About this file
This is a Questions and Answers document for a federal janitorial and refuse/litter collection services solicitation. The incumbent contractor is EVE J & S CLEANING AND COATING, LLC. The current contract value is $217,887.83 for the base year, which covered two lake locations and refuse/litter removal at one lake. The 2025 contract year is valued at $53,000 for one lake location and refuse/litter removal, reflecting reduced custodial service frequencies and reduced refuse/litter removal sites and frequencies under the current solicitation.
Prime contractors are permitted to utilize subcontractors for janitorial and trash/litter collection services. Each employer, including subcontractors, is responsible for maintaining its own workers' compensation insurance compliant with applicable state statutes, though the prime contractor bears ultimate responsibility for ensuring all performing entities are properly insured. All personnel performing work under the contract, including subcontractor personnel, must complete background screening, fingerprinting, FBI fingerprint checks, NACI scheduling, and HSPD-12 access requirements. Government-furnished supplies include certain janitorial consumables and cleaning chemicals/disinfectants per PWS Section C.3.2. The pre-bid site visit referenced in Section C.1.6 is strongly encouraged but not mandatory. Specific insurance limits for employer's liability, general liability, and automobile liability are detailed in PWS Section C.1.7. Responses to offeror questions and relevant site visit information will be compiled and made available to interested offerors prior to the proposal due date.
