SUMMARY OF CHANGES

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 3 RFI Q&AS

Q87: Page 72 of 81, Paragraph 6.2 insidated that the first eight hours of training "will include an overview of all features of using RSRS Means Online", but the software requirements listed in Paragraph 6.1 requires the Contractor to provide 25 user licesnes for use on a network system running Microsoft XL Professional network operating system. Per discussions with RS Means, there is a significant difference both in costs and appearance between RS Means Online and a standalone network version of Costworks. Which version is the Government requiring -- 25 licenses to RS Means Costworks Online or 25 Network Standalone licenses. Which type of training will be required?

A: Please reference the following paragraphs:

Paragraph 6.1 requires the 25 RS Means user licenses, that can run on our network, which features the Microsoft XL Professional operating system. We are not requesting stand alone licenses.

Paragraph 6.2. describes the RS Means Online Estimating Seminar that will be taught by RS Means instructors, for a total of 16 hours.

The 25 RS Means user licenses and the RS Means Online Estimating Seminar are separate requirements.

Q88: Page 72 of 81, Paragraph 6.2 states that the Contractor is responsbile for providing all necessary equipments and materials to conduct the seminar, to include as a minimum, a PC or laptop. Please confirm that a facility with desktop computers can be used for the RS Means training.

A: No.

Q89: Paragraph 6.0 -- Will the Contractor be able to submit an invoice for the cost of the RS Means Books and Software to be provided in January of each Contract Year? This is a significant cost on an annual basis.

A: No; this should be included in your coefficient.

Q90: Section 01 35 26, Para 1.4.1.1, Page 138 / Section 01 45 00, Para 3.4.2, Page 244 -- Please clarify if a dedicated Superintendent and Dedicated QC/SSHO (i.e. two full time people) are required for each Task Order, or if the QC/SSHO can serve on multiple projects (i.e. a "centralized QC Manager/SSHO") depending upon size and complexity of task orders.

A: Subject to the approval of the Government and will be task order specific depending on project type and location.

Q91: Section 01 50 00 Temp Const Facilities & Controls - This section includes project signs, temporary wiring (temp elec service), temp fencing, temp utilities, and temp project safety fencing. On page 80 of 81 under Paragraph 11.3 it states that "If required by the scoep of work, the contractor shall install and maintain a fence around the site". This statement indicates that not all task orders will required a fence, which will be the case with other items listed above. Will the allowable line items for these items from RS Means be utilized for capturing these costs since not every task order will have the same requirements for temporary construction facilities and controls?

W912DR-14-R-0025

A: No; this should be included in your coefficient. Please reference Paragraph 2.1, Page 74 of the Statement of Work, which states "All RS Means Division 1 line items NOT specifically excluded from the coefficients shall be included in the coefficients. There will not be a separate annual escalated coefficient rate. The coefficient rates negotiated at time of contrat award will be used thorughout the life of the contract."

Q92: Section 01 50 00 Para 3.5.1 Page 270 -- This paragraph requires providing the Resident Engineer office space.

Is this applicable for every task order? If applicable, can the RS Means Line Items for temporary offices be utilized for capturing these costs?

A: Please see response to RFI 91.

Q93: Section 01 33 00 Design After Award, Paragraph 3.9, Page 35-37 -- Based on the distribution matrix, every design build task order will required (3) full size drawings, (32) half size drawings, (28) sets of specs, (24) CDs, (9) CID submittals, and (9) SID submittals. Is this correct for ALL task orders? It appears that these quantities may be excessive for small, less complex task orders. Since A-E Fees are included in the coefficient, please confirm if this distribution matrix is applicable for all Design-Build task orders.

A: This will not be required for all task orders. The SOW will identify the required quantities on a project by project basis.

Q94: Will the applicable RS Means line items for Quality Control Testing be utilized to cover QC Tests based on the fact that testing requirements will vary based on task order scope of work?

A: Please see response to RFI 91.

Q95: The Division 1 Specification Numbering Systems issued with the solicitation does not directly match the lines items listed by RS Means in Division 1. For example Section 01 54 00 in the Solicitation Specs deals with Security, whereas Section 01 54 00 in RS Means is for Construction Aids. Can the Government please provide a specific list of RS Means Section line items that are to be included in Coefficients?

A: Please see response to RFI 91.

Q96: The RFP refereces the "Security Specialist" on page 14 of 38 in Amendment 0001. In order provide correct pricing coefficients please clarify if the job description is that of an ATFP Engineer or is their a different category we should reference.

A: Please see response to RFI 91.

Q97: Per Section 3.3 of the General Instructions in the RFP the maximum count is 50 pages. BINDER 1 has an approximate count of 6-10 pages to include the RS Means information. BINDER 2 can get up to 56 pages with just Attachements A-C and Resumes and we still need to address the responsive content in BINDER 3.In order to provide comprehensive narratives, please clarify what is in the page count.

A: Please see response to RFI 44.
