MCMILLAN NORTH CLEARWELL MAINTENANCE AND IMPROVEMENTS

01 92 10

MAINTENANCE OF PLANT OPERATIONS

03/17

PART 1 GENERAL

1.1 THE REQUIREMENT

a. The McMillan Water Treatment Plant must be maintained in continuous operation during the entire construction period. The intent of this section is to outline the minimum requirements necessary to allow the Owner to continuously operate and maintain the treatment facility in order to remain in compliance with all permit requirements.

b. The project construction is divided into two construction options, each with its own Substantial Completion date. Phases and major facility improvements per phase are listed below:

(1) Base Bid - The construction duration for base bid items is 365 calendar days after Notice to Proceed. Major components of the Work included in this option consist assisting the Owner O&M Staff in isolating and dewatering the South Clearwell and 78-inch outlet pipe. The Contractor will then proceed with demolition of the existing 78-inch butterfly valve in the South Clearwell outlet chamber, and installation of the following in the South Clearwell outlet chamber: 78-inch wafer style static mixer, 78-inch steel pipe spool piece, 78-inch butterfly valve, and new chemical feed lines. Sluice gates 6-41 and 6-44 are to be replaced, sluice gate 6-43 is to be abandoned, and a modified hatch cover is to be placed over the gate chamber while the South Clearwell is out of service. The South Clearwell meter vault is to be waterproofed prior to the recommissioning of the South Clearwell.

Following the refilling of the South Clearwell, the Owner will conduct a 30-day operational test of the facilities to ensure proper performance. Thirty (30) calendar days after Substantial Completion of the South Clearwell work and satisfactory testing of the static mixer, the North Clearwell will be decommissioned.

Major components of the Work included in the North Clearwell consist of assisting the Owner O&M Staff with isolating and dewatering the North Clearwell and 78-inch South Clearwell Bypass.

The Contractor will then proceed with the demolition of sluice gate 6-37, removal of chemical feed piping, installation of an insert wafer style static mixer in the 78-inch South Clearwell Bypass, replacement of sluice gate 6-37, installation of new chemical feed piping and new Accusonic wiring, and maintenance of sluice gate 6-50 to reduce leakage. The Owner will allow the Contractor 72 hours to isolate the gate valve vault in order to demolish and replace sluice gate 6-42 and chemical feed pipe before the recommissioning of the North Clearwell. This work will require close coordination with the Owner and must proceed around the clock, if required, to facilitate disinfection and the recommissioning of the North Clearwell Sluice Gate Chamber within the 72-hour period.

Within the contracted time, the backwash check valve assembly and the pipe and valve replacement within vault 6-52 are to take

SECTION 01 92 10 Page 1 place. These activities are not sequenced as they can occur at anytime with proper coordination with the Owner.

(2) Optional Bid - An additional 365 days of construction duration will be permitted for optional bid items. After completion of the Base Bid items, the COntractor shall proceed with the placement of the reinforced concrete slab over the North Clearwell existing roof. Once the reinforced concrete slab placement is complete and the roof is secured, the Contractor shall proceed with the interior work, including: leak and structural repairs, abandonment of the existing unused pipes, demolition of the existing baffle walls, and installation of a new FRP baffle wall system.

c. Following Substantial Completion of South Clearwell construction, and after uninterrupted operation of all facilities and delivery of potable water to the DC Water distribution system for a minimum of 30 consecutive days, North Clearwell work may begin.

d. Prior to the 30 day operational period, all facilities and equipment shall be tested, disinfected where required (including disposal of water), and shall be fully capable of producing drinking water in compliance with all Laws and Regulations. The Contractor shall coordinate closely with the Owner in regards to the initial cleaning, flushing, and disinfection of the facilities. The Owner will handle the dewatering and disinfection of the facilities.

e. The Contractor is permitted to dispose of water not contaminated with ammonia, chlorine, or VOCs into the stormwater system. Water contaminated with ammonia or chlorine shall be disposed of into the sanitary sewer system. Water contaminated with VOCs will require removal and disposal at a facility designed to handle VOCs. Capacity is limited, however, and its use shall be coordinated with the Owner. The Contractor shall obtain all necessary permits and pay all costs associated with disposal of additional quantities of water and wastewater during testing and start-up above what can be handled by the stormwater and sanitary sewer system.

f. The Owner will coordinate the supply of finished water necessary for start-up and the 30 day operational period associated with each stage of construction.

g. The Contractor shall schedule and perform the Work in a manner such that the Owner can keep the existing water treatment plant facilities in continuous, dependable operation. The Contractor shall adhere to the constraints listed in this Section and indicated on the Drawings.

h. In performing the work, the Contractor shall plan and schedule his work to meet the plant and pumping system operating requirements, and the constraints and construction requirements as outlined in this Section.

A minimum of seven days notice is required, prior to start work, for the Contracting Officer to coordinate the milling operation with other activities at the site. Make sufficient passes so that the designated area is milled to the grades and cross sections indicated. Mill the pavement in depth increments that will not damage the pavement below the designated finished grade. If scabbing occurs, the surface will not meet smoothness requirements. Take steps to modify the process as needed to prevent scabbing from occuring. Repair or replace, as directed, items damaged during milling such as manholes, valve boxes, utility lines, pavement that is torn, cracked, gouged, broken, or undercut. Remove the milled material from the pavement and load into trucks.

3.2 GRADE AND SURFACE-SMOOTHNESS TESTING

3.2.1 Grade-Conformance Tests

Test the finished milled surface of the pavement for conformance with the plan-grade requirements and for acceptance by the Contracting Officer by running lines of levels at intervals of 10 feet longitudinally and 10 feet transversely to determine the elevation of the completed pavement. Correct variations from the designated grade line and elevation in excess of the plan-grade requirements as directed. Skin patching for correcting low areas will not be permitted. Remove and replace the deficient low area.

Remove sufficient material to allow at least 1 inch of asphalt concrete to be placed.

3.2.2 Surface-Smoothness Tests

After completion of the final milling, the finished milled surface will be tested by the Government with a straightedge. Other approved devices may be used, provided that when satisfactorily and properly operated, such devices reveal all surface irregularities exceeding the tolerances specified. Correct surface irregularities that depart from the testing edge by more than 1/4 inch. Skin patching for correcting low areas will not be permitted. Remove and replace the deficient low area. Remove sufficient material to allow at least 1 inch of asphalt concrete to be placed.

3.3 REMOVAL OF MILLED MATERIAL

Place material that is removed in the disposal area as specified material that is removed will become the property of the Contractor and removed from the site.
