Evaluation of the offeror’s proposal shall address each subfactor as it applies to the PWS. During evaluations of each proposal, the Government will assign each subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.

(2) Factor 1 – Technical Approach. The Technical Approach Factor evaluation provides an assessment of the offeror’s capability to satisfy the Government’s minimum requirements. This factor has four (4) subfactors that will be used to determine the overall technical approach: Organizational Structure, Staffing Plan, Quality Control Plan, and Experience.

Subfactor 1: Organizational Structure. This sub-factor evaluates the offeror’s organizational structure and its ability to effectively oversee satisfactory performance of the requirements specified in the PWS. To be considered acceptable, Offeror shall clearly demonstrate that the organizational structure will be successful, and effective in ensuring all requirements in the PWS are achievable and met IAW the acceptable quality levels identified in the PWS Paragraph 4.0. (LRC) and Technical Exhibit 1 (BACH). To be determined acceptable Offeror’s shall demonstrate the following:

Identify the key position(s) and qualifications (positions essential for contract performance) deemed necessary to satisfy the requirement and what authority these individuals possess;

Identify whom has decision making and problem resolution authority;

Identify the command and control relationship among the Offeror and all proposed subcontractor(s). This must include identification of leadership positions (e.g., team leads, foremen, supervisors, managers) responsible for performing successful oversight of the PWS.

Subfactor 2: Staffing Plan. This sub-factor evaluates the offeror’s understanding of the staffing requirement appropriate to successfully perform the PWS requirements. To be considered acceptable, the Offeror shall demonstrate their staffing is appropriate to successfully perform the PWS requirements. Appropriate staffing includes the number of personnel and the labor mix to successfully perform the PWS requirements. The Offeror’s staffing shall demonstrate they can accommodate fluctuating workloads within a band of meals, provide contingency cooks when surge capacity is needed, minimize personnel turnover, and allow for cross-training and cross-utilizing of personnel to perform the requirements of the PWS. The Offeror’s staffing and rationale shall clearly demonstrate that the number of staff and the associate labor type outside of serving times is appropriate.

Subfactor 3: Quality Control Plan. This sub-factor evaluates the offeror’s approach in its quality control/inspection system and shall cover the tasks listed in the PWS. To be considered acceptable, the Offeror shall demonstrate their quality control plan is appropriate to successfully perform the PWS requirements. The QCP shall describe in detail the specifics of the areas to be inspected (on both a routine and non-routine basis), frequency of inspections, and the title and organizational placement of the inspectors. The QCP shall describe the inspection system to identify and prevent deficiencies in the quality of services to be performed and a process action plan to correct and prevent continuous deficiencies and defects.

Subfactor 4: Experience. This sub-factor evaluates the offeror’s relevant and recent experience.

To be considered acceptable, the Offeror shall provide documentation supporting one (1) relevant experience contract occurring recently within the last five (5) years from the date of this solicitation that is similar in size and scope of the requirement described in the PWS. For the purpose of this evaluation, relevant experience is defined as experience that is similar in complexity, size and value providing dining facility attendant services.

NOTE: Only the contractor’s relevant experience will be evaluated, NOT the sub-contractor’s or employees’.

Offerors with unknown experience will be rated as techincally unacceptable

Adjectival Ratings: Acceptability of the proposed service. Technical approach will be evaluated on an acceptable or unacceptable basis using the ratings below in Table 1. Proposals are evaluated for acceptability, but not ranked.

Each Technical Approach subfactor will receive one of the ratings defined below and then there will be an overall roll-up rating at the Factor level. An unacceptable rating in any subfactor renders the Technical rating as unacceptable. In order to be considered awardable, there must be an acceptable rating in every non-price factor/subfactor. Technical approach will be evaluated based on adequacy, completeness, relevancy to requirements.

RATING

DESCRIPTION

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

(3) FACTOR 2 – Past Performance. The past performance evaluation will assess the offeror’s probability of meeting the solicitation’s requirements as indicated by that offeror’s record of past performance. Past performance is assessed at the factor level after evaluating aspects of the offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government may use data provided in the offeror’s proposal and data obtained from other sources available to the Government to include, but not limited to the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases, and may be obtained from other sources available to the Government, such as Defense Contract Management Agency (DCMA), and interviews with program managers, contractors, or fee determining officials. Past performance areas of evaluation include:

Business Relations Quality of Service Schedule Customer Satisfaction Personnel

(a) Each offeror will receive a past performance assessment rating based on the offeror’s record of recent and relevant past performance information that pertains to solicitation requirements.

(b) Recent Assessment. As assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be ongoing or must have performed during the past three (3) years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

(c) Relevancy Assessment. To be relevant, the effort must be similar in nature of work, size, and complexity to the services/products being procured with this solicitation. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine if it is the same or similar in nature of work size and complexity to the services being procured with this solicitation. A relevancy determination of the offeror’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated. In establishing what is relevant for the acquisition, consideration should be given to the aspects of the offeror’s contract history that would give the most confidence that the offeror will satisfy the current procurement. The past performance information provided in the proposal and obtained from other sources will be used to establish the relevancy of past performance.

(d) The past performance evaluation team will review the past performance information and determine the quality and usefulness as it applies to the performance assessment.

(e) Assigned Ratings. The Past Performance rating will be based on an Acceptable or Unacceptable basis using the ratings defined below:

Table 2 – Past Performance Acceptable/Unacceptable Rating Method

ADJECTIVAL

RATING

DESCRIPTION

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (far 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown (or neutral) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable” for the Past Performance Factor;

however, the Past Performance rating is separate from the Experience required in Factor 1, Sub-Factor 4.

(4) FACTOR 3 – Price: Price will not be scored or rated. Evaluation of price will be performed using one or more proposal analysis techniques in FAR 15.404-1(b). Unbalanced pricing may be evaluated IAW FAR 15.404-1(g), as applicable, to assess potential performance risk which would result in unreasonably high prices. Through the techniques, the government will determine whether prices are reasonable, complete, and balanced (to include all prices contained in the CLINS and Pricing Matrix (Attachment H).

Total Evaluated Price (TEP) – The TEP for award purposes will be the sum of all CLIN prices listed in the schedule for all years. To account for the option period(s) possible under FAR 52.217-8 (Option to Extend Services), the Government will add six (6) months of the offeror’s final ordering year price to the offeror’s total price. This amount will be the Total Evaluated Price (TEP). Offerors are not required to enter a price for the six (6) month extension period.

The Government may determine that an offer is unacceptable if the price bands are significantly unbalanced. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for the entire ordering period to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
