1. General Information
1.1 Introduction
This Area of Interest (AoI) is issued utilizing the ACC-DTA Commercial Solutions Opening (CSO)
W912CH-25-S-C001, Amendment 01. The U.S. Army Ground Vehicle Systems Center (GVSC) seeks proposals in the form of a Solution Brief for a non-personal services contract to provide comprehensive facilities support services for its laboratory facilities located at the Detroit
Arsenal (DTA) in Warren, MI, and Selfridge Air National Guard (SANG) base in Harrison
Township, MI.
This procurement requires the contractor to provide all personnel, equipment, tools, materials, supervision, and supplies necessary to perform a wide range of tasks including interior custodial services, exterior grounds maintenance, horticulture services, and exterior building cleaning.
Offerors must demonstrate their ability to provide a clean and safe working environment while protecting sensitive government equipment and personnel.
This Commercial Solutions Opening (CSO) AoI seeks to solicit innovative solutions that meet the objectives detailed in the Sections 1.2 and 1.3. The term innovative is defined as any new technology, process, or method. For this AoI, innovation may include, but is not limited to, the use of environmentally friendly cleaning solutions, advanced quality control methods, and specialized processes for cleaning around sensitive, high-tech laboratory equipment with minimal operational disruption as of the proposal date.
GVSC requires the proposed solution to provide comprehensive capabilities for all required services. The solution must deliver a high standard of cleanliness while protecting sensitive, high-value government equipment and ensuring the safety of all personnel.
ACC-DTA is not obligated to extend a request for proposal or make an award as a result of this
CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO
AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the
Government will issue a written directive or contractual document signed by the Contracting
Officer with appropriate consideration established. ACC-DTA reserves the right to modify the requirements of this CSO AoI.
The authority to issue this CSO AoI is derived from ACC-DTA Commercial Solutions Opening
W912CH-25-S-C001, Amendment 01, dated 05 February 2026. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation
2022-O0007.
1.2 AoI Background
GVSC is the U.S. Army's primary center for ground vehicle research, development, and engineering. To execute this mission, GVSC operates a diverse portfolio of laboratory and testing facilities across DTA and SANG. These facilities are critical to the Army's modernization efforts and include a mix of:
• Industrial/Manufacturing shop spaces with heavy equipment and frequent fork truck traffic.
• Specialized Research and Development (R&D) laboratories for activities related to chemistry, energy storage, and propulsion.
• Environmentally controlled System Integration Laboratories (SILs) containing sensitive electronic hardware, computer servers, and cabling.
1.3 Identify AoI Solution
The proposed solution must be comprehensive, providing all necessary labor, management, transportation, equipment, and supplies. The solution must demonstrate the capability to perform the following:
• Interior Custodial Services: Perform scheduled sweeping, mopping, vacuuming, dusting (high and low), and trash collection, with methods tailored to the three distinct laboratory categories (Industrial, R&D, and SILs).
• Horticulture Services: Provide weekly indoor plant maintenance, including watering, fertilizing, trimming, and replacement warranty for plants in designated DTA locations.
• Exterior Building Cleaning: Conduct monthly power washing of building exteriors at SANG facilities to remove seasonal insect residue ("Fish Fly").
• Exterior Grounds Maintenance: Perform monthly collection and disposal of trash and debris from the grounds within 50 feet of each building.
• Specialized and Periodic Tasks: Include annual interior/exterior window washing, on-demand special event cleaning support, and the use of pre-approved, environmentally friendly cleaning solvents.
To assist with budgetary planning, offerors should provide a non-binding Rough Order of
Magnitude (ROM) for the total estimated cost for the one (1) twelve-month base year and each of the four (4) twelve-month option periods. Additionally, briefly describe your insurance coverages (i.e., comprehensive general liability, workmen’s compensation, and employers’ liability coverage). This information will be used for planning purposes only and does not constitute a formal pricing proposal.
