34 By what time must a JV agreement be finalized for award? Must the SBA office approve of the JV agreement and if so, must that happen before or after award?

SF 1449 block 10 Refer to FAR 9.6. 5/21/2020

35 Given the response by the government to these questions and how they may impact the proposal, would the government delay proposal submission by a few days more to assess the information?

SF 1449 block 8 No. The proposal due will remain unchanged. 5/21/2020

36 In Amdt 0001, the government appears to say it will allow submission of multiple offers from one source. This is highly unusual because it permits a multitude variation of offers to be considered from one source. This defeats the government's stated desire to receive the best approach with each submitted proposal. It also appears to only be permitted if allowing alternative line items to be proposed for supply contracts (see FAR 15.203 (a)(2)). Please explain if allowing mulitple proposals from the same source is intended and what the rationale and basis is for the government to allow such.

Amendment 0001, W912D0-20-R-0004 FWA Custodial Services RFI LOG Answer 4

In accordance with FAR Part 12 and Clause 52.212-1 (e) Offerors are encourage to submit multiple offers presenting alternative terms and conditions. Each submission will be evaluated separately.

39 The Collective Bargaining Agreement contained in the RFP identifies the incumbent contractor as Portco Contracting Group, LLC, and lists the CBA effective dates as May 1, 2018 through April 30, 2021. 1) Is Portco Contracting Group, LLC the current incumbent contractor? If not, who is the incumbent?

2) If the incumbent has changed, is the CBA contained in the RFP still applicable? If not, will the Government provide the applicable CBA?

Attachment 06 -

20R0004 FWA

Custodial Pricing Matrix

It is up to the offeror to decide how they distribute/transfer the cost associated with the Project Manager and QC manager in the format provided in Attachment 03 -20R0004 FWA Custodial Pricing Matrix.. On pages 23 - 24 of the solicitation FACTOR 3 – Price: Price will not be scored or rated. Evaluation of price will be performed using one or more proposal analysis techniques in FAR 15.404-1(b).

Unbalanced pricing may be evaluated IAW FAR 15.404-1(g), as applicable, to assess potential performance risk which would result in unreasonably high prices.

Through the techniques, the government will determine whether prices are reasonable, complete, and balanced (to include all prices contained in the CLINS and Pricing Matrix (Attachment 03 – -20R0004 FWA Custodial Pricing Matrix).

5/21/2020

41 In Attachment 4 the custodial staffing matrix it states they are looking for FTE calculations for each individual building. When doing this some buildings even with multiple emplolyees perfomring services on them throughout the year will not meet one full FTE is it acceptable to use fractions of an FTE in response?

Attachment 4 Custodial staffing Matrix

Yes. 5/22/2020

42 When providing staffing estimates is it fair to assume all stripping, waxing, buffing, carpet cleaing, and other more specialized services are to be including in the total proposed FTE's for each facility

Attachment 4 Custodial staffing Matrix

Yes 5/22/2020

43 For proposed pricing matrix where in this matrix can supply costs be accounted for? Due to wanting only FTE for labor costs for each building how can it be reasonably expected to write in materials costs without gouging the prices of man power per hour?

Attachment 3 Pricing Matrix

It is up to the offeror to decide how they distribute/transfer the cost associated with the supply costs in the format provided in Attachment 03 -20R0004 FWA Custodial Pricing Matrix. On pages 23 - 24 of the solicitation FACTOR 3 – Price:

44 Where in the pricing matrix is mangerial time accounted for? Are the cost for the project manager, QC, upper management and back-up project manager also supposed to be absorbed into labor costs per man hour? 45 Special event cleaning pricing. Due to so many unknown variables would it make sense to provide the unit price as an hourly price per manhour of services received. Due to fact that setting a specific unit price could extrely over or under sell the customer since there are no specific buildings or sites set forth.

PWS 2.2, Attachment 3 pricing matrix

This is not a Time and Materials contract, Special Event Cleanings should be price in accordance with Work Capabilities Level 1 - Enhanced Service regardless of the building.
