About this file
This is a Statement of Work (SOW) for construction of two buildings at Fort Wainwright, Alaska for the M320 Grenade Launcher Range. The project requires construction of one two-story Range Operations Center (ROC) Tower (approximately 12' x 12' with 18' eave height) and one single-story General Instruction Building (GIB) measuring 20' x 40' on the Fort Wainwright Small Arms Range Complex. Both structures must be engineered for sub-arctic conditions, addressing discontinuous permafrost, significant snow loads, and extreme temperature fluctuations down to -50°F. The contractor must provide all supervision, equipment, materials, and labor for complete construction.
The ROC Tower requires a foundation based on site-specific geotechnical determination, potentially including a thermosiphon or adjustable screw-jack for frost heave accommodation; structural steel frame with insulated metal sandwich panels rated for -50°F service; triple-pane gas-filled windows with thermal frames meeting Energy Star criteria; hallowing metal doors with thermal breaks and heavy-duty weather stripping; wall-mounted electric heating/AC unit maintaining 70°F at -50°F outdoor temperatures; and cold-weather-rated electrical systems including dual-circuit LED lighting (white and red), surge protection devices, and lightning protection. The GIB requires a reinforced insulated monolithic slab-on-grade foundation with minimum 4" rigid XPS insulation; wood or metal-framed structure meeting ASHRAE 90.1 Climate Zone 8 standards; identical window and door specifications as the ROC Tower; 100-amp electrical service with evenly-spaced outlets; dual-circuit interior and exterior LED lighting with red light circuits; and a Monaco Fire Alarm system integrated with Fort Wainwright's main system. The Period of Performance is 365 calendar days from Task Order award, with key milestones including kick-off meeting within 30 days, 65% design within 45 days of kick-off, 95/100% design within 90 days, and pre-construction meeting within 10 days prior to construction start. The project includes three optional bid items: demolition of an existing wooden range tower, demolition of an existing wooden GIB, and electrical service installation to an adjacent Ammo Breakdown Building. The contractor must submit a Quality Control Plan and Environmental Protection Plan with site-specific erosion and sediment control provisions, with all submittals requiring Contracting Officer Representative (COR) approval and Design, Plans and Works (DPW) concurrence.

Statement of Work (SOW)
FWA Grenade Launcher Range M320 ROCA Buildings
1.0 Background
Fort Wainwright (FWA) home to the United States Army Alaska (USARAK) and the 11th Airborne Division which serves as a strategic power projection platform. Its mission requires infrastructure capable of withstanding the demanding sub-arctic environment to ensure operational readiness for worldwide deployment. This project will provide critical range facilities designed for durability and performance in these conditions.
2.0 Scope/Objective
This SOW outlines the build requirements for one (1) TWO-STORY Range Operations Center (ROC) Tower and one (1) 20’ x 40’ General Instruction Building (GIB) for the M320 Grenade Launcher Range located on the FWA Small Arms Complex. The objective is to deliver facilities engineered specifically for the sub-arctic climate of FWA, addressing challenges such as discontinuous permafrost, significant snow loads, and extreme temperature fluctuations.
Both Structure shall be fully equipped with electrical systems to include task lighting, emergency/exit lights, 120V electrical outlets, a red-light circuit for nighttime operation, and an underground service entry.
3.0 Applicable Documents/References
3.1 Army and DoW Regulations: AR350-19 (Sustainable Range Program), DA PAM 385-63 (Range Safety), UFC 1-200-02 (High Performance and Sustainable Building Requirements) UFC 3-520-01 (Interior Electrical Systems).
3.2 Engineering and Construction: USARMY Corps of Engineers (USACE) Alaska District’s “Arctic and Sub-Arctic Construction” series, ASHRAE Standard 90.1 (Energy Standard for Buildings Climate Zone 8, National Fire Protection Association (NFPA) 70 & 780.
3.3 Fort Wainwright Range Complex Master Plan, Fort Wainwright Design Guides
4.0 Tasks
The Contractor shall provide all supervision, equipment, materials and labor to construct one (1) each ROC Tower and one (1) each General instruction Building on the FWA Small Arms Range Complex (Range Road, Fort Wainwright, Alaska 99703)
4.1 Construction of Range Operations Tower
General Requirement: The Contractor shall build one (1) two-story ROC Tower approximately 12’ x 12’ cabin (control room) with 18’ eave height. The second-floor control room shall be accessible via one (1) flight of stairs and feature a 4’ walk around mezzanine catwalk.
4.1.1 Foundation and Structural
Foundation must be based on site-specific geotechnical determination. Given the discontinuous permafrost at Fort Wainwright a thermosiphon or adjustable screw-jack maybe required to maintain thermal stability and allow for adjustments due to frost heave. Standard spread footing may not be appropriate.
Structural steel frame with insulated metal sandwich panels. All steel and connections must be rated for service at -50 degrees F to prevent brittle fracture.
4.1.2 Building Envelope
Insulated walls and roof shall meet or exceed ASH RAE 90.1 standards for climate zone
8. A continuous vapor barrier is mandatory on the “warm side” of the insulation.
Windows will be triple-pane, gas filled with thermal frames. Windows must Energy Star criteria for the region.
Door will be hallowing metal with thermal break grade 1 hardware (BEST lock compatible, and heavy-duty weather stripping with an adjustable sweep.
4.1.3 Mechanical and Electrical
Heating= a wall-mounted electric heating/AC unit sized to maintain 70F at an outdoor temperature of -50F. The unit must include a quick recovery feature and override for extended shutdowns.
Electrical= All exterior conduits, fixtures and wiring must be cold-weather listed to -50F.
A type 1 or type 2 surge protection device (SPD) is required at the service entrance.
Electrical power shall be ran from current on location disconnect or established demarcation point. (If option of demo is awarded use of location power is authorized).
Lighting= Provide dual circuit interior and exterior lighting (white and red LED lamps).
All fixtures must be vapor-proof, guarded, and UL-listed for wet/cold locations. Light switches for shall have protective covers to prevent accidental use during night operations.
Lightening protection is required.
4.2 Construction of General Instruction Building (GIB)
General requirements- Contractor shall build one (1) single story 20’ x 40’ GIB
4.2.1 Foundation and Structural
Foundation= a reinforced insulated monolithic slab-on-grade foundation. The design must include a minimum of 4” of rigid non-frost-susceptible insultation (high density XPS) under the entire slab and extending vertically along the slab edge to below the frost line.
Structural= Wood or metal-framed structure with insulated walls and roof meeting ASH RAE 90.1 for Climate Zone 8. Sheathing must include 7U16-inch OSB under the gypsum wallboard for added rigidity.
4.2.2 Building Envelope
Insulated walls and roof shall meet or exceed ASH RAE 90.1 standards for climate zone
8. A continuous vapor barrier is mandatory on the “warm side” of the insulation.
Windows will be triple-pane, gas filled with thermal frames. Windows must Energy Star criteria for the region.
Doors will be hallowing metal with thermal break grade 1 hardware (BEST lock compatible, and heavy-duty weather stripping with an adjustable sweep. Two exit doors are required. (See concept sketch)
4.2.3 Mechanical and Electrical
