About this file
This is a Request for Clarifications (RFC) document consisting of 21 contractor questions and government responses regarding an elevator modernization contract at Schofield Barracks, Hawaii.
The solicitation involves modernizing five elevators across three buildings (B901, B777, and B778) with a period of performance ending September 22, 2028. Key clarifications confirm that Building 901 contains two elevators but only one unit is being modernized under this requirement. The contract is structured as a Firm Fixed Price Service contract subject to both Davis-Bacon Act and Service Contract Act wage determinations as applicable. The one-year warranty begins at whichever occurs first: acceptance of completion prior to the end of the performance period or acceptance on the final day. Contractors are not responsible for recurring annual and semi-annual certification testing beyond the initial acceptance testing. The government will not entertain requests for equitable adjustments, and contractors must perform a post-award assessment at their own cost per FAR 52.237-1 Site Visit provision. No additional documentation regarding existing equipment data, hazardous materials surveys, or non-elevator conduit and drain locations will be provided beyond Technical Exhibits 1-4; offerors who attended the August 19, 2026 site visit had access to obtain supplementary site information. Progress and milestone invoicing within individual CLINs is permitted using the "Job" unit of measure. Offerors must provide verifiable possession of an active State of Hawaii Elevator Mechanic License at time of quote submission; temporary permits are not acceptable. Field technicians are defined as personnel performing hands-on work on elevator units, and licensed mechanics employed by proposed subcontractors satisfy licensing requirements if credentials are submitted with the quote. The method of execution and construction sequencing are at the contractor's discretion provided the contract performance schedule is met.

Please confirm the number of stops and openings for each elevator, and whether a new geared machine is required per PWS 5.7.1.

7 PWS POST-AWARD ASSESSMENT VERSUS FIXED PRICE. PWS 5.1.2

Government entertain an equitable adjustment?
