Wet NC Excavation, Inspection & Investigation Procedure (Final 22 January 2019)
• This procedure will be implemented on the following accounts. B Line 2019, 2022, 2024; C Line 3019, 3022, 3024; D Line 4019, 4022, 4024; E Line 5019, 5022, 5024, 5026-2, 5046, 5047. A detailed record of this activity must be kept for each account. It should contain a map showing the location of any explosives found and amounts excavated as well as a record of DropEx (MEC) testing locations, environmental testing and so forth.
• The intention of this procedure is to inspect all walls, equipment bases and piers on the inside of the account that penetrated the slab. These penetration points provided potential flow paths for Wet NC in cases where the protective sealant had degraded at those locations. This will be accomplished by removing soil to a depth of 3’. It is not the intent of this procedure to remove any concrete that is not MEC contaminated. It may be removed if it is more cost effective to do so.
• The attached Account figures show the number of walls, equipment bases, piers and their approximate locations. Additionally, the figures show the investigative soil removal areas around each of the potential leak/flow points thru the former concrete slab of an Account
• If bulk explosives are found the UXO personnel must hand remove the NC and transport this material to a TBP for flashing. UXO personnel must be as close to the operation as is allowed by the ESS in order to spot pockets of explosives as the soil is being removed. Seams of NC must be followed until no more remains. Once the bulk has been removed the fines can be mixed with soil to less than 10% and handled as an environmental waste.
• All concrete walls inside the foundation footprint that are identified on the account drawings will be DropEx (MEC) tested every 25 sq. ft and piers will be swiped on all 4 sides and DropEx (MEC) tested for the presence of explosives. If DropEx (MEC) testing is positive the area must be desensitized according to ESS allowed methods.
• These accounts will be divided into two categories for digging purposes. Complete soil removal versus partial soil removal. Then these accounts will be further divided into pesticide contaminated versus not pesticide contaminated.
• Complete soil removal accts are 2022, 2026, 3022, 3026, 4019, 4022, 4024, 5022, Part of 5024, 5026-2, 5046, and 5047.
• Pesticide contaminated accounts are 4019, 4022, 4024, 5019, 5024, 5026-2, 5046 and 5047. All soil excavated (i.e. disturbed) at a pesticide account must be disposed of off-site as contaminated soil once it is not considered an explosive hazard (i.e. does not required explosive mixing prior to disposal).
• Complete removal pesticide accounts: Remove all soil inside the perimeter down to 3’ deep inspecting along the way to catch the appearance of bulk explosives. If no bulk explosives are found then haul all of this soil to a stockpile and keep it separated by account number for an ENSYS (MEC) test of the entire account pile, if required. If any of the account had explosives this pile must be ENSYS (MEC) tested to ensure it is not an explosive hazard. Also, the area where the explosives were found must be ENSYS (MEC) tested first and then environmentally tested for NC according to Interim Corrective Measures Implementation Work Plan (ICMI WP) testing requirements.
• Complete removal non pesticide accounts: Remove all soil inside the perimeter down to 3’ deep inspecting along the way to catch the appearance of bulk explosives. Put soil on plastic outside the perimeter of the account. If any of the account had explosives, that section of the pile must be ENSYS (MEC) tested to ensure it is not an explosive hazard. Also, the area where the explosives were found must be ENSYS (MEC) tested first and then environmentally tested for NC according to ICMI WP testing requirements.
• Backfill the area in order for it to drain using layback soils first. Follow the Storm Water Pollution Prevention Plan (SWPPP).
• Partial removal pesticide accounts: Remove a trench 3’ wide around the entire perimeter of the account and along any interior walls inspecting along the way to catch the appearance of bulk explosives. Load this soil into a waiting truck but ensure no bulk explosives get loaded. Then transport to a segregated stockpile. Also remove 7’ X 7’ excavations around all piers. Stack soil from each pier in a manner so UXO personnel can inspect the pile and pier hole. Check for pockets of NC in the excavation holes. If no bulk explosives are found transport this soil to the segregated stockpile. If explosives are present an ENSYS (MEC) test must be done before transporting this soil.
• Partial removal non pesticide account: Remove a trench 3’ wide around the entire perimeter of the account and along any interior walls inspecting along the way to catch the appearance of bulk explosives. Put soil on plastic outside the perimeter of the account. Also remove 7’ X 7’ excavations around all piers. Stack soil from each pier in a manner so UXO personnel can inspect the pile and pier hole. Check for pockets of NC in the excavation holes. If no explosives are found the soil can be pushed back into the hole. If explosives are found an ENSYS (MEC) test and environmental test must be done to determine the disposition of this soil and the associated hole.
• Backfill the area in order for it to drain using layback soils first. Follow the SWPPP.
• Some of these accounts have concrete squares that were tank supports. These squares are on piers but they were under the slab and are therefore not identified on the drawings as they did not penetrate the slab. If they are in the way of your soil removal they will need to be removed, DropEx (MEC) tested and then taken to the clean concrete stockpiles.
