Area of Interest (AoI) for Strategic Services Support for Product Director Virtual Training Systems (PdD VTS)

Federal Agency: Army Office: Army Contracting Command - Detroit Arsenal (ACC-DTA) AoI Title: Strategic Services Support for PdD VTS CSO AoI Number: AoI 009 AoI Release Date: 18 MAY 2026 Responses: See W912CH-25-S-C001, Amendment 01 for Procedure Details

1.0 General Information

1.1. Introduction

This Area of Interest (AoI) is issued utilizing the ACC-DTA Commercial Solutions Opening (CSO) W912CH-25-S-C001, Amendment 01. The Product Director Virtual Training Systems (PdD VTS) seeks to identify and attract innovative commercial solutions for a sustained, multi-disciplinary Systems Engineering and Technical Assistance (SETA) effort. PdD VTS serves as the focal point for virtual platforms, ensuring Soldiers are prepared for the rigors of global force projection. PdD VTS is seeking partners capable of providing a diverse team of technical, analytical, and operational experts to augment its government workforce and enhance its ability to develop, acquire, and sustain virtual training solutions. The primary place of performance is Oviedo/Orlando, Florida. Telework is authorized on a limited basis, and Outside the Continental United States (OCONUS) travel may be required to support fielded equipment.

This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and 1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date. Offerors are encouraged to submit multiple options.

ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening W912CH-25-S-C001, dated 10 July 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.

1.2 AoI Background

PdD VTS develops, acquires, and sustains virtual training solutions that enhance Army readiness. The office serves as the Army's focal point for virtual training on immersive platforms, including the Conduct of Fire Trainers, Operator Maintenance Trainers (10 Level), and the Family of Maintenance Trainers (20-30 Level) for Army units and MOS-producing schools—that simulate equipment and application operations in complex combat and logistical environments. By developing virtual systems for operator, maintenance, and driver training, PdD VTS enables Soldiers from the Army, National Guard, and other Department of War (DoW) partners to build essential skills, save lives, and prepare for the rigors of global force projection in support of multi-domain operations.

Potential partners should plan for an Indefinite Delivery/Indefinite Quantity (ID/IQ) Fixed-Price Level-of Effort (FP-LOE) structure contract or agreement, with task-order-driven surges. The estimated overall period of performance would be AUG 2026 – AUG 2031, commencing with a partial year to establish an option award cycle that fits program goals and balance of fifth year as an option to extend.

1.3 Identify AoI Solution

The PdD VTS portfolio encompasses full lifecycle management of virtual Training Aids, Devices, Simulators, and Simulations (TADSS)—including Synthetic Training Environment (STE) integration, RMF/Authority to Operate (ATO) sustainment, Functional Configuration Audit (FCA)/Physical Configuration Audit (PCA) testing, Life Cycle Sustainment Plan (LCSP) development, property accountability for Virtual Reality (VR)/Augmented Reality (AR) hardware, doctrine-to-digital scenario design, and coordination of Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Integrated Product Teams (IPTs), and Milestone Decision Authority (MDA) briefings—measured against rigorous Key Performance Indicators (KPIs) (e.g., zero ATO lapses, 21-day Category (Cat) A Information Assurance Vulnerability Alert (IAVA) remediation, greater than 85% Soldier Touchpoint conversion, 100% property accountability).

To execute its expanding mission, PdD VTS requires qualified personnel to provide specialized expertise across multiple labor categories. This contractor support is essential for providing the agility and skills necessary to manage current programs and develop the next generation of virtual training systems. The following labor categories are listed in descending priority, with associated priority levels of expertise to be filled for PdD VTS Support:
