About this file
This is a Solicitation Questions and Answers document for a janitorial and trash collection services contract at Smithville Lake Dam and Access Points managed by USACE.
The contract requires comprehensive facility maintenance and litter collection services across visitor centers, office spaces, maintenance areas, and 32 access points around the lake spanning approximately 40 miles. Specific service requirements include: janitorial services for facilities totaling approximately 176 SF for the maintenance shop and 60 SF for the Volt toilet, with all other spaces detailed on provided maps showing carpeted areas with identified sizes and hard surfaces; trash receptacle servicing at all Access Points 1–32 as specified in the Performance Work Statement Section C.1.5.4; Monday litter collection service during April–October to be completed within a single day; and every other Monday trash service during November–March for all access points. The government clarified that estimated quantities of trash receptacles and containers are listed in the PWS and confirmed that the Longview Visitor Center was removed from the scope due to required government changes. The government does not provide weighting for evaluation factors, will not disclose previous contractor staffing levels, and does not maintain information regarding past performance risk considerations. A formal site visit was scheduled for March 12.

Solicitation Questions
Would it be possible to schedule a site visit on Tuesday March 10th at 10:00am?
A: An amendment was posted to SAM.gov to include a formal site visit on 12 March
Evaluation Weighting: Since this is being awarded to the "most advantageous" offeror and not necessarily the lowest price, how much weight is being placed on Relevant Experience in high-use recreation areas compared to the Price factor?
A: We are not required to weight each factor
Performance Risk: If an offeror provides a significantly lower price but has limited past performance with USACE or similar agencies, will that be viewed as a performance risk during evaluation?
A: We are not required to weight each factor
Scope Modification: The previous contract included the Longview Visitor Center. What was the strategic reason for removing it from this solicitation?
A: Longview was removed because the government required a scope change.
1. Could the Government confirm the approximate square footage of the facilities included in the janitorial services (visitor center, office spaces, maintenance areas, etc.)?
A: Maintenance shop area, approx. 176 SF.; Volt toilet, approx. 60 SF. All other spaces see map.
All carpeted spaces identified with sizes. Any space not identified are hard surfaces with sizes
2. Could the Government confirm whether the contractor will be responsible for servicing all trash receptacles located at Access Points 1–32, or if there are specific receptacles or locations excluded from the scope?
A: All trash receptacles located at Access Points 1–32 as listed in the PWS, C.1.5.4 Trash and Litter Collection, Smithville Lake Dam and Access Points.
3. For the April–October litter collection schedule, must the Monday service for Access Points 1–32 be completed within a single day, or may the work be completed across multiple days if necessary?
A: One day, Mondays. During the summer, weekends have the heaviest usage and many containers may be filled up. Distant around the lake that pertains to litter collection at the Access Points 1–32, is approximately 40 miles.
4. For the November–March service schedule, does the “every other Monday” trash service apply to all access points and the dam/administration area, or only specific locations?
A: All trash receptacles located at Access Points 1–32 as listed in the PWS.
5. Are there estimated quantities of trash receptacles or containers that the contractor will be responsible for servicing under this contract?
A: Listed PWS, C.1.5.4 Trash and Litter Collection, Smithville Lake Dam and Access Points
6. Could the Government provide any information regarding the current or previous contractor’s staffing approach or level of effort used to perform these services?
A: The Government does not have that information
