About this file
This document is a Request for Clarifications (RFC) that addresses 15 contractor questions and government responses regarding an elevator modernization project at Wheeler Army Airfield (WAAF).
The project involves modernizing five elevators across multiple buildings at WAAF, with work scheduled through September 22, 2028. Key clarifications include: Building 901 contains two elevator units with only one being modernized in this requirement; the contract is being solicited and awarded as a Firm Fixed Priced Service contract with updated wage determinations provided via Amendment 0004; the one-year warranty begins at whichever comes first—acceptance of completion prior to Period of Performance end date or acceptance on the last day of the Period of Performance; contractors are not responsible for annual and semi-annual certification testing beyond acceptance testing; and the government will not entertain Requests for Equitable Adjustments, with contractors responsible for identifying conditions during site visits conducted on August 19, 2026. The government clarified that no additional documentation beyond Technical Exhibits 1-4 will be provided regarding existing equipment data, non-elevator conduit/ducts/drains, or hazardous materials surveys; contractors must rely on site visit access to obtain this information. Progress or milestone invoicing is permitted within individual CLINs despite the "Job" line item designation. Regarding execution method, contractors have flexibility to determine sequencing to meet the Period of Performance timeframe. Award evaluation factors are addressed in the Addendum to Section M of the Solicitation document for Commercial Items.

Section Referenced in Question Contractor Question Government Response
1 TE 3 CLIN COVERAGE AT BUILDING 901. Section B prices five elevators, with only one at WAAF B901. Technical Exhibit 3 depicts two adjacent elevator hoistways at B901, and PWS
5.11.1 presumes more than one elevator per building. Does
B901 contain two elevators, and will a CLIN 0006 be added?
WAAF B901 has 2 Units. Only 1 Unit is being modernized in this requirement.
2 General WAGE DETERMINATION AND LABOR STANDARDS. FAR 52.222-
41 is incorporated but no DOL wage determination is attached, and FAR 52.222-42 lists no elevator constructor classification. Given the demolition and replacement scope in
PWS Part 5, has the Government determined whether Davis-
Bacon applies rather than the Service Contract Labor
Standards? Will the applicable wage determination be issued by amendment before quotes are due?
Updated WAGE DETERMINATION AND LABOR STANDARDS with
Amendment 0004.
This requirement is being solicited and awarded as a Firm Fixed Priced
Service contract.
3 PWS WARRANTY PERIOD. PWS 5.4.1 states the one-year warranty begins at each elevator's acceptance. PWS 5.11.1 states warranty runs one year following the end of the period of performance. Which paragraph governs?
One-year warranty to start at whichever comes first. Acceptance of completion prior to Period of Performance end date; or Acceptance of completion on the last day of the Period of Performance.
4 PWS RECURRING CERTIFICATION TESTING. Beyond the acceptance testing at PWS 5.13.1, is the Contractor responsible for the annual and semi-annual certification and safety testing described at PWS 5.14.1 for the remainder of the period of performance? If so, how many events per elevator are anticipated?
No.
5 PWS NON-ELEVATOR CONDUIT, DUCTS AND DRAINS. PWS 5.7.1
requires enclosing or relocating all non-elevator conduit, ducts and drains. No documentation of these services is furnished.
Will existing documentation or a survey be provided, and will offerors have access to all machine rooms, hoistways and pits at the 19 August site visit?
There is no additional documents other than what's been provided in the Solicitation (TE 1, TE 2, TE 3) and TE 4 via Amendment 0003.
Offerors that attended the site vist on 19-AUG-26 had access to all machine rooms, hoistways and pits.
6 PWS EXISTING EQUIPMENT DATA. The technical exhibits contain no capacity, speed, stop count, roping, manufacturer, controller, machine, machine room location, pit or overhead data for any of the five elevators. Will equipment data, survey reports or current State of Hawaii certificates be furnished? Please confirm the number of stops and openings for each elevator, and whether a new geared machine is required per PWS 5.7.1.
There is no additional documents other than what's been provided in the Solicitation (TE 1, TE 2, TE 3) and TE 4 via Amendment 0003.
Offerors that attended the site vist on 19-AUG-26 had access to obtain additional site information not delivered in the PWS.
7 PWS POST-AWARD ASSESSMENT VERSUS FIXED PRICE. PWS 5.1.2
and 5.2.1 describe a post-award assessment and estimated work proposal, yet a firm fixed price is required at quote. If the assessment identifies conditions beyond PWS Part 5, will the Government entertain an equitable adjustment?
The Government will NOT entertain Requests for Equitable
Adjustments. Reference Provision FAR 52.237-1 Site Visit incorporated by reference in the solicitation.
8 PWS/SF1449 INVOICING. Each CLIN is a single "1 Job" line item with a period of performance to 22 September 2028, and PWS 5.11.1 requires sequential execution within each building. Will the
Government accept milestone or progress invoicing within an individual CLIN?
The Unit of Measure "Job" allows more than one invoice to be submitted in WAWF for the CLIN.
9 PWS HAZARDOUS MATERIALS. No asbestos or lead-based paint survey is furnished for the elevator machine rooms, hoistways or pits. Will survey results be provided, and is abatement within the Contractor's scope?
There is no additional documents other than what's been provided in the Solicitation (TE 1, TE 2, TE 3) and TE 4 via Amendment 0003.
Please refere to the PWS for the scope of work.
Request For Clarifications (RFC)
10 PWS BUILDING 901 HOISTWAY DIMENSIONS. The B901 hoistways scale at approximately 44 square feet, against 87 and 90 square feet at B777 and B778. Does the Government require the modernized car to accommodate a 24 by 84 inch ambulance stretcher, which would require hoistway enlargement, or is this an alteration governed by ASME A17.1
Part 8.7?
We need to work on providing answer to the RFCs received. Please refere to the PWS for the scope of work.
