbing specification 22 00 00 is applicable?

Answer No. 35: Published in Amendment 0003. Disregard Section 22 00 00 Plumbing, General

Purpose.

Question No. 36: Contract drawing M-10 shows the demolition of an existing 78” butterfly valve located in the South Clearwell Effluent Chamber. Drawing M-11 shows the installation of a new

78” butterfly valve as well as a 78” spool pipe manifold and static mixer plate. Due to the large size of these items it not possible to remove the existing valve and install the new valve, pipe manifold, and mixer plate through the existing access hatch without demolishing the existing building roof. Where is the closest access point into the South Clearwell? Additionally, what is the size of the opening? Due to the large weight of these items, a piece of operated equipment will potentially be needed to convey the large pieces from the sump pit to the access point. What are the surface conditions inside the South Clearwell? If the surface is rough, and there are existing curbs and other obstructions, temporary ramps will be needed.

Answer No. 36: The removal of the existing roof above the South Clearwell outlet chamber will not be necessary. There are two 12’-8”x8’-8” access openings on the South Clearwell roof. The closest access opening is approximately 240 feet from the location of the work shown on drawings

M-10 and M-11. Furthermore, there is an expansion joint wall that is approximately 18 inches in height that will have to be overcome between the outlet chamber and closest access opening.

Question No. 37: Note 3 on drawing S-10 states “All existing manholes shall be modified and raised to provide 24” minimum clearance above finished grade. See mechanical sheet S-14 for mechanical details.” No mechanical sheet #14 is provided, and structural sheet S-14 does not have a detail regarding the manhole elevation modifications. Please provide clarification on this drawing note.

Answer No. 37: Published in Amendment 0004. Existing manholes do not have to be raised. Note has been removed. See revised Sheet S-10.

Question No. 38: Please confirm that all areas disturbed are to be sodded including the stockpile area?

Answer No. 38: All disturbed areas shall be restored using seeding method, as shown in Sheet C-

07; with the exception of the top of the North Clearwell, which shall be covered with a green roof system.

Question No. 39: There is a reference to see note 14 near the south-east corner of the North

Clearwell on sheet C-04 but this note does not exist, please provide

Answer No. 39: Published in Amendment 0003. Correct note reference is "See note 11". Refer to revised Sheet C-04, Note 11.

Question No. 40: There are multiple lines shown between columns on sheet M-01, can you please clarify what these lines represent?

Answer No. 40: Published in Amendment 0003. Lines have been removed for clarity. Refer to revised Sheet M-01.

Question No. 41: Refer to Drawing C-2. The 72” North Clearwell Bypass pipe appears to tie-in to both the 78” South Clearwell Bypass pipe and the Sluice Gate Chamber. Please provide more detailed drawings for this area. Please confirm that there are existing valves to isolate the pipelines and allow replacement of the sluice gates in the sluice gate chamber and the north clearwell chemical vault.

Answer No. 41: The existing 72" North Clearwell Bypass does not tie in to the 78" South

Clearwell bypass. Contractor shall replace gate 6-41, 6-44 and abandon 6-43 while the South

Clearwell is drained and out of service. Gate 6-42 isolates the gate chamber from the North

Clearwell. The contractor must be prepared to dewater the chamber assuming gate 6-42 leaks.

After the South Clearwell testing is complete, the North Clearwell will be drained and work will commence on placement of the static mixer, Accusonic cables and new sluice gate 6-37. Gate 6-

42 shall be replaced prior to refilling after the work on gate 6-37 (which is the SCW bypass) is completed. Replacement of Gate 6-42 requires a full system shut-down and must be carefully coordinated with WA and restricted to no more than a 72-hour outage.

Question No. 42: Refer to Drawing M-13. The 78” South Clearwell Bypass pipe (“78” Main to

Gravity Area”) and the 78” South Clearwell Effluent pipe (78” Main”) appear to tie-in at a wye downstream of the clearwells. Please confirm that there is a valve on each pipeline to isolate the clearwells and not allow flow to backup into the clearwell where the work will be performed.

Answer No. 42: The question does not seem to apply to this sheet. The connection mentioned is not shown on Sheet M-13. The flow of these pipes is controlled by sluice gate 6-37 and sluice gates in the NCW gates chamber. Refer to Answer No. 41 for information on sequence of work.

Question No. 43: Please confirm that the Clearwells can be dewatered by the owner through the existing effluent and/or drain lines.

Answer No. 43: Yes, the clearwells will be dewatered by the Washington Aqueduct.

Question No. 44: Please confirm that there will be no requirement to clean lime out of the clearwells.

Answer No. 44: No lime cleanup is required in the clearwells, only from within the 48" pipe indicated on Sheet M-13.

Question No. 45: Please confirm that the owner can provide the water for the 30 day operational period of the Clearwells.

Answer No. 45: Yes, the water will be provided by the Washington Aqueduct.

Question No. 46: Please clarify the process for disinfecting the water in the Clearwell prior to placing the Clearwells back in service.

Answer No. 46: Published in Amendment 0004. WA will handle the disinfection of the clearwells at McMillan WTP since they are within plant premises and can feed the hypo. The clearwells drain into the sewer system and there is no need for de-chlorination before discharges. Government staff will handle disinfection. Refer to revised Specification Section 01 92 10, Part 1.1.d.

Question No. 47: Refer to article 1.1.e. on page 1 of specification section 01 92 10. Where can the water be disposed onsite and how much can it handle?

Answer No. 47: Published in Amendment 0004. The stormwater system can be used to dispose of water not contaminated with ammonia or chlorine, or VOCs. Water contaminated with chlorine or ammonia shall be disposed of into the sanitary sewer system. Water contaminated with VOCs will require removal and disposal at a facility designed to handle VOCs. Refer to revised Specification

Section 01 92 10, Part 1.1.e.

Question No. 48: Refer to article 1.1.b.2. on page 1 of specification section 01 92 10. The contract completion duration for this work is listed as XXX calendar days. Please provide a value and make it consistent with the shutdown period listed on page 8 of this same specification.

Answer No. 48: Published in Amendment 0004. Please refer to revised Section 01 92 10, Part

1.1.b.2.

Question No. 49: Refer to article 1.5.b.3.d. on page 5 of specification section 01 92 10. Please clarify why the 78” South Clearwell pipe needs to be plugged if the pipe can be isolated per

1.5.b.3.b. Also, if the plug is installed how would it be removed after the mixer is installed per drawing M-11.

Answer No. 49: Published in Amendment 0004. The 78" SCW pipe does not need to be plugged.

Refer to revised Specification Section 01 92 10, Part 1.5.b.3.

Question No. 50: Refer to article 1.5.c.1.f. on page 6 of specification section 01 92 10. Please clarify the purpose of this 78” plug. Where would the access be to install the plug? Also, if the plug is installed how would it be removed after the mixer is installed per drawing M-6?

Answer No. 50: Published in Amendment 0004. No plug is required. Refer to Answer No. 49 and revised Specification Section 01 92 10, Part 1.5.c.1.

Question No. 51: Page 1 of specification section 01 92 10 states that the construction time for this phase is 175 calendar days. However, page 8 of the same specification states 13 weeks. Please confirm that the duration is 175 calendar days.

Answer No. 51: Published in Amendment 0004. The duration in Section 01 92 10, Part 1.6.c.2 is the duration for which the South Clearwell will be out of service, allowing for the specified work to take place.

Question No. 52: Note 2 on drawing C2 states to replace sluice gates 6-41 & 6-42 when the South

Clearwell is out of service. However, it appears that these gates cannot be isolated when the North

Clearwell is full of water. Please confirm that a full plant shutdown will be allowed to replace these gates.

Answer No. 52: Refer to Answer No. 41 for additional information on sequencing of work.

Question No. 53: Refer to drawing M-13. Please confirm that the 48” drain pipe and the 48” blow off pipe can be isolated by the owner in order to be cleaned and televised. What is the access to these pipelines. Does pipe need to be removed and reinstalled to access the pipe?

Answer No. 53: Based on as-built information, 48" drain and blow off pipes can be isolated. Points of entry are at the boat house and east shaft gate house, as shown on Sheet M-13, unless the North

Clearwell is empty affording an additional entry at the clearwell drain. Refer to revised sheet M-

13, published in Amendment 0003.

Question No. 54: Refer to drawing C-2. Sequence of work note 1.C. states to install a temporary bulkhead prior to gate 6-42. Please clarify the purpose of this bulkhead. Also, note 9 on drawing

M-4 states to provide a temporary plug. This seems to be a duplication and only be applicable if the North Clearwell was taken out of service and the work performed before the South Clearwell.

Answer No. 54: Published in Amendment 003. No temporary bulkhead is required. Refer to revised Sheets C-02 and M-04 and Answer No. 41 for additional information on sequencing of work.

Question No. 55: Item 005 on the bid form provided in Addendum 1 states that it shall include the cost of the installation of 3 new gate valves. Please confirm this should read sluice gates.

