About this file

This is an Area of Interest (AoI) solicitation issued by the Army Contracting Command-Detroit Arsenal (ACC-DTA) for a Commercial Off-The-Shelf (COTS) Museum Collection Management System to replace the legacy U.S. Army Museum Information System (USAMIS). The U.S. Army Center of Military History (CMH) seeks proposals for an integrated solution capable of managing over 500,000 heritage assets across 122 geographically dispersed collections while serving as an Accountable Property System of Record (APSR) per DoDI 5000.64 and AR 870-20. The solution must be cloud-hosted in a Government Furnished Infrastructure (GFI) cARMY environment and achieve both FedRAMP Moderate authorization and full Army Authority to Operate (ATO) certification. Offerors must demonstrate their system is currently used by a significant number of professionally managed museums recognized by national organizations such as the American Alliance of Museums (AAM).

The proposed solution must provide comprehensive capabilities including artifact cataloging, accessions and deaccessions, inventory management, object movement and location tracking, conservation and preservation efforts, digital asset management, and reporting and analytics tools. Critical to initial implementation is integration with the Enterprise Army Management System-Army (EAMS-A) for user authentication and role-based access control at go-live. The system must support RESTful API-based data exchange for future interoperability with Army 365 SharePoint Online, LLASIE, the IUID Registry, and other Army systems. The vendor is responsible for complete mapping and migration of all legacy USAMIS data, estimated at 2-5TB, and must deliver a fully operational system by 30 July 2027, including data migration, EAMS-A integration, training for over 100 concurrent users, ATO certification, and seamless cutover. Offerors should provide a non-binding Rough Order of Magnitude (ROM) for total estimated project cost from contract award through the first full year of sustainment and briefly describe their typical software licensing and support model. Written solutions must be submitted via email by 5:00 P.M. EST on 26 February 2026 with the subject line "INNOVATIVE SOLUTION for AoI 001 COTS Museum Collection Management System." All selected companies must be registered in the System for Award Management (sam.gov).

Federal Agency: Army Office: Army Contracting Command- Detroit Arsenal (ACC-DTA) AoI Title: COTS Museum Collection Management System CSO AoI Number: AoI 001 AoI Release Date: 05 February 2026 Responses: See W912CH-25-S-C001 for Procedure Details

1. General Information

1.1 Introduction

This Area of Interest (AoI) is issued utilizing the ACC‑DTA Commercial Solutions Opening W912CH‑25‑S‑C001. The U.S. Army Center of Military History (CMH) seeks proposals for well-established Commercial Off-The-Shelf (COTS) Museum Collection Management Solution to replace the legacy U.S. Army Museum Information System (USAMIS). This procurement requires an integrated solution that serves the dual purpose of professional museum collections management for over 500,000 heritage assets across 122 collections, and compliance as an Accountable Property System of Record (APSR) per DoDI 5000.64 and AR 870-20. Offerors must demonstrate that their system is currently used by a significant number of professionally managed museums recognized by national organizations such as the American Alliance of Museums (AAM).

This CSO AoI seeks to solicit innovative solutions that meet the objectives detailed in Sections 1.2 and

1.3. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date. Contractors are encouraged to submit multiple options.

ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

ACC-DTA reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening W912CH-25-S-C001, dated 10 July 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.

1.2 AoI Background

CMH oversees the Army’s museum system, which includes 122 geographically dispersed collections and more than 500,000 artifacts, archival materials, and heritage assets. The current USAMIS platform, which has supported Army museums for decades, will sunset in September 2027. To ensure continuity of operations, accountability, and compliance with federal property and museum standards, CMH requires a modern, secure, cloud‑hosted COTS solution capable of supporting enterprise‑level museum operations and APSR requirements.

The replacement system must support the full lifecycle of museum collection management, integrate with Army enterprise authentication and cybersecurity frameworks, and provide a scalable architecture capable of future interoperability with additional Army systems.

1.3 Identify AoI Solution

The proposed solution must provide comprehensive capabilities for: artifact cataloging; accessions and deaccessions; inventory management; object movement and location tracking (including loans and exhibits); conservation and preservation efforts; and the management of digital assets, archival materials, and exhibit support materials. The system must also include robust tools for reporting, analytics, and system administration.

The system must be cloud-hosted in a Government Furnished Infrastructure (GFI) cARMY cloud environment. It must be capable of achieving both FedRAMP Moderate authorization and a full Army Authority to Operate (ATO). Critical to initial implementation is integration with the Enterprise Army Management System-Army (EAMS-A) for user authentication and role-based access control, which must be operational at go-live.

The system architecture must support extensibility to interconnect and exchange data with other Army enterprise systems. The approach should prioritize API-based data exchange using RESTful APIs.

Future extensibility requirements include potential interconnection with Army 365 SharePoint Online, Locate Last Accountable Serialized Item Entry (LLASIE), the IUID Registry, and others as deemed critical.

The vendor will be responsible for the complete mapping and migration of all legacy USAMIS data, including files from the AMLRS Archival Module, representing an estimated 2-5TB of data. The system must also port and preserve legacy archival information until the Army Historical Resources Online - Unclassified (AHRO-U) platform is ready to receive it via a future data exchange.

This aggressive timeline requires a vendor to deliver a fully operational system no later than 30 July 2027. This includes completing the full data migration, finalizing EAMS-A integration, delivering comprehensive training to over 100 concurrent users across the enterprise, successfully navigating all ATO certification activities, and executing a seamless cutover. Offerors must demonstrate proven experience deploying enterprise-scale museum collection systems in secure federal cloud environments under similar regulatory and timeline pressures.

To assist with budgetary planning, offerors should provide a non-binding Rough Order of Magnitude (ROM) for the total estimated cost of this project, from contract award through the first full year of sustainment. Additionally, briefly describe your typical software licensing and support model (e.g., perpetual license, annual subscription, per-user fees, enterprise license, etc.). This information will be used for planning purposes only and does not constitute a formal pricing proposal.

2. AoI Constraints
