W912D0‐18‐B‐0004 EVN‐00008‐7J Moose Mitigation Project Questions and Answers
6 September 2018
1. It was mentioned that there was a survey done on this site. Could you make that available so we can get measurements and layout on the earthwork?
Answer: Included survey with drawings, so attached “SOW Model Drawings rev1”
2. Will contractors be allowed to take photos of the immediate work area for daily reports, work records, info to subs, etc?
Answer: Yes, but no pictures being taken towards the missile field, otherwise the camera will be taken from the contractor/subcontractors.
3. Can an excavator be used to dig the trench along the fence for main power from utility pole to work site, or is a sucker truck required?
Answer: Once the dig permit is approved and a copy submitted to DPW Contract Management Quality Assurance COR (Mathea Meurer), the contractor/subcontractors can use an excavator or sucker truck.
Sucker truck isn’t solely required.
4. Paragraph 1.1.1 mentions Structural and Electrical engineering. Are we required to retain an engineer in these fields to create and stamp drawings?
Answer: Contractor is not required to retain an engineer in the field to create and stamp drawings. The contractor is required to build according to required codes and that the guard shack is built structurally sound.
5. Are we to reuse the existing gate posts for the new single sliding gate or replace existing with what is in the drawing?
Answer: Install proper gate posts, if the existing gate posts are proper to reuse than reuse.
6. Is there a borrow pit available on Greely for pit run? Any cost to contractor?
Answer: The contractor is able to use Whitley Pit on Greely for pit run. There is no cost to the contractor for material, but the contractor is responsible in transporting material in accordance with Environmental Management (see FGA ISWMP). This includes weighing the material and reporting the weights to Environmental. The FGA Weigh Station (B616) can be used by the contractor free of charge.
7. The diversion road will need to be built up approximately 2’ to be level with the existing road. Scope of work mentions “excavate 2’ silt layer and place 30” of pit run”. If we excavate 2’ there will need to be about 4’ of pit run to bring new road level with existing road. Please confirm that the scope is to excavate about 2’ and bring in enough pit run to make new road even with existing road.
Answer: In this case we are building up, so changed SOW 2.1.4.4.2 and added 2.1.4.3.
8. Please confirm that interior finish on the guard shack, including the ceiling, is GWB.
Answer: Yes the interior finished GWB on the guard shack includes the ceiling and walls.
9. The window schedule calls for Kawneer 451T frames. These aluminum frames will not meet the Ul 752 level 3 blast rating, the glass will. Are we to price these frames as scheduled, or use a steel frame that will meet the required rating?
Answer: Use these frames or equivalent. The framing doesn’t need to meet the UI 752 level 3 blast rating.
10. Is there involvement from the Army Corp of Engineers on this project with either oversight or QC, since it is inside the fence on MDC?
Answer: This area isn’t considered the MDC, so there is no involvement from the Army Corps of Engineers. The oversight will be conducted by DPW Contract Management QA, COR is Mathea Meurer.
11. Will the new cantilever gate opening be the same width as the existing double gate?
Answer: The new cantilever gate opening will be the width of the road plus the length of the cantilever to hold the gate when it is closed.
12. The new diversion road crosses the fence at an angle. What width opening in the fence is desired at this point? Do you want two full width lanes going through fence?
Answer: Two full width lanes width opening in the fence is required at the new diversion road as it crosses the fence at an angle, so changed SOW 2.1.4.1.