Answer No. 55: Published in Amendment 0004. "Gate valves" has been replaced with "sluice gates". Refer to revised Price Schedule.

Question No. 56: Item 015 on the same bid form also states gate valve for this section of work.

Please confirm it should read sluice gate.

Answer No. 56: Please refer to Answer No. 55.

Question No. 57: Can you please clarify if we are required to install a new perimeter wall under the existing concrete slab? Per section 2 S-10 on sheet S-05 it appears to show a wall at these locations.

Answer No. 57: Published in Amendment 0004. The new perimeter wall is to be installed underneath the edge of the new concrete slab where the new roof overlaps the existing North

Clearwell wall. Refer to revised Sheet S-10 for more information.

Question No. 58: Regarding specification section 15790 Part 2.01-A (Approved manufacturers for Pre-Engineered Custom Central-Station Air Handling Units): Can TMI Climate Solutions be added to the list of acceptable manufacturers?

Answer No. 58: Referenced specification section is not included in this project.

Question No. 59: Drawing C04 section A top of the page says to see note 14. There is no note 14 on this drawing. Please clarify?

Answer No. 59: Published in Amendment 0003. Refer to Answer No. 39.

Question No. 60: Banneker Ventures is interested in bidding on this project. We have spoken with a number of subcontractors and many will be out of the office during the week of Christmas leading up to the New Year. Question No. 82:

a. Note on drawing M-13 states that the “contractor is responsible for removal and proper disposal of any material not washed into the truck sewer.” Is the intent that the diluted residue material from cleaning the pipe drain be washed into the trunk sewer? If this is not acceptable, the material will be vacuumed out and hauled away for disposal. Please clarify the intent for the removal and disposal of lime sludge in the pipe.

b. If removal and disposal is required, please provide chemical analytical data on the lime sludge material so the type of disposal requirements can be identified. i.e. Will the material need to be disposed of at a hazardous waste facility or regular landfill?

c. If material can be washed into the trunk sewer, are there any restrictions on the amount of material that can be flushed, or at what rate?

Answer No. 82:

a. During normal draining and cleaning of the Clearwell, the residual lime is washed into the trunk sewer. The lime sludge in the 48” pipe is simply residual from years of cleaning.

b. The material is lime sludge. Potentially trace amounts of alum may be in the sludge but it has never been classified as hazardous waste.

c. There are no restrictions on washing the material into the trunk sewer.

Question No. 83: Our pipe cleaning sub-contractors have advised that cleaning a pipe of this size and length will be a large operation, and have expressed concern about the available area for their equipment and storage tanks should the material need to be removed and hauled away. Given that we are expecting approximately 7400 CF of material, a lot of room will be required for storage tanks. It is anticipated that at the East Gate House entry point they will need 1 lane of the adjacent road to be shut down for several hundred feet in order to perform the work, and at the East Shaft

Gate House the parking lot area in front of the gate house will be needed. Please confirm the above will be acceptable.

Answer No. 83: Work plan proving that traffic will not be impeded must be submitted for

Government approval. If area is not within WA property, i.e. outside the fence, additional coordination to obtain permit is required with appropriate agency.

Question No. 84: Our pipe cleaning contractors have advised that additional information is required in order to accurately quote this scope of work. Please provide the following:

a. Flow conditions in the pipe that are to be expected during the work.

b. Flow conditions of the 78” trunk sewer.

c. CCTV requirements and specifications.

d. MOT requirements, if any, for each location

e. SDS or product info on the lime used to treat the water

Answer No. 84:

a. If the NCW is empty, no flow is expected. If the North Clearwell is operational, flow from leaking sluice gate may be expected

b. Flow in the 78” sewer is unknown

c. The CCTV requirements and specification are governed by your professional engineer who will review the videos and provide a condition assessment.

d. Contractor must file a work plan demonstrating how traffic will be managed within the property.

e. The material is lime sludge, no hazardous materials involved.

Question No. 85: Please advise if the East Shaft Gate House needs to be fenced/gated at all times and if temporary fencing will be required to enclose the work area if it extends into the parking lot.

Answer No. 85: Securing the worksite is a contractor responsibility. If conditions are such that hazards can be accessed by the public, the contractor should take steps to control such access.

Means and methods are up to the contractor.

Question No. 86: The equipment used to clean the pipe is heavy and will need to be placed at the points of ingress. Are there any weight restrictions on the existing structures at these points?

Answer No. 86: The pump houses are over 100 years old. Load bearing information is not available. Given this uncertainty, weight of heavy equipment should be supported over as large a surface area as practical.

Question No. 87: Will isolation of the 48” line from the trunk sewer be required?
