About this file
This is a Question and Answers document for the Prefabricated FWA Range ROCA Tower solicitation (W912D026QA002) issued by the Department of the Army Materiel Command Army Contracting Command. The document addresses 40+ questions submitted by potential offerors regarding design requirements, building specifications, site conditions, and construction standards for a Range Tower and General Instruction Building (GIB) to be delivered to Fort Wainwright, Alaska. Key clarifications include: ASHRAE Zone 8 insulation requirements for roofs (R-25), walls (R-25 continuous), and floors; wind design criteria of 110 mph per ASCE 7-22; roof snow load of 80 psf (LRFD) and ground snow load of 96 psf; seismic design per ASCE 7-22; window specifications of 3'x4' aluminum double-hung with insulated glass (two front, two rear for GIB); 4' soffit overhang on tower cab; 120V/240V electrical service; payment and performance bonding requirements; and no communications, data infrastructure, or fire alarm systems required for the tower. The government clarified that UFC takes precedence over the provided AI-generated guidelines, which contain misinformation and should not be used. Geotechnical reports and prefabricated GIB drawings are not available; contractors must request utility locates through the Contracting Officer, handle field screening during excavation with potential differing site condition changes if contamination is found, and engage licensed fire protection engineers and professional engineers as required. The 20-page quotation limit was removed, and concept-level (35%) drawings are acceptable for proposal submission.

Sheet1
| Questions | Answer | |
| 1 | * Scope of Work didn’t indicate how many people are expected to occupy the Tower and the Instruction Building for proper A/C sizing. Please provide number of occupants for each space | up to 5 in tower, up to 25 in GIB |
2 * Scope of Work does not indicate any required ventilation for either the Tower or the Instruction Building. International Mechanical Code does require ventilation for occupied spaces If it is required by code
3 * Unless we see instruction otherwise, we are assuming to follow the “ASHRAE Zone 8” requirements in 90.1:
| Roof (metal building): R-25 with 2 layers (each R-11) | U-0.026 / R-25+R-11+R-11 LS |
| Walls (metal building): R-25 continuous. | A 6" inuslated metal panel is typically the most efficient product. |
| Walls below grade: R-15 | Correct |
| Floors – steel framed: R-38 | Correct |
| Floors – slab on grade: R-20 for 48 inches. (4 inches of foam). | Correct |
| 4 | Exterior electrical fixtures and -50F listing requirement: | |
| * For certain classes of equipment, there may not be a -50F listing. Would the closest available low temperature rating, for example -40, or -35, depending on the equipment, be acceptable | If there is no other options then yes acceptable |
| 5 | 1. Lightning protection: | typically for most buildings lightning protection is not required |
| * Will the system need to be listed/labeled; would LPI (Lightning Protection Institute) be acceptable? | There are calculations that are required to determine if LP is required. Since the buildings are not storing munitions or explosives it likely will not require LP. It will just add cost to the project. | |
| * Will there be any explosive materials inside the building or the tower? | not for storage of munitions | |
| * Will there be any explosive materials around the building or tower, e.g., live hand grenades outside? | no high explosive munitions |
| 6 | Fire alarm: | |
| * On the engineering/design side, would a fire protection engineer be required for the fire alarm? | It will require a licenced Fire Protection Engineered design |
7 * Is there any comm/data infrastructure needed (did not see any in the SOW) Nno Comms or Data
8 At the Site Visit TSA stated the project included bid alternates to: a.) Demolish existing B5106 Range Tower, b.) Connect active power to B5126 and c.) Demolish existing B5107. Have Hazardous Materials Studies/Assessments been completed on B5106 and B5017? No
9 The solicitation Form 1449 and Continuation of Supplies or Services and Prices/Costs do not include the optional bid items (such as being CLIN002, CLIN003, or CLIN004). Will bid schedule forms be amended? No
10 The design drawings for the Range Tower (solicitation Attachment 2) and the hardcopy package presented at the site visit including pictures of B5172 show a 2’ soffit overhang on the perimeter of the tower cab. Would the Government prefer an overhand of 4’ to cover the catwalk? yes
11 At the site visit, discussion mentioned plans are available for a prefabricated General Instruction Building (GIB). Would the Government provide these as part of the solicitation? Not available
12 A geotechnical report was mentioned as available; would the Government provide this? Unfortunately this area was not included in pervious survey mentioned
| 13 | The handout from the site visit, described as AI generated, provides general guidelines. Please confirm whether the Unified Facilities Criteria (UFC), International Building Code (IBC) and references in Section 3.0 of the SOW take precedence over the guidelines handout? | UFC would take preference, and I would always double check the IBC and other codes listed, the values listed in the AI generated guidelines may not be correct. |
| Please don't use either of the handouts there is too much misinformation. | ||
| 14 | The guidelines address snow load in Fairbanks as being 60 psf roof snow load and 50 psf ground snow load. Are these values correct by current code and as applicable to Ft Wainwright, Alaska? Is the correct design value for roof snow load currently 70 pounds per square foot? | Risk Category II |
Ground Snow Load = 96 psf Flat roof snow load = 80 psf (LRFD), 56 psf (ASD)
| 15 | What are the seismic design criteria required for the tower foundation and GIB facility anchorings? | Designer should be completing an ASCE 7-22 analysis. |
| Also refer to ASCE 7-22 | ||
| 16 | Most Government projects in the interior utilize a 110 mph, 3-second gust criteria for wind design. Is 90-mph stated in the guidelines the correct value for wind load calculation of these facilities? | 110 mph would be correct. |
| Designer should be completing an ASCE 7-22 analysis. | ||
| 17 | Design drawings for the tower cab specify interior finishes. What are the interior finishes for the GIB? | Wall finishes are the same as tower |
| 20 | SOW paragraph 4.2.1 states the GIB foundation is a thickened edge slab on grade with 4” of rigid insulation under the entire slab. Is vapor barrier also required under the entirety of the slab and up the vertical face of foundation wall such that it ties to the wall vapor barrier? | We don't typically insulate under the slab unless a heated slab is being installed. A thickened edge slab on grade. Will need 4" of vertical insulation with a 48" horizontal wing of 4" thick insulation. Insulation must be XPS(White board). |
| Use ASCE 32-1 to design |
| 21 | Is a 4’ wing of two layers of 2” insulation with staggered joints required at the bottom of thickened edge foundation of the GIB? | In out location wing needs to be 4" thick. |
| Use ASCE 32-1 to design | ||
| 22 | Are the windows required to be blast resistant? | Windows must meet the requirements in UFC 4-010 |
23 What materials are the window frames to be made from? i.e.: vinyl, fiberglass, steel, or anodized aluminum 3' x 4' Aluminun Double Hung with insulted Glass
24 Please confirm that during excavation, only field screening is required. Should contamination be detected, material will be stockpiled. Please confirm this will be processed as a differing site condition change? Not expecting any contamination but the answer is yes differing site condition
25 Is an Erosion Control Sediment Plan required?
26 Are utilities locates completed by the Government prior to start of excavation? Contractor will request dig permit from DPW, yes they will mark
27 Are stoops and canopies required at the two entries of the GIB? stoops should be considered they serve 2 purposes, it keeps the water from backing up into the building in the spring and they also give a good flat surface that is easy to shovel.
28 How many windows, and of what size, are required in the GIB? 3' x 4' Aluminun Double Hung with insulted Glass 2 ea in front 2ea in the rear
29 Attachment 3 of the solicitation is titled “The Service Contract Act” Wage Determination. For Construction, is the current Davis-Bacon Wage Act the appropriate wage scale? Updated
